Moazzam Begg was a former detainee who was imprisoned by the U.S. government in Guantanamo Bay from 2002 to 2005. He is currently the Outreach Director at CAGE (a non-profit that conducts research and provides a platform for survivors of the war on terror), where he challenges the dominant narrative of suspecting minority communities and the threat of terrorism. Ayan Mohamed Ali spoke to him about how he overcame adversity and how, despite the hardships he endured, and he was not only able to not only reclaim his freedom but also empower and educate marginalized British Muslims.

Q. For people who may be hearing about you for the first time, could you tell our readers about yourself and what you do?

I am the director for an advocacy group called CAGE, which campaigns against ‘war on terror’ policies. I’m an author and former Guantanamo prisoner, media commentator and lecturer.

Q. Could you perhaps elaborate on the events surrounding your arrests and subsequent release?

I’ve been arrested a couple of times. One, the main one, of course, was in Pakistan in 2001, in January. That was by the U.S., CIA and the Pakistani intelligence services. I always say it wasn’t an arrest, it was a kidnapping because there were no uniformed officers. Nobody showed me an identification card, everybody was in plain clothes, and there was no warrant. They took me from my house in the middle of the night in Pakistan, which is where I was living.

Our friend evacuated from Afghanistan, where I had been working on a project to build schools and wells in Afghanistan. From there, they took me to secret locations in Pakistan, then into Afghanistan into Kandahar, Bagram, and then ultimately Guantanamo, where I was held in total, between Afghanistan and Guantanamo, for three years without charge or trial, and released in January 2005.

The ultimate thing about why I was taken into custody was primarily because of the role of British intelligence that offered false and fake information to the Americans, suggesting that I was a member of al-Qaeda, which I was not. That was used to hold me, as I said, without charge or trial. Eventually when I did return, I had a case against the British government and MI5 for complicity in my torture, and in 2010 I won an out of court settlement against them.

Q. What impact has your experience had on today’s young British Muslims? Has it gotten to the point that people don’t know what is and isn’t legal?

I think the impact really has spanned over the past 20 years, so you’ve seen Muslims targeted intentionally by anti- terror legislation almost with a new form every year and people are living in a state of being afraid of not knowing what they can or can’t say, what they can or can’t post on social media out of fear of being branded a terrorist or a terrorist sympathizer, having views on Palestine or similarly Afghanistan or a number of things around that.

I grew up in a generation where there was open racism and hatred towards all people of color. Whereas the past 20 years, there’s been very specific anti-Muslim hatred, Islamophobia that will target you even if you were white, it doesn’t matter. The effects of this has been only seen a generation that has been raised on the ‘war on terrorism’ and the result of legislation.

Q. What was your reaction when you were released to see how the situation of Muslims in the UK had evolved, with many being detained indefinitely without charge and a large number being stopped and searched?

I was aware that in the United Kingdom, there were detentions taking place. I didn’t know until the day I arrived, actually, that people were held here, specifically 16, North African and Middle Eastern men detained in Britain in 2002 without charge or trial and continued to be held for 3 years. This was essentially internment that was happening to the Muslims here without people even knowing and this was under the emergency legislation.

So, when I heard that was happening, that there were the secret detention programs all around the world, where essentially it was only Muslims, being targeted by the United States military, in cahoots with Britain, and many other unfortunately Muslim and Arab countries who took part in part of the renditions program, the CIA black sites, to torture sites and all the way from Morocco, to Pakistan, to Thailand and everything in between.

Learning about, especially in Britain, the land of Magna Carta and Habeas Corpus, which are supposed to be these great civilizational teachers to the rest of the world of how good we are because we don’t detain people without trial. It flew in the face of all of that, and the fact that it has happened to Britain’s Muslim population and the world’s Muslim population. You can see it manifest in the worst case scenarios in China, Muslims are being placed in to concentration camps by the millions simply because the Chinese government says we are fighting our own people’s war on terror.

Q. What advice would you provide to young British Muslims who disagree with the assumption that Islam is synonymous with terrorism?

