			<p><em>When Arabs arrived in Central and South America, they had nothing but the clothes they wore. They were called “Turcos” as they carried Ottoman passports. Today, they are wealthy and occupy important positions. Are they “sons who lost their mothers,” as a poet once put it? Do they maintain their ties to Palestine, Syria, Lebanon, and Jordan, the lands of their ancestors? Yousef M. Aljamal of Politics Today spoke with Simán</em><em> Khoury, a Palestinian-Salvadorian, who serves as the president of the Palestinian Federations in Latin America, about the ethnically Arab populations in Latin America today. </em></p>
<h4><strong>Q. When people of the Levant arrived in Latin America in the late nineteenth century, they were called “Turcos.” Can you tell us about this? What does it mean and how do South Americans perceived the term?</strong></h4>
<p><span class="r-es-drop-cap">T</span>he Arab immigration, especially from the Levant or Greater Syria, to Latin America was mostly in the late nineteenth century during the period of the Ottoman Empire. All those immigrants held Ottoman passports. So basically, people there did not distinguish between Arabs and Turks, and they called us all “Turcos” (Turks).</p>
<h4><strong>Q. What is the reason for this contempt of “Turcos”?</strong></h4>
<p>The majority of those who immigrated at that time were poor and ordinary people, mostly peasants. Ordinary Latin Americans, who lived and thought in feudal structures, considered them as inferior, lower-class people.</p>
<p>When our grandparents and our great-grandparents arrived there, four, five, or six generations back, they did it barefoot, which means that they were in a dire economic situation.</p>

			<p><strong>Q. What was the stereotype in the minds of immigrants about Latin America? I mean economically.</strong></p>
<p>They were men of modest substance. Everyone wanted to go to America, meaning North America, and had no idea about possible differences between North, Central, and South America. They thought that they were going to North America. However, they arrived at Puerto Colombia, in Colombia, or in Cuba, where they split up. Some went to Chile, some went to El Salvador, and from there to other places, especially the places where they had relatives, if any.</p>
<p><strong>Q. Why are Levant immigrants mainly concentrated in Chile, El Salvador, and Honduras?</strong></p>
<p>There are about a million Palestinian immigrants in Latin America. The majority almost are from Palestine, especially from Bethlehem. In addition, the majority of those immigrants were Palestinian Christians from the city of Bethlehem. Chile has about half a million Palestinians, and there are maybe some 200,000 in Honduras, and 120,000 in El Salvador. Although there are people who say that these numbers are exaggerated, I am sure that they exist and we have <a href="https://www.tandfonline.com/doi/abs/10.1525/jps.2014.43.2.59" target="_blank" rel="noopener noreferrer">statistics</a> supporting that.</p>

<p><strong>Q. There is a saying, which goes “In every town in Chile, there is a priest, a policeman, and a Palestinian.” Can you tell us more about Palestinians’ impact in Latin America today? What are their positions, their economic status, their cultural, political, and societal status?</strong></p>
<p>When immigrants arrived, they were in a miserable economic situation and suffered from extreme poverty, but they managed to integrate. First, they worked as street vendors and this contributed to their marginalization by the feudal and wealthy classes. But they managed to set up shops and work in textile factories. Gradually, their financial situation improved, which led to an improvement in their social situation. These immigrants struggled for their children to live a better life. They sent their children to schools and universities, and were able to obtain a better social status.</p>

			<p>The Palestinians have done a great job for Colombia, in particular. Colombia has Syrian and Lebanese populations as well. All the Levantines have integrated in the Latin American societies of the countries they live in. They have become both loyal citizens and haven’t forgotten their home countries.</p>
<p><strong>Q. Can you give me examples of Arabs, be they Syrian, Lebanese, or Palestinian, who have occupied important cultural, political, and economic positions in Latin America?</strong></p>
<p>In El Salvador, Arabs could obtain very good cultural and scientific positions, so we have doctors, engineers, artists, politicians, and bankers among them. In the agriculture sector, there is a large group of people, Palestinians, who are responsible for almost 44% of the production in the industrial and trade sectors of El Salvador. This means that 44% of the country’s production is in their hands, although they make up 1.5% of the population (nearly 120,000 people). This includes both the industrial and the trade sectors. Furthermore, they make important contributions and influence the medical laboratories and healthcare sector.</p>

