			<p><span class="r-es-drop-cap">A</span>lmost 48 years have passed since the U.S.-backed military coup in Chile ousted the democratically elected socialist presidency of Salvador Allende. The outcome was 17 years of military dictatorship under Augusto Pinochet’s rule, resulting in thousands of Chilean opponents tortured, murdered and in over 3,000 cases, disappeared. The U.S. role has gradually been uncovered under the U.S. Freedom of Information Act.</p>
<p>Less known, and still under wraps for alleged security reasons, is the role Australia played in Chile, in the years leading up to the coup.</p>
<p>Recently, former Australian military intelligence officer Cristian Fernandes presented a legal request to declassify documents pertaining to Australia’s role in Chile working as proxies of the U.S.’s Central Intelligence Agency (CIA). The country’s role in the years leading up to the coup was exposed in 1977, but details have remained classified. 			<p>Fernandes’s request was rejected by the Australian government, despite the fact that the request did not call for revealing the identities of the officers involved, or any surveillance techniques used by Australia’s Secret Intelligence Services (ASIS).</p>

With the CIA closely monitored by the Allende government, the U.S. turned to its allies for help, particularly where it risked exposure in Chile.</p>

However, the Labour Prime Minister Gough Whitlam, who took office in 1972, was informed by ASIS director Bill Robertson of its officers’ role in Chile and that their presence was tied to the destabilization of Allende’s government. 			<p>ASIS officers were out of Chile by October 1973, after the coup took place and Augusto Pinochet had started his purge throughout the country. This means that Australia’s role went beyond the destabilization period initiated by the CIA and security agents were present as Pinochet illegally assumed power in Chile. With ASIS out of Chile, the gap was filled by the Australian Security and Intelligence Organization (ASIO), who were working from the Australian embassy in Santiago. ASIO’s presence was <a href="https://www.sbs.com.au/theother911/" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://www.sbs.com.au/theother911/&amp;source=gmail&amp;ust=1624034360008000&amp;usg=AFQjCNGugiLR0794PR6ok1FDEhQXYGRk7Q">confirmed</a> by the Whitlam  government’s  former immigration minister Clyde Cameron, who asserted that ASIO was working in Santiago on behalf of the CIA.</p>

			<p>The first CIA-ASIS links in Chile were reported by the Australian newspaper, the Sydney Morning Herald, who were contacted by ASIS to call off the investigation and to withhold publishing the names of the officers involved. In 1977, Whitlam <a href="https://www.sbs.com.au/theother911/" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://www.sbs.com.au/theother911/&amp;source=gmail&amp;ust=1624034360008000&amp;usg=AFQjCNGugiLR0794PR6ok1FDEhQXYGRk7Q">stated</a> to the Australian parliament, “It has been written &#8211; and I cannot deny it – that when my Government took office, Australian intelligence personnel were working as proxies of the CIA in destabilizing the government of Chile.”</p>

<p>The Hope Report, commissioned by Whitlam, was published in 1977, confirming the presence of ASIS agents in Chile yet making light of the political situation and negating the links between ASIS and the CIA.</p>
<p>According to Nicky Hager, a journalist specializing in intelligence gathering, Australia would have asked the U.S. to refrain from declassifying documents that would highlight its role in the destabilization of Allende’s presidency. Indeed, a search for the terms “Australia-Chile” turns up nothing in the U.S. National Security Archive’s database of declassified documents.</p>

			<p>Transparency as regards Australia’s involvement with the CIA in Chile has not been forthcoming. The Freedom of Information Act exempts documents dating back to 40 years from being published, ostensible for security reasons and the country’s national interest. While the identity of the ASIS officers in Chile has been established, Australia’s Intelligence Services Act of 2001 prohibits the publishing of names unless permission is granted by the security agencies’ directors.</p>

