n modern societies, in addition to being a crime or moral deviance, scandal also functions as a complex political communication tool that shapes collective perception.

While scandal narratives recount ‘what happened’ in the collective memory, they also determine ‘how it should be understood’. This process of production goes far beyond the mere transfer of information; through techniques such as discursive framing, selective visibility and contextual detachment, symbolic maps of meaning are constructed that can obscure or distort power relations.

The Jeffrey Epstein case, which began in the US and quickly evolved into a global scandal, is one of the most significant and intricate crisis cases of the modern era. Numerous renowned figures have been implicated, and new information, documents, and testimonies are being revealed daily.

Beyond its legal dimension, this case is an exceptional example of the interaction between political power structures, global capital networks, intelligence relationships and media systems. In this respect, the Epstein case is not merely an isolated criminal case, but rather a structural indicator revealing how power networks operating globally, immunity mechanisms of the elite, regimes of directed silence and intelligence systems are institutionalized.

The handicap of not questioning the system

The nature of the case goes far beyond that of a typical criminal investigation. Epstein cultivated relationships with various political power circles, financial centres, cultural elites and intelligence structures over many years. These relationships have revealed the permeable boundaries between the state, the market and the media, demonstrating the mutual protection and invisibility they create.

This suggests that the scandal is not confined to individual crimes, but rather indicates how certain individuals, due to systemic privileges, have been able to evade legal and social oversight for extended periods. It also suggests that individuals within the realm of immunity can be manipulated and controlled at will. Consequently, the Epstein case serves as a striking example of the fragility of the principle of accountability in modern democracies.

However, the way this case has been discussed internationally has often deliberately narrowed the focus to individual moral deviations rather than revealing the dark structural dimensions of the event intertwined with intelligence agencies. While the Epstein case has been presented in the global media as a narrative of great ‘moral decay’, the deep and continuous relationships that those involved have established with transnational capital, intelligence networks, the media and political decision-making mechanisms have been relegated to the sidelines instead of being framed within a systemic critique.

This narrow focus has served to define the boundaries of legal responsibility and the direction of public outrage. Consequently, rather than questioning the structures that should be investigated, public attention has been directed towards specific individuals.

Political and economic context

When the criminal acts at the heart of the scandal — particularly those relating to the intelligence network — are detached from their political and economic context, the resulting narrative frames them as the moral decay of ‘a handful of evildoers and paedophiles’. This reveals that the institutional and network structures that protect individuals and render them invisible for extended periods are consciously or unconsciously relegated to the background.

A selective visibility regime then comes into play within the media-economy-politics triangle, determining which names are highlighted, which connections are considered secondary and which relationships are completely silenced. This is often not determined by legal criteria, but by political, economic and ideological balances. Consequently, the scandal is transformed from a moment of rupture that questions the system itself, into a narrative framework that reproduces existing power relations.

In this respect, the Epstein case is a cautionary example, demonstrating how mechanisms of meaning-making operate globally during times of crisis and how public debate is constrained within the scope of a criminal case.

The way this global narrative translates into the Turkish context is also interesting, representing much more than a simple ‘localization’ process. It points to a deep and problematic recoding mechanism at the discursive level.

One point requires particular attention here. While no negative issues that could be ‘used as material’ against the Republic of Turkey and its government emerge in the files, correspondence is found showing Epstein targeting President Recep Tayyip Erdoğan directly or through various channels.

This issue should have been addressed within the context of transnational power relations, intelligence networks and elite immunity regimes. However, in Turkey, it has been positioned atop existing ideological tensions and transformed into a tool of local identity politics.

In this process, some legally isolated and exceptional cases have been taken out of context and used to make systematic generalizations. With an Islamophobic understanding, attempts have been made to present these cases as representative of all religious and conservative social groups and their civil society structures. Some have even attempted to tarnish the name of the late, martyred Grand Vizier Talat Pasha, the embodiment of honor, with such disgraceful accusations. These efforts, each of which is a separate lie and slander, create the impression of a causal link between individual criminal acts and collective cultural identities, and this impression is increasingly being circulated in public discourse as a natural and inevitable reality.