<p>In Honduras, the number of Palestinians is much greater. I remember in 2005, when the presidential elections took place after the end of the civil war, Elías Antonio Saca González was the candidate for the right wing and from the left there was Schafik Handal &#8211; both were of Palestinian origin and President Saca González won the election.</p>
<p>In 2009, municipal elections for the capital took place and the capital mayors are generally accepted as future presidential candidates. A young man from the Samoura family, which has roots in the city of Bethlehem, ran as the representative of the right against the current president, Nayib Bukele, who represented the left. The mayor of the municipality was a Salvadorian Palestinian. Bukele succeeded him at that time, which paved the way for him to be the current president of El Salvador.</p>

			<p><strong>Q. You have spoken about the relations that still link the Latin American Levantines with the Middle East. How do you see the new generation, especially with the Internet and easy access to information? Do they try to restore this relationship and the link between them and their countries of origin? If yes, how do they express this? </strong></p>
<p>Although these migrations took place a long time ago, 80, 100, or 120 years ago &#8211; for example, I immigrated 41 years ago &#8211; the link between Palestinians and their homeland, despite the fact that they belong in the countries they are currently in, is excellent. They visit their homelands, whether Palestine, Syria or Lebanon – especially the Lebanese, who live in large numbers in Brazil, reaching 7 million.</p>
<p>They still send money and other kinds of aid, whether from Chile, Brazil, or El Salvador to their families there and continue to visit them. As an expression of our cultural identity, we participate in pro-Palestine political and cultural events on every possible occasion and follow the latest news. We have activities, including political ones, to support the Palestinian cause. We have many people in El Salvador who are politically active and support the cause.</p>

			<p><strong>Q. Historically, the relationship between South and Central America and the Middle East is strong, but recently, there has been a rise of the right wing in South and Central America. This</strong><strong>,</strong><strong> of course, also applies to the whole world. Do you observe any impact of this trend on South American interest in Middle Eastern affairs?</strong></p>
<p>This has a great impact on our relationship. In 2017, with the presence of a left-wing government and the activism of the Palestinian community, we were able to close the Israeli embassy in El Salvador. However, the current situation is different due to the economic power of the Jewish lobby in South America.</p>

<p>At present, Palestinian embassies are not showing enough effort to influence these countries diplomatically and win their support. This is surprising because this cause is fundamental, it is about displaced people who are being expelled from their lands by brutal force. I personally blame Palestinian diplomacy because there are many countries, even when Chile was ruled by the right, which are still supportive of Palestine. For example, the President of the Republic of El Salvador Elías Antonio Saca González visited Palestine and he was a right-wing politician. He visited his family, the city of Bethlehem and Palestine, while currently, there are leftist countries that try to destroy these relations.</p>

			<p><strong>Two months ago, we published an article on the controversial issue of using models with the Palestinian keffiyeh in the training of the Panamanian police by the Israeli police. What are the reflections on this in local society?</strong></p>
<p><span class="r-es-drop-cap">E</span>ven though we have a large group of Palestinians in Panama, who have the upper hand in the country economically, the incident shows that the Israeli lobby is strong. I have personally been to the city of Cologne, where the greatest merchants in the Colon Free Zone are Palestinians. The community is doing what it can and we cannot blame them. What’s sad is that the Palestinian community has not had enough support from the Palestinian government or the PLO during the last three or four decades.</p>
<p><strong>Is it possible to form a lobby that supports the rights and demands of the Arab Middle Eastern communities in Central and South America, similar to, for example, the Jewish lobby in the U.S. so that it presses, for example, for the recognition of the Palestinian state? In entire South America, Mexico and Panama are the two states, which haven’t yet recognized Palestine.</strong></p>