			<p><span class="r-es-drop-cap">A</span>ustralia became a safe haven for Chileans escaping the horrors of Pinochet’s military dictatorship, even as its secret services collaborated against Allende and remained in Chile in the aftermath of the coup. In Australia, Chilean refugees were another target for ASIO and its espionage – the humanitarian welcome was juxtaposed against the politics of spying for Chile and the CIA.</p>
<p>Additionally, Australia was also a destination for Chilean torturers and agents, some settling in Australia to <a href="https://www.sbs.com.au/theother911/" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://www.sbs.com.au/theother911/&amp;source=gmail&amp;ust=1624631650635000&amp;usg=AFQjCNEje0WUjBYrmQXgkDSY7TZ8k_ykWw">extend</a> the espionage network on Chilean refugees. One notable case which received considerable national and international media attention is that of Adriana Rivas, a former torturer and secretary to Chile’s National Intelligence Directorate (DINA) Chief Manuel Contreras, who worked at the detention and extermination centre known as Cuartel Simon Bolivar.</p>
<p>Rivas absconded from Chile in 2010 through Argentina to escape facing justice and settled in Australia, working as a nanny.  Relatives of the disappeared have since 2013 worked with lawyers to have Rivas extradited from Australia to Chile, where she is wanted for her involvement in the torture and disappearance of seven detainees, among them the leader of Chile’s Communist Party, Victor Diaz. Rivas was detained in Sydney in 2019 and this week, the Federal Court of Australia <a href="https://www.sbs.com.au/language/english/still-extraditable-former-pinochet-agent-adriana-rivas-loses-appeal-to-avoid-extradition-to-chile" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://www.sbs.com.au/language/english/still-extraditable-former-pinochet-agent-adriana-rivas-loses-appeal-to-avoid-extradition-to-chile&amp;source=gmail&amp;ust=1624631650635000&amp;usg=AFQjCNHWneikRZsT6uEuWJkv-MB3ixozZg">rejected</a> the former DINA agent&#8217;s appeal, declaring her extraditable to Chile.</p>

<p>Yet there is an intentional reticence to divulge the extent of the earlier ASIS and ASIO links to the CIA, unlike the U.S., which has declassified thousands of documents relating to the CIA’s role in Chile and Latin America in general, including knowledge of the disappearances during Operation Condor – a collaborative effort to purge the region of leftists.</p>
<p>With investigative journalists unable to make inroads due to the government’s criminalization of such research into Australia’s role in Chile, it is likely that the country’s role spans further in terms of its collaboration with the CIA.</p>

			<p><span class="r-es-drop-cap">N</span>orberto Bobbio (1909-2004), the erudite Italian philosopher, noted that the distinction between ideological right and left lies “in the different attitudes that both sides automatically assume towards the idea of inequality.”</p>
<p>Latin America is a region with the highest inequality gap &#8211; even higher than Sub-Saharan Africa. For instance, in the <a href="https://www.bbc.com/mundo/noticias-america-latina-51390621" target="_blank" rel="noopener noreferrer">report</a> by the United Nations Development Programme (UNDP), dated December 2019, the richest 10% in Latin America owns 37% of the total wealth, while the poorest 40% owns a mere 13%.</p>
<p>According to the recipient of the Nobel Prize in Economics Joseph Stiglitz this gap is a legacy of the region’s colonial past. At the same time, history has usually placed corrupt leaders in power.</p>
<p>But how can a place like Latin America with such shameful indicators and a notorious legacy of violence and social turmoil experience a surge in the arrival to power of regimes identified as ultraright? Of regimes whose purpose is to defend the privileges of a small portion of the society at the expense of the majority. It seems that the colonial mentality never really left the Andes.</p>
<p>Slightly more than 13 years ago, in November 2007, at the Ibero-American Summit in Santiago, Chile, the President of Colombia Álvaro Uribe, the icon of the continent’s right-wing politics, was the summit’s black sheep when seen alongside his counterparts from Chile (Michelle Bachelet), Brazil (Lula da Silva), Venezuela (Hugo Chávez), Argentina (Cristina Fernández), Ecuador (Rafael Correa), and a handful of other Latin American presidents from the left.</p>

			<p>Today, if a picture at the same summit were to be taken, it would be very different. Even though countries like Argentina and recently Bolivia have seen a comeback to power of leftist leaders, nations like Colombia, Brazil, Honduras, Guatemala, Chile, Uruguay, and Paraguay keep moving towards the right.</p>
<p>In countries like Venezuela, Mexico, and Bolivia, where left governments steer the wheel of their democracies, right-wing supporters are in constant watch for any opportunity to seize power in the next elections.</p>
<p>The right-wing Venezuelan opposition seems confident of the support of the hawkish U.S. establishment and doesn’t even consider that a democratic path to regain power is necessary as several pleas have been made for a U.S. military intervention to overthrow President Nicolás Maduro.</p>

<p>According to some thinkers, Latin America is conceptualized as “America’s Backyard.” As the United States’ empire faces increasing challenges as a dominant superpower as a result of the rise of China, Russia, and smaller regional powers in Asia, Africa, and Europe that are stepping up their influence worldwide, Latin America seems to be turning into an “<a href="https://www.history.com/topics/mexico/alamo" target="_blank" rel="noopener noreferrer">Alamo</a>” of U.S. foreign diplomacy.</p>