The crime is personal, but the perspective is general

In the literature of communication and discourse analysis, this mechanism is referred to as ‘representative generalization’. It relies on presenting singular or exceptional events as examples that reflect the ‘essence’ of a particular social group. Rather than claiming statistical majority, this method relies on the power of symbolic representation. In other words, the prevalence of the event is not important here, but rather the identity it represents. Representative generalization is a powerful tool for simplifying complex social realities and making them ‘meaningful’; however, this simplification often prioritizes ideological functionality over analytical accuracy. In this context, consistently associating specific cases with the same cultural identity can lead to that identity becoming synonymous with potential crime. Consequently, the collective identity becomes associated with crime in a symbolic rather than legal sense.

This type of discursive construct aims not only to marginalize specific social groups, but also to structurally erode the principle of individual legal responsibility.

The principle of ‘individual responsibility for crime’, a fundamental pillar of the modern legal order, becomes ineffective in the face of such generalizations. Individual actions are presented as a natural extension of group identity. Ultimately, social identities are redefined under the shadow of crime, becoming fragile grounds shaped by mutual distrust and symbolic exclusion. This fragility deepens cultural polarization and points to a long-term structural problem that undermines the legitimacy of the rule of law and democratic pluralism.

Clean society effort

It is important to note that generalizations are not always expressed in overtly hostile language, but rather through more sophisticated and indirect discourse. This hierarchy, based on concepts such as ‘moral superiority’, ‘modernity’ and ‘progressiveness’, perpetuates the traditional secular-religious divide under the guise of scientific claims. However, this approach is an ideological construct that positions social groups not as rational subjects, but as potential threats. This kind of discourse not only excludes certain segments of society, it also obscures real criminal networks and structural problems, diverting public energy towards the wrong targets.

Nevertheless, the policies and security strategies recently implemented with great success in Turkey are based on a holistic governance approach centered on combatting organized crime networks and strengthening institutional capacity to protect the social fabric. The security, justice and social policy components developed within the framework of a ‘clean society’ perspective rely on long-term strategies that aim for preventive, rehabilitative and structural transformation, alongside reactive interventions.

Extensive operations against multi-layered criminal structures, such as those involved in drug and human trafficking, prostitution, and gambling and betting, demonstrate that the state has asserted its presence in these areas. They also reveal that the state has developed significant institutional coordination, intelligence, and legal enforcement capabilities. This determination shows that these problems are not being ignored; quite the contrary, there is a systematic will to protect public order and social security.

However, overshadowing this institutional and operational success with ideological generalizations and cultural targeting not only renders the efforts of those working in the field invisible, it also carries the risk of transforming the fight against crime from a rational and legal arena into a cultural and identity-based conflict zone. It also carries the risk of transforming the fight against crime from a rational, legal arena into a cultural, identity-based conflict zone. This type of discursive manipulation implies an underlying strategy to both question the legitimacy of operations and create a public perception of ‘systemic failure’ by overshadowing the government’s structural successes in this area. Consequently, the focus shifts from combating specific criminal networks to cultural polarization, and the multifaceted and transnational nature of organized crime is relegated to a secondary or even subordinate position.

In this respect, the discourse in question is not merely an attempt to shape the perceptions of specific social groups; it is also part of a broader politics of meaning. This politics aims to narrow the scope of policies by portraying the state’s ability to combat crime and its commitment to establishing public order as questionable. Relegating the issues to a symbolic level serves to ‘dilute’ the real problem areas and weaken the possibility of finding solutions. Instead of deepening public debate and strengthening legal and institutional achievements, the discourse becomes trapped in a realm where ideological antagonisms are reproduced. In the long run, this damages both the capacity for democratic governance and social trust.

Therefore, if the global and local narratives constructed around the Epstein case are to be addressed within the framework of universal principles such as justice, human dignity and the rule of law, a systemic inquiry is required to reveal the structural and institutional context of the event and transcend individual deviations. Explaining the scandal through examples of personal immorality or cultural identities provides a reductionist interpretation that obscures the true causes of the problem. However, when such cases are evaluated from the perspectives of political economy, the sociology of law and media studies, they should be read as structural indicators revealing how certain power networks create areas of immunity and institutional gaps that pave the way for such criminal practices and reproduce them.