Well, first of all, terminology, because the terminology that’s used to describe terrorism in the Muslim world actually comes from the word ‘to frighten those who are the enemies of Allah’ but this is in a war context with frightening those people who are involved in killing, raping, oppression, and torture. In the western context, terrorism is the use of violence for a political or ideological goal and of course we can see that translates in some places to people that the government is not happy with and in other places where the government itself would fit that definition, but it’s involved in the use of violence for political aims, for example in Iraq, Afghanistan and so forth.

But Islam is not a religion of terrorism, it’s a religion of human beings, it’s a religion of submission to God. It’s not a part of our faith to be connected to violence for political aims but neither are we a passive religion, we’re not a religion of pacifism – we’re in between. Speaking truth to power from a religious perspective should never be synonymous with terrorism, and we must reject it at every level.

Ms. Marvel is a step in the right direction. It is an important example of positive representation that has the potential to empower Muslim youth around the world as well as expose non-Muslims to a more accurate depiction of Muslim youth culture.

Representations of Muslim identity in America have been disproportionately negative even prior to the events of 9/11. Considering the global consumption of the American media, it is of utmost importance that these images are combated. The negative image of Islam is not just a Western project, but it also has a history in Turkey and other Muslim majority countries. Therefore, it is essential that there is positive cultural production that appeals to younger generations. Marvel’s rebranding of their old comic book series ‘Ms. (Kamala) Marvel’, with a new protagonist who is a sixteen-year-old Pakistani-American teenager from Jersey City, is a great example of such cultural pioneering.

Ms. Marvel’ offers a refreshing representation of multiple Muslim American characters because it is a project based on partial self-representation. It is headed by two Muslim women: the writer, Willow Wilson, a white convert to Islam, and the editor, Sana Amanat, a Pakistani-American who has previously edited many of Marvel’s major comics. Both Wilson and Amanat fight ideas of Orientalism that permeate from the West and find their way into misrepresented communities. Ms. Marvel offers a potential for curing us not only of Western othering but also of self-Orientalising.‘Ms. Marvel’ is important because it plays a role in the larger landscape of Orientalism.

Edward Said had developed an extensive critique of Orientalism in his acclaimed book by the same name, later wrote in his article ‘Orientalism Reconsidered’ that ‘there is still a remarkable unwillingness to discuss the problems of Orientalism in the political or ethical or even epistemological contexts proper to it’. Much literature has been written on the problem of Orientalism since Said’s book. Now, the question is how one deals with it.

Said finds one of the biggest problems at the core of the issue to be the self-righteous superiority complex of the Western white observer who freezes the ‘Orient’ in time and does not allow it contextual or temporal dynamism. This leads to arguments about Orientals’ incapacity for self-representation. ‘Ms. Marvel’ subverts this by asserting itself as self-representation.

So what makes Kamala’s world different from the overwhelming mainstream narrative’s representation of the Muslim identity as foreign and threatening? Kamala is a sixteen-year-old high school student who lives with her parents and her older brother, Aamir. She has an awkwardness built into her movements and a quirky, hipster aesthetic. She wears retro vests, brightly coloured leggings, big hats and fingerless gloves. Kamala does not cover her hair, except during prayer service at the local mosque, and she only wears traditional Pakistani dress to the mosque or weddings. At home she uses Urdu words, some of which are left unexplained to the reader. This is important to note because it allows the story to tell itself on its own terms and not in the terms of a white Western audience.

Many superheroes have some flaws that make them more human to the reader. For Kamala, one of her humanising experiences is dealing with being a brown girl in a world dominated by white beauty standards. Her superpower is polymorphism, so she is a shape shifter. This, of course, resonates with being a child of immigrants who inhabit multiple spaces both physically and mentally.

More concretely in the storyline, this power allows Kamala to finally turn herself into her hero: the old Ms. Marvel, a tall, blonde woman who dresses in tight costumes, with boots up to her thighs. The story takes the reader through Kamala’s maturing process as she reconciles her insecurity with her religion and ethnicity. This is a major shift in the way comic books have dealt with women as well as how Western popular culture has dealt with Muslim women’s relationship to their faith.

The supporting characters in Kamala’s story are just as well conceptualized and are far from easily recognizable token diversity figures. The two Muslim men that are most present in her life are her brother and her father. Aamir, the older brother, is a devout young Muslim, while their father seems more relaxed in his religious practice. Aamir is shown saying prayers before eating at the dinner table, going to lectures at the local mosque and even chastising his father for working at a bank (implying the handling of usury, which is forbidden in Islamic law), while his father is dismissive and gently scolds him for still being unemployed and yet having the courage to criticize his work. The father figure is shown as authoritative and gentle.