			<p>Right-wing regimes in Colombia, Brazil, Guatemala, and Honduras have some common values with Republicans in Washington, where the Evangelical voters matter the most. Jair Bolsonaro was elected with nearly 58 million votes as the president of Brazil, the most populous country in Latin America.</p>
<p>Evangelical voters, which constitute 30% of Brazil’s population, support the most radical right-wing parties and proved a goldmine for Bolsonaro’s victory.</p>
<p>Evangelical voters are having an ever-growing influence on Central American countries as well. Forty percent of voters in Guatemala, the most populated country in the subcontinent with more than 17 million people, are evangelical Christians; in Honduras, evangelicals account for 32% of voters, in El Salvador 31%, and in Costa Rica around 25%. El Salvador, one of the countries with higher immigration rates from the Middle East and whose president Nayib Bukele is a descendant of Palestinian immigrants, is very obedient to what Washington dictates.</p>

<p>Bukele, who considers himself “not religious” as he stated once on social media, relied on the evangelical vote to win the presidential elections. Bukele even had close contact with Trump’s evangelical pastors and one of his first visits to a foreign country after his inauguration was to Israel, a time-honored tradition of every U.S. president.</p>
<p>Guatemala’s president, Jimmy Morales, a declared Christian Zionist, moved his country’s embassy in Israel from Tel Aviv to Jerusalem in May 2018. Morales stepped down from the presidency of Guatemala last January 14, 2020, when the elected Alejandro Giammatei, an ultra-conservative politician assumed power after winning the election with 58% of the votes.</p>
<p>But the growing influence of evangelical Zionists is not the only drive for the establishment and solidification of far-right regimes in Latin America. Colombia’s turbulent political past is perpetuated by the current president, Iván Duque, who follows in the tradition of right-wing leaders who claim that “Colombia will become another Venezuela,” if a leftist government is elected.</p>

			<p><span class="r-es-drop-cap">E</span>ven though some voices in the Colombian political spectrum consider Juan Manuel Santos, a former president and a winner of the Nobel Peace Prize, a leftist, he undoubtedly belongs to the traditional establishment.</p>
<p>Gustavo Petro, a former leftist guerrilla fighter in the 1970s and 1980s, lost the 2018 presidential elections by nearly two million votes to a candidate most of the country calls “Uribe’s candidate” – a reference to the controversial former Colombian president Álvaro Uribe, who was known to be a close ally of the U.S. and an advocate of neoliberalism and ultraright politics.</p>
<p>Gustavo Petro, proposing a more liberal agenda in the social, environmental, and economic fronts, will probably run again next year, but his past as a militant of a revolutionary guerrilla scares a big portion of Colombia’s population. This fear is exacerbated by the pro-right media in the country, which depicts him as a “new Chávez&#8221; or a “communist thug.” As Colombians have fresh memories from the 50-year-long internal conflict with Marxist guerrillas, this profile is not appealing.</p>
<p>Despite cases like Cuba, with 60 years of resistance against the U.S. sanctions, Venezuela and its more than two-decade-long legacy of Chávez, and the strong growing liberal movements in Chile, Argentina, and Mexico, the shadow of old-fashioned colonialism in new clothes is being cast over the region’s shores and mountains more strongly than ever. Operation Condor seems to have found plenty of loyal allies among the people of Latin America.</p>

			<p>Imperial right-wingers have many reasons to keep a tight hold on this part of the world. Latin America, a region with a very strong religious influence, is still overwhelmingly Catholic but with a notable growth of evangelical Zionist movements, which have a conservative mentality on abortion, private property, and gender equality. Cheap labor and high concentration of wealth are common features of the region’s economic scene.</p>
<p>A 600-million-people market, with a biodiversity not found in other parts of the world and an enormous source of water, not to mention the dozens of potential votes that could support the right wing’s interests on the diplomatic stage, are serious reasons for making the effort to keep political and military figures complicit, guaranteeing the survival of the region’s conservative interests. It doesn’t matter if this opposes the population’s general interests.</p>
<p>After all, what do political puppets in Latin America do other than obey their master’s will?</p>