Justice becoming an ideological tool

Although transforming scandals into tools for creating collective enemies can produce short-term symbolic gains and reinforce specific ideological positions, it ultimately undermines the rational functioning of public opinion, erodes critical thinking capacity and erodes social trust in the long term. Such discursive strategies reshape public debate around identity, belonging, belief and ideologically driven divisions, moving it away from legal and institutional solutions. The consequence is that the demand for justice ceases to be a universal norm and becomes an ideological tool.

In this context, intellectual responsibility involves more than taking a critical stance; it also entails constantly questioning the conceptual framework, epistemological assumptions and normative goals within which the critique is produced.

Rather than amplifying scandalous narratives, the intellectual subject must maintain an analytical distance that reveals the power relations within which these narratives are produced, the interest groups they serve and the social segments they exclude. This distance enables public debate to be shaped by evidence-based assessments and proposed institutional solutions rather than emotional reactions.

Ultimately, interpreting events through the lens of cultural othering and the symbolic attribution of guilt exacerbates societal divisions; conversely, viewing them as opportunities for institutional reform, legal reinforcement, and the development of democratic oversight mechanisms paves the way for a more inclusive and sustainable political culture. Scientific reason and critical thinking require us to treat scandals as analytical tools for structural transformation and renewal, rather than as objects of identity conflict. This approach is also a fundamental pillar of the capacity of democratic societies to reproduce their own legitimacy.

Republican American journalist Tucker Carlson points out that it's obvious Epstein worked for Israel, that everyone in Washington knows this, and that no one can speak openly about it.

ews of the billionaire businessman who was found dead in his Manhattan cell on August 10, 2019, resonated widely, from the U.S. public to global politics. The effects of his death can still be seen in current politics years later. Above all, Jeffrey Epstein (1953-2019) was a convicted criminal whose guilt had been proven through various court proceedings. He abused young girls and forced them into prostitution.

However, his connections with the political and intellectual elite elevated the case beyond its criminal dimension to become part of a broader global agenda. The emails and evidence he left behind after his death created a butterfly effect in US domestic politics. They became a sword of Damocles hanging over the supposedly untouchable elite, transforming into the number one topic in the political climate.

Epstein communicated with some of the world’s richest individuals, such as Bill Gates, as well as respected scholars considered philosophers of the modern age, such as Noam Chomsky. The cause of Epstein’s death in prison will forever remain a mystery. Although the FBI recently reiterated that there was no suspicion surrounding the billionaire businessman’s suicide, questions will always linger. The aftershocks of this death in the political arena will continue to be felt for some time and will haunt certain individuals like a ghost.

Why have these files been so controversial?

The Epstein case is unique because of the astonishing array of names in the network he established. Epstein appears to have positioned himself at the center of the US establishment network, creating a chain of collaboration with individuals for various identities and purposes. His involvement in global child abuse and exploitation of children and young individuals for prostitution gives the case a sinister undertone. Numerous productions and articles explain how this system operated. The documentary “Jeffrey Epstein: Filthy Rich clearly exposes how underage women were exploited within the system. It’s important to note that Epstein’s biggest accomplice in carrying out his diabolical plans was Ghislaine Maxwell. She is another famous name in British-American high society, which is important for understanding the events that unfolded.

Maxwell introduced Epstein to members of New York society and the British royal family, including the disgraced former Prince Andrew. Important note: Maxwell’s father was Robert Maxwell, who was known in the UK for his fraud, malpractice, and boorish behavior. A famous politician in the 1980s, he was also a media and football club owner. It was alleged that he worked for Mossad until his death in 1991. Years later, allegations about Epstein’s relationship with Mossad emerged. His daughter met with them and became a partner in a dirty scheme, pointing to an interesting correlation.

We are painting this general panorama to illustrate how this dirty status quo could have been established among the elite. A businessman with ties to many different industries can develop relationships with the elite through his contacts and the system he has established. This interaction evolves into suspicious trips to Caribbean islands, which have now become platforms of fear. The system formed around the exploited women there subsequently becomes a conduit to a blackmail network.