‘The two Muslim women who are closest to Kamala are her mother and her friend Nakia, who is Turkish-American. Both women wear the hijab. This is interesting because the story does not portray hijab as a tradition that cannot transcend generational boundaries. Nakia is shown as more mature and strong-headed than Kamala. She does not like people calling her by an Anglicised nickname and prefers if they called her by her real name; in contrast, Kamala tells her father she would rather have a ‘normal’ name like Jasmine or Layla. By making Nakia a more strong-headed woman than Kamala, Wilson and Amanat turn upside down the assumptions their non-Muslim readership might have.

Many popular culture stories that feature people of colour take an apologetic turn and become narratives of white redemption by focusing on the white allies. Makers of ‘Ms. Marvel’, however, do not shy away from portrayals of privileged, obnoxious white teenagers. Yet they also treat the white American teenage identity in an equally multi-layered way. Kamala’s other best friend, Bruno, is a young white man who upholds high moral standards, is praised by Kamala’s father and develops a crush on Kamala. The comic does not ignore the presence of white supremacy, which manifests itself in both physical and symbolic violence, while acknowledging that white Americans like Bruno are multifaceted as well.

‘Ms. Marvel’ is a step in the right direction. It is an important example of positive representation that has the potential to empower Muslim youth around the world as well as expose non-Muslims to a more accurate depiction of Muslim youth culture. Kamala Khan’s story is successful because it is able to respect cultural specificity while also creating a story that is universally relatable. This is due largely to the fact that it is a project co-led by two Muslim women. They do not accommodate the dominant narrative about their protagonist but rather ask the reader to tear this narrative down. They are able to do this because they create a character that is relatable. In this regard, Kamala functions much like one’s first Muslim friend. Structures of oppression take a long time to come crumbling down but to change one person’s perception all you need is another.

Donald Trump’s recent call to block all Muslim Foreigners from entering the United States is a disturbing sign that Islamophobia remains an effective tool to gain support during an election campaign.

Following the coordinated terrorist attacks in which 130 people were killed in Paris on November 13th, many observers (including politicians) declared that France was going through its own “9/11”. At first glance, there are indeed many striking similarities between the two terrorist attacks and the way they both traumatized the United States of America in 2001 and France in 2015. Far more than localized attacks that could be socially and / or geopolitically explained, these tragedies has been unanimously described as a global “act of terror” against either “the American Way of Life” or the “French lifestyle”. In both cases, these “barbaric” and “foreign” attacks targeted peaceful civilians and the only possible response would be the declaration of a “global war on Terror” (Georges Bush) or a “merciless war” against the Islamic State (François Hollande).

As a direct consequence of these terrorist attacks on domestic soil, both George W. Bush and François Hollande benefited from the “rally-round-the-flag effect”: they openly became “War Presidents” and intensified their military intervention in the Middle East while reducing civil liberties at home.

On the international front, The United States of America heavily bombed Afghanistan that was harboring Al-Qaeda and invaded Irak in 2003 (without the authorization of the United Nations) whereas France immediately intensified its bombing of the so-called and self-proclaimed “Islamic State” (I.S.) in Syria. One should not forget that the ensuing chaos in Irak led to the creation of I.S…

On the domestic front, the U.S. government drafted the “Patriot Act”, which drastically limited American civil liberties and opened the door to the infamous Guantanamo prison. With the same parliamentary support, the French Government declared a new “state of Emergency” by extending a law created in 1955 during the bloody postcolonial war of independence in French Algeria. It also proposed to write the State of Emergency into the French constitution.

However, beyond these apparent similarities between the American and the French immediate reactions to these international acts of terror (intensified military intervention in the Middle East and strict restriction of civil liberties), it is possible to highlight a few factors proving that history will not repeat itself and that “November 13th” can not become a French version of “9/11”.