			<p>A few weeks ago, Colombia set up a chamber of commerce in Jerusalem, where the Palestinian community protested, while the Palestinian embassy did not intervene. The embassy said that this is an internal affair, while they were supposed to advocate the Palestinian cause. The embassy was supposed to tell the Colombian government t that every inch of Palestine and Jerusalem are under occupation. According to international laws, no democratic country should recognize an occupying power or encourage it to annex Palestinian lands and cities.</p>
<p>The Palestinian lobby is there, and the communities are doing what they can. With every means possible, we defend our cause by eating our traditional food such as <em>humus</em>, and wearing our traditional clothes and T-shirts with maps of Palestine on them. We have parties to celebrate the <em>dabke</em>, and our heritage is alive. As for the legitimate, diplomatic, and legal representation of the Palestinians, this partly falls upon the embassies, and they have to play their role and help our communities create this lobby. The Palestinian cause is just and legitimate, but we must work harder.</p>

			<p><span class="r-es-drop-cap">O</span>n Oct. 31, 2015 the Iraqi National Alliance, a front of Shiite political groups, announced that they are in the process of drafting an important document called the “Historical Settlement.” On February 6, 2017, Ammar al–Hakeem, the leader of the Alliance, stated that the project is the result of intensive and constructive talks with all Iraqi groups and has the backing of regional stakeholder governments. Moreover, the United States and the UN will have a role in it too, and it will be announced after the end of the war against DAESH. Thus, the UN Assistance Mission in Iraq (UNAMI) will draft the final version of the Historical Settlement after the document is approved by both the parliament and the Cabinet and Iraqi parties agree to abide by it. UNAMI will try to convince regional institutions, namely the Arab League and the Organization of Islamic Cooperation to support the project. The document is to addresses key issues, including power and wealth distribution between the Federal government and the Kurdistan Regional Government (KRG), and the grievances of Sunni Arab provinces. The implementation of the Historical Settlement has many opportunities as well as insurmountable challenges, and to succeed Iraq needs to avail itself from the experience of other countries who have dealt with the same kind of divisions.</p>
<h2><strong>Road to Historical Settlement</strong></h2>
<p>Iraq, like other countries which have witnessed dictatorship and civil war, is in need of a national reconciliation. Though Iraqi governments in the past have officially committed themselves to the achievement of national reconciliation, very few tangible steps have been taken so far. In 2003, the government of Ayah al-Alawi, the leader of Iraqiyah Bloc, and Nouri al-Maliki, who would serve as Prime Minister, officially committed their governments to the process, but no concrete steps were taken. As Prime Minister, Al-Maliki pursued sectarian and authoritarian policies which resulted in alienating Sunni Arabs and Kurds, and led DAESH to try championing the Sunni cause.</p>
<p>In July 2014, Haider al-Abadi came to power as prime minister with a promise to curb corruption and broker national reconciliation. However, his efforts were hindered by the pro-al-Maliki group and the rising power of al-Hashd Shaabi, Shiite militias which have Iranian backing. Those Shiite militias have taken very uncompromising steps. Besides, pro-Iranian political circles used their best to prevent the formation of a National Guard in Sunni Arab majority provinces, and they made the long awaited Amnesty Law, which was passed in the parliament on August 2016, toothless and too late. For these reasons, even if DAESH were to be expelled from the cities, the grievances of Sunni Arabs will continue.</p>
<h2><strong>Opportunities</strong></h2>
<p>Through Iraq’s distant and modern history, it is evident that its diverse ethnic, religious, and cultural communities have succeeded in peaceful coexistence and intermixing. Unlike many other countries, where Shiites and Sunnis live apart, before the effects of the 1979 Iranian Revolution, Shiite and Sunni Iraqis lived in integrated communities in many mixed regions, especially in Baghdad. There are several powerful tribal confederations which have a mixed Shiite and Sunni membership. These are potential resources, which need to be tapped in for reconciliation. For example, in 2007 a group of facilitators from the US Institute of Peace (USIP) in the district of Mahmoudiyah, an area south of Baghdad which was known as the “Triangle of Death,” helped to <u><a class="western" href="http://www.epic-usa.org/reconciliation/">broker a reconciliation</a></u> pact through tribal chieftains from Sunnis and Shiites that still endures. This experience needs to be generalized to other regions in Iraq. Besides, the implementation of the stated policies of US president Donald Trump with regard to the curbing of Iran&#8217;s undue influence in Iraq and al-Abadi&#8217;s imminent victory against DAESH will have a combined impact of weakening the al-Maliki camp and pro-Iranian Shiite militias. These will give national reconciliation internally a great momentum.</p>