The Epstein rift in the Republican camp

U.S. President Donald Trump has stated that he never crossed a certain line with Epstein and has claimed that Democrats are part of this dirty network. Ahead of the 2024 elections, he promised to make Epstein’s much-discussed files public after taking office. However, confusing events occurred at this juncture. Trump claimed after his election that the allegations regarding these files and the information about “client lists” were fabricated. This caused a major backlash among the public and was used against him by his political opponents. It became a vulnerability exploited in his social media feud with his former friend Elon Musk.

An interesting theme here was the sensitivity shown by the U.S. Republican base on this issue, which was unprecedented in any social or foreign policy context. Protests were organized, pre-election promises were recalled, and, when it became clear that there would be a cost in the upcoming midterm elections, Trump was forced to lift the confidentiality of the files.

With Congress passing the bill mandating the files’ disclosure, another threshold of curiosity has been reached. The files will be disclosed within 30 days of the November 19 decision. In the current US political climate, this decision is seen as Trump being forced to back down in a rare reversal. The files were disclosed amid sharp divisions within the Republican Party, with a widening gap between the grassroots and the leadership and members of Congress. Trump’s opponents believed the narrative that he was protecting a sex offender, and public pressure overcame the president’s pride and resistance.

Since the campaign that paved the way for Trump’s second term, the Republican base has embraced the MAGA (Make America Great Again) slogan as its creed. They do not hesitate to show their opposition when there is a shift in focus regarding US interests.

Republicans reveal their true colors when they see structures with a global dimension that conflict with their values. In this context, the Epstein files took on political significance, as the perception that “the interests of the wealthy are protected” damaged the bond Trump had forged with his voters. One manifestation of this fracture was Marjorie Taylor Greene’s resignation from the Republican Party. Greene is a member of the Georgia House of Representatives and one of Trump’s most loyal supporters. Issues such as Epstein and Israel policy act as barometers of the party’s fragile fault lines, with the U.S. and the average citizen serving as the axis.

The spirit of the times did not allow the Epstein monster

When examining the Epstein case, it is important to remember that the spirit of the times was a significant factor in his receiving the punishment he deserved. In fact, allegations against Epstein had already surfaced by 2008, resulting in a 13-month prison sentence. However, this was before movements such as #MeToo took root, when social awareness was not as high. The conditions of the time allowed for the abuse of women and bullying of the powerful, so the political repercussions of the allegations were not severe. It was especially after the 2018 developments that being associated with Epstein became risky.

Disclosed court documents included the names of prominent figures such as Prince Andrew, former U.S. President Bill Clinton, former Israeli Prime Minister Ehud Barak, former U.S. Vice President Al Gore, actor Kevin Spacey, singer Michael Jackson, illusionist David Copperfield, lawyer Alan Dershowitz, and former New Mexico Governor Bill Richardson. Ehud Barak deserves a separate evaluation among these names.

Allegations of a Mossad–Epstein network

Allegations that place the Epstein case on a more global footing are emerging in Israel. Israeli Prime Minister Benjamin Netanyahu requested an investigation into the relationship between Jeffrey Epstein and Ehud Barak, Israel’s former prime minister from 1999 to 2001 and Netanyahu’s political opponent. This ironic request has a legitimate basis. It has been confirmed that Barak received payments totaling $2.3 million from a foundation linked to Epstein between 2004 and 2006, and that Epstein invested $1 million in a partnership established by Barak in 2015. Barak bases his defense on business and trade partnerships, stating that former Israeli Prime Minister Shimon Peres (in office: 1984–1986, 1995–1996) introduced him to Epstein.

Documents published by the U.S. House of Representatives also suggest that the pair acted as war gods under the guise of respectable businessmen and ministers. In 2012, while Barak was Israel’s defense minister, Epstein’s involvement in Israel’s defense and security sales business in West Africa was proven. The pair actively worked to sell Israeli intelligence products to African countries, laying the groundwork for the security agreement between Ivory Coast and Israel in 2014. This security agreement is only one example of Epstein and Barak’s covert activities in Africa. The Barak-Epstein partnership and correspondence continued. In December 2015, The Sunday Times revealed that Epstein had informed Barak that Prince Andrew was a source of information regarding a potential business opportunity in China.