On the international front, it is obvious that France, a newly (re)integrated NATO member, does not have the United States of America’s diplomatic and military capabilities. As a truly Hobbesian State, America had the military power to invade Irak on its own even if they tried, mostly for diplomatic reasons, to build the largest “coalition of the willing”: At the end, out of the 48 Nations officially supporting the Bush administration in its “war against terror”, only three nations (The United Kingdom, Australia and Poland) offered limited military support on the Iraqi front. It is true that France is still one of the five permanent members of the United Nation Security Council and remains the largest army in continental Europe with a nuclear arsenal. But as a more Kantian European State focused on peace building since the end of the Cold War, France has neither the diplomatic power nor the military might to follow the United States’ steps in the Middle East. As confirmed by President Hollande’s mixed results in his attempt to build a larger coalition with the support of key regional players such as the United States, Russia or even its closest European ally Germany, it is clear that France will not be able to unilaterally wage the “merciless war” against ISIS on Syrian soil as President Hollande and Prime Minister Valls promised to French citizens. In addition, the current humanitarian tragedy in Syria where millions of civilians are brutally killed and forced into exile by both ISIS and the terror producing/exporting Assad Regime will force the French government to follow a more diplomatic path. The recent diplomatic agreement reached between the European Union and the Turkish government on the Syrian refugee crisis is a promising step in this more peaceful direction.

If there is no doubt that “November 13th” cannot have on the international scene the same impact as “9/11”, there are serious reasons to worry about the consequences that a radicalized war against ISIS terror could have on the French domestic front. Situated thousands miles away from the Middle East with a very small Muslim community, the United States of America can still afford to dangerously instrumentalize Islam(ism) for political gain without having to greatly suffer on the domestic front from such an anti-Muslim rhetoric. Donald Trump’s recent call to block all Muslim Foreigners from entering the United States is a disturbing sign that Islamophobia remains an effective tool to gain support during an election campaign.

However, the situation of France, the country hosting the largest Muslim community in Europe, is radically different. As opposed to what happened in 2001, the French situation is a lot more complex since – despite apparent links to Syria – it was clearly a matter of homegrown terrorism with European connections. Moreover, as proven by the 2005 suburban youth riots and by the 2015 attacks against the satirical magazine Charlie Hebdo and the kosher hypermarket, France is still struggling to harmoniously balance its multicultural and pluri-confessional identity inherited from its troubled colonial past with its deeply rooted Republican principals inscribed in the first two articles of the Constitution: “liberty”, “equality”, “fraternity” and “secularity” (“Laïcité”). In a country where Marine Le Pen’s anti-immigrant and anti-Muslim National Front is becoming the main party shaping the whole political landscape, it is urgent that the French Republic rightfully preserves its integrity without however abandoning its core democratic values. It is also important that, in the name of national unity, France protects its Muslim community, which unanimously condemned the barbaric killings on November 13th. But there are reasons to worry: In the wake of the Paris attacks, islamophobic hate crimes have skyrocketed not just in France but in the whole Western world. In recent days, many French associations and non-governmental organizations have denounced the drastic reduction of civil liberties made possible by the new State of Emergency. For example, many climate activists have been abusively placed under house arrest during the COP 21 conference in Paris even if they did not represent a terrorist threat. Many search warrants and house arrests have also targeted innocent Muslim French citizens who, thankfully, have been finally released. There are thus serious reasons to fear that the security measures taken by the French government could put at risk the civil Rights at the heart of French society and more particularly the freedom of its Muslim community. As clearly summarized by former conservative Prime Minister Dominique de Villepin (who gained international fame by opposing the U.S. invasion of Iraq in his 2003 UN speech), it is the moral and political duty of France to resist “the temptation to slide towards authoritarianism”.

The Paris attacks will certainly go down as one of the most tragic and infamous day in recent French History. The difficulty to develop a more (self)critical and complex understanding of “November 13th” is a normal reaction that can be partially explained by the profoundly traumatic nature of these killings. And yes, this is still the time to mourn and salute the memories of these 130 innocent victims. But if we want to make sure that History does not repeat itself and that “November 13th” does not have the same tragic consequences for world peace than “September 11th” and if France does not want to fall into the “civil war trap” designed by the so-called “Islamic State”, the time will come soon to move beyond grief in order to truly understand the complex social, cultural and (geo)political roots of what happened on November 13th. The future of civil peace and collective harmony in France depends on it.