			<p>The most serious challenges to national reconciliation are the lack of trust among various Iraqi groups, the exclusiveness in the nature of some influential elements on both sides, structural flaws in the post-2003 government, Iranian interference in Iraq, and the lack of a determined will to have reconciliation. After the US invasion, Iraqis agreed to form governments of communities, instead of government of citizens, as a power-sharing formula. Since 2014, al-Maliki&#8217;s group, supported by Iran, has been calling for the formation of a government of a &#8220;political majority.&#8221; In reality, al-Maliki is trying to use democracy to establish the government of a Shiite majority to the exclusion of Sunnis (Arabs and Kurds). In addition, al-Abadi&#8217;s inability to live up to his government program with regard to the Kurds has forced the Kurds to distrust Shiite politicians in Baghdad. During the first week of February, al-Hakeem <u><a class="western" href="http://www.sotaliraq.com/latestnews.php?id=389854#axzz4YZJr2rqc">visited </a>the KRG</u> to sound them out on his project. He received a cold response from their leaders, who have mostly opted for separation from Iraq and waiting to see what Trump&#8217;s future policy on Iraq will be.</p>
<p>These and other challenges have been <u><a class="western" href="http://www.middleeasteye.net/news/not-so-historic-settlement-iraq-s-post-vision-runs-trouble-1618578797">spelled out</a></u> in a well-written piece by Nazli Tarzi in the Middle East Eye. Tarzi rightly points that there is a lot of vagueness in the project and it has been drafted in the dark unilaterally by Shiite groups. It is not so inclusive either. But all these challenges could be overcome, if al-Hakeem&#8217;s proposed document was to be discussed openly with prominent Sunni groups and the international community lends its support to it.</p>
<p>Turkey and Iran have many stakes in its success and they should and could play an important role in this regard. Joost Hiltermann of the International Crisis Group in a 2007 <u><a class="western" href="http://www.cfr.org/iraq/impediments-national-reconciliation-iraq/p12347">report</a></u>, and more recently the al-Bayan Center for Study and Planning, an Iraqi think tank based in Baghdad, have prepared projects for national reconciliation which reiterate the same points: the complex nature of the conflict in Iraq has reached a point where an international and regional intervention is necessary. Iraq needs to upgrade the role of Jan Kubis, the head of UNAMI, from that of good will ambassador to that of an arbiter. The US also needs to use its influence and leverage among all communities in Iraq for this purpose. Turkey, Saudi Arabia, and Jordan must put pressure on Sunnis (Arabs and Kurds) to show a readiness for a historical compromise to achieve a durable and lasting peace. Iran has to be pressured to exercise a positive influence on Iraq’s Shiites. Except for a few extremist groups, the war-weary majority of Iraqi groups are now ready to accept this.</p>
<p>And the Iraqis need to benefit from other countries which had experienced civil wars. The formation of a body in Iraq similar to the Committee of Truth and Reconciliation, which was established in 1990 in South Africa, for example, is noteworthy. This Committee addressed the needs of the victims of the Apartheid regime by recognition and remedies instead of revenge and punishment. It convinced the perpetuators of the crimes to admit and apologize for their deeds. The new constitution of 1996 guaranteed the rights of black majorities and safeguarded that of white Afrikaners.</p>
<p>Traditional and tribal institutions were utilized to bring harmony to the conflict-torn country. The hastily drawn Iraqi constitution of 2005 needs to be amended to address the needs of Sunni Arabs. The controversial practice of de-Baathification should be reversed and de-politicized and be left to the judicial authorities. The controversial current Iraqi laws and regulations on terrorism have to be either eliminated or amended to exclude its future abuse. The high-ranking Iraqi religious authorities among Sunnis and Shiites need to act as peace-makers <u><a class="western" href="http://www.bayancenter.org/en/.../National-Reconciliation-in-Iraq-A-Comparative-Study.pd">similar to </a><a class="western" href="http://www.bayancenter.org/en/.../National-Reconciliation-in-Iraq-A-Comparative-Study.pd">the role</a></u> South-African Archbishop Desmond Tutu played. Furthermore, the issue of disputed territories and control over oil and gas revenues with the KRG needs to be addressed by resorting to a third-party for mediation, as well as the Supreme Court of Iraq.</p>
<p>Iraq has a chance to achieve a much needed national reconciliation, if political groups exhibit a true will to do so and receive the needed external support.</p>