The decrypted dialogues between the two also provide clues about the partnership’s dark side. In 2012, Epstein wrote to Barak regarding African countries: “With civil unrest erupting […] and those in power feeling helpless, isn’t this a perfect opportunity for you?” Barak replied, “In a way, you’re right. But converting this into cash flow isn’t that easy.”

Republican American journalist Tucker Carlson points out that it’s obvious Epstein worked for Israel, that everyone in Washington knows this, and that no one can speak openly about it. Thomas Massie, a Republican congressman who has taken an oppositional stance throughout the Epstein case, states that he believes Israeli intelligence is active in gathering information and blackmail.

Pandora’s box has been opened: What now?

On April 25, 2025, Virginia Giuffre, an “Epstein victim” who had been trying to build a life in Australia after enduring trauma in the past, took her own life. She had become etched in the public consciousness due to photographs of her with Andrew. Andrew was stripped of his royal title due to allegations against him and had become a leading figure among Epstein’s victims. In her memoirs, published a few months after her death, she revealed that Epstein blackmailed powerful figures by videotaping them in relationships with underage girls and noted that he had a large archive of this footage.

Among those who closely follow U.S. politics, it is a well-known fact that many important regional and global issues receive little attention in the US public sphere. Consequently, some world-famous individuals remain obscure in the U.S., while celebrities who dominate U.S. media are not widely recognized elsewhere. Due to these conditions, the genocide in Gaza and the current situation in the Russia-Ukraine war only become meaningful if they intersect with the interests of the American public.

The repercussions of the Epstein case, which has been a prominent topic in US politics, have been even greater than their reflection here. Two contexts stand out in particular in this regard. Due to his ambivalent stance on disclosing the files, opposition to former US President Donald Trump within the Republican base gained strong ground. The opposition has shown a clear reaction. Second, the individuals involved in the alleged blackmail network established by Epstein and its impact on global politics have sparked curiosity. The repercussions in U.S. politics will be observable in the short to medium term, but revealing their impact on international politics will be difficult.

Dozens of women who say they were abused by Epstein filled the House public gallery for the vote, some holding photographs of their younger selves—the age, they said, when they first encountered the financier.

A political weak spot for the President

The Epstein controversy has become one of Trump’s most vulnerable political issues. His approval rating on the matter plunged this week to its lowest point of the year, with a Reuters/Ipsos poll showing that only 20% of voters approve of his handling of the situation. Even among Republicans, fewer than half—44%—said they believed Trump was navigating the controversy effectively.

Trump’s previous resistance to releasing the files angered some of his closest allies, including Republican Representative Marjorie Taylor Greene, who said Trump personally pressured her to reverse her support. When she refused, she said the president publicly labeled her a “traitor.”

“A traitor is an American who serves foreign countries and themselves,” Greene said Tuesday. “A patriot serves the United States of America—and Americans like the women standing behind me.”

The congressional push was spearheaded by Representative Thomas Massie of Kentucky, a libertarian-leaning Republican who accused the Justice Department of “protecting pedophiles and sex traffickers.” He vowed the bill would only be considered successful “when there are rich men in handcuffs.”

Massie’s campaign was strengthened by bipartisan backing, including from Democratic Representative Ro Khanna. Both lawmakers argued that public confidence in the justice system depends on full transparency surrounding Epstein’s network, which prosecutors said relied on wealthy and influential contacts to traffic minors for sex.

Epstein, a former financier with deep ties to political and business elites, pleaded guilty in Florida in 2008 to a felony prostitution charge and served 13 months in jail under a widely criticized plea deal. In 2019, federal prosecutors charged him with sex trafficking of minors. Epstein died later that year in a Manhattan jail cell; his death was ruled a suicide.

For many of Epstein’s accusers, Tuesday’s vote marked the first tangible step toward public accountability.

“We have waited years to see this happen,” said survivor Maria Farmer. “The truth belongs to the American public—and to every girl he hurt.”