			<article class="col-xs-12 col-md-11">While Turkey was West-oriented, the Iranian revolution of 1979 created tension with Ankara, as Turkey’s ruling secular elite viewed Iran’s new regime as a threat. This perception was in part fuelled by the belief that Tehran had been the main sponsor of terrorist groups in Turkey with the intention of exporting its particular brand of Islamism to neighboring countries. In turn, Iran’s new regime viewed Turkey as a threat to its revolutionary objectives, given Turkey&#8217;s secular ideology and its membership of NATO.</p>

<p>However, disregarding such differences, during the Iran-Iraq war, as Sunni Arab states and Western powers united behind the Iraqi dictator Saddam Hussein, Turkey maintained a neutral position and Ankara viewed the Saddam Regime as a more ominous threat. Consequently, Iran did not pursue a confrontational policy toward Turkey, which enabled both countries to preserve the status quo between one another. Relations between the two countries began to improve following the Gulf War as they pursued cooperative measures to address issues that threatened the territorial integrity of both states, particularly the ‘Kurdish question’.</p>
<p>Following the rise to power of the Justice and Development Party (AK Party) in Turkey in November 2002, Ankara-Tehran bilateral relations blossomed. Although the leading figures in the AK Party called their political vision ‘conservative democracy’, the Iranians perceived the new government as being formed of those with an Islamic agenda and welcomed this government in their immediate neighboring country, which stressed the importance of improving relations with regional countries in almost all aspects.</p>
<p>During the past decade, a number of factors have motivated the two states to enhance their bilateral economic relations: Tehran’s desire for a reliable trading partner; Iran’s struggle under the crippling economic sanctions imposed by Western countries; and Ankara&#8217;s demand for Iran’s energy resources. Within the period of 2000 to 2011, reportedly, bilateral trade between the two partners increased from $1 billion to $16 billion, and the number of Turkey-based Iranian companies increased from 300 to more than 2,000 firms. Within Turkey&#8217;s framework of ‘zero problems’, ongoing relations between both countries have been based on ‘mutual pragmatism’, rather than competition, due to the mutual understanding that both parties will benefit more and preserve their interests by doing so.</p>

<p>Against the background of such friendly exchanges between the two neighbors, however, relations have been strained due to the fact that both countries have been at odds on a number of issues in the Middle East, namely Iran&#8217;s support for the Syrian dictator Bashar al-Assad, Iran’s only ally in the Middle East, who could seriously endanger Turkey’s influence in the region. Iraq has also been a field of growing competition between Turkey and Iran, as Iran has been trying to fill the power vacuum created by the withdrawal of American forces in Iraq.</p>
<p>Additionally, the Sunni-Shiite sectarian conflict fuelled by Iran has drawn both countries into the conflict in Iraq on opposing sides. Turkish leaders always warned of such a threat and sought to reduce sectarian tensions; in view of this, Turkey’s diplomatic missions to Iraq have always included visits not only to the Sunni but also to the Shiite leading figures of the country. In contrast, Shiite Iran, which competes (with Saudi Arabia) for the leadership of Islam, has used the sectarian divide to further its ambitions.</p>
<p>Other sources of tension between Iran and Turkey have been the Kurdish and the Palestinian issues. Iran&#8217;s attempt to support Palestine (and oppose Israel) has been used as a way to enhance its popularity in the Arab world, while Turkey&#8217;s assertive support for Palestinians has been an important factor contributing to the deterioration of Iran’s popularity in the Arab world. This particular policy of Turkey has been translated by Tehran as a threat to Iran’s role as the main state sponsor of anti-Israel movements.</p>

<p>Turkey and Iran have clashed over other issues as well. Turkey views itself as a regional leading power. Many Arab countries also regard Turkey, with its relatively democratic political system and high economic growth rate, as a model for their own political development.</p>
<p>Although these are major divergences and challenges, Ankara and Iran have more shared objectives, which could push them closer rather than break them apart. Both countries have many common interests that could enable them to overcome their differences. After the comprehensive nuclear deal, known as the Joint Comprehensive Plan of Action (JCPOA), between Iran and world powers was reached, Turkey could once more play a major role as a gateway between Iran and the West. This is particularly important as Western countries try to find ways to reach Iran and tap into its $500 billion economy.</p>
<p>Furthermore, Iran is still an important partner for Turkey in other areas. For example, tourism has intensified as a trade activity between both countries in recent years, which could bring vitality to commercial activities in Turkey if given the chance to increase. According to reports from Turkey’s Ministry of Culture and Tourism, 1.7 million Iranians visited Turkey in 2015, ranking Iran as the sixth leading source of visitors to Turkey from among 90 countries.</p>
<p>The foreign policy agenda of the Rouhani administration known as ‘prudence and moderation’ aims at ending Iran’s isolation on the global stage. Since Turkey is a NATO member, Iran needs Turkey&#8217;s cooperation to send constructive signals when approaching the West. From the perspective of geopolitics and the regional balance of power, Iranian leaders should view their Turkish counterparts as key regional geopolitical, strategic and economic partners due to the fact that the Arab Gulf countries have been Iran&#8217;s competitors and rivals rather that its natural allies.</p>

<p>Due to all of these landscapes as well as common interests and objectives, the leaderships of both Iran and Turkey must come to realize that they need each other’s cooperation now more than at any other time in the past. Iranian policy makers should understand that Turkey can play an important role in building bridges between the West and Tehran. It has been proven to Iran that Turkey is a reliable and trusted partner. Turkey faithfully sided with Iran, supporting its neighbor at a most vulnerable time, when tensions reached their height over Iran&#8217;s controversial nuclear program.</p>
<p>President Erdoğan repeatedly vouched for Iran’s compliance and peaceful intentions with its nuclear program at a time when there was growing alarm regarding the threat of Iran developing a nuclear arsenal. This was a significant psychological boost for the Iranians as the key question was Iran&#8217;s lack of compliance with IAEA safeguards. Even after the JCPOA was reached, Turkey was among the nations that welcomed the deal and lifted sanctions on Iran regardless of the fact that some of its allies had opposed the plan.</p>
<p>Strengthening the economic partnership between the two countries may reduce the sense of vulnerability each has toward the other. Both partners should increase the level of bilateral direct investment as an option to soften the impact of possible tensions emanating from political differences in the future. The leaderships of the two countries are well aware that having a strong economy and forming mutual dependencies through establishing economic partnerships with neighbors are prerequisites of achieving the status of a strong regional power. In this context, it would be beneficial for both nations to pursue pragmatic bilateral trade policies and concentrate on lessening political tensions, factors that would enable them to gain more than they would lose.</p>