			<p><span class="r-es-drop-cap">W</span>hen the opposition wasn’t able to produce the results they wanted in Turkey’s constitutional referendum, the usual muttering, baseless allegations, rejections and lastly the call to the streets began. This call inevitably reminded the people of the Gezi Park violent protests, which caused a trauma in society’s collective memory in recent political history, and gave way to clear acts of violence. It brought to mind images of vandalized public and private institutions, burnt down public transport vehicles, construction equipment, police cars and even vehicles belonging to the media; damaged ATMs and CCTVs, ransacked shops, uprooted pavements, garbage containers, seized construction equipment driven towards the prime minister’s residence, the burning down of AK Party bureaus…</p>
<p>The society’s acquaintance with the left’s relation with violence goes back to the 1970s. Armed assaults by various leftist organizations towards the police, businesspeople and notables; fights with sticks and stones, and clashes with Molotov cocktails were all witnessed by the people; however, these acts of violence were usually limited to small groups. The mass leftist spiral of violence, as if they were under hypnosis, occurred during the Gezi Park protests, and was unprecedented.</p>
<h2><strong>Roots of Leftist Violence</strong></h2>
<p>Firstly, we have to accept that, even though they are the ones who use the rhetoric of democracy the most, the left cannot be democratic due to its nature. This is because the left believes that history is about conflicting social classes and that the dominating classes can only be overthrown through force. In their belief, classes ruling the society will never willingly give up their powers to the downtrodden; therefore, the oppressed masses should organize themselves and depose their oppressors. They believe there is no other way.</p>
<p>As their objective is “sacred,” the ends will justify the means; the toolset of violence, including armed uprising, are legitimate. Elections, ballot boxes, and the parliament are all “bourgeois institutions” which have to be annihilated, eventually; that’s why Lenin says that the parliament is “the barn of bourgeois.” These institutions, according to them, will only have meaning in the dictatorship of the proletariat after the revolution.</p>
<p>Therefore, being a “guerrilla in the mountains of Dersim” or forming “armed propaganda units” in cities is more attractive than managing campaigns and trying to garner votes for parliamentary elections. Because those who arm themselves and try to dismantle the state mechanism are fighting for the future of the people. All of them are brave revolutionaries who are sacrificing their lives for revolution.</p>
<h2><strong>Empathy with Murderers</strong></h2>
<p>Let’s remember the Çağlayan Courthouse incursion on March 31, 2015. We still remember the praise heaped upon the DHKP-C militants who first held prosecutor Mehmet Selim Kiraz hostage and then martyred him, and how the hashtag #BizDeSiziSeviyoruz (#WeLoveYouToo, referring to the militants) became popular on social media afterwards. We didn’t hear the slightest of condemnations against this murder from the left; on the contrary, leftist groups even embraced it. Even the Cumhuriyet daily ran a headline and content that attempted to legitimize the murder. A journalist reported a telephone interview with the terrorists (whom the journalist presented as poor young revolutionaries that were forced to take such an action).</p>
<p>When the murders of the Sabancı Center occurred in 1996, all the leftists praised the act as a “strike against Turkey’s bourgeoisie.” When riots in the Gazi neighborhood took place in 1995, the left produced violence as much as they could from the existing chaos. Alevi coffeehouses were assaulted and with the incitement following afterwards, tens of people lost their lives due to police firing on protestors. There were clear provocations; however, leftist groups started their tour de force since day one. All the walls of the neighborhood were filled with revolutionary mottos, militants coming from other cities were settled in the neighborhood, and all groups seized areas and clashed with police for days. In the following years, while a smaller leftist group, which I was a part of, used the motto “Never again!” after the Gazi riots, all the other leftist groups employed “One, two, three, more Gazi!” as their motto, referring to the Vietnam War.</p>
<p>Amidst the clear massive hysterical violence of Gezi Park, there were other acts of violence which the protestors tried to keep it hidden. All leftist groups occupied certain areas and hung their flags and banners on the barricades they made there. There were some groups which even stopped and checked the IDs of people who entered their “territory.” One group stopped and beat down a young person who was passing with a beer can in his hand.</p>

			<p>Two homeless people were tortured by militants of the Socialist Reconstruction Party (SYKP) at an abandoned building they had invaded (another dimension of violence) and named “Berkin Elvan House of Occupation.” Coincidentally, the media covered this. When one of the perpetrators was suspended from the party, the case was closed.</p>
<h2><strong>Effect of Militarism</strong></h2>
<p>The appraised violence of the “revolutionary” left permeated both their actions and discourses. Their rhetoric and practices reek of militarism. For instance, on May 1, which is mostly disregarded all around the world, but is deemed as a “holy day” by the Turkish left, some leftist groups wear matching uniforms, carry red flags of the same size, get into military formations and pace around while singing anthems. They are as orderly as a military unit. These groups have certain supervisors who ensure that the order is maintained and no outsider joins their march.</p>
<p>The names and the terminology of these groups reflect militarism. Names like “People’s Liberation Front,” “People’s Liberation Army,” and “Liberation Army of Peasants and Workers” have existed since the 1970s. Military terms in the leftist jargon are also quite frequent. For instance, the Western term of “struggle” was accepted as “war” (savaş) by the Turkish left. There are many other military terms in the leftist jargon: triumph, martyr, enemy, platoon, fortress, armed revolutionary units, siege, front, retreat, rear guard, offensive and so forth.</p>
<p>In anthems that are written for militants who were killed during clashes or terrorist acts too, hints of militarism can be found. In Grup Yorum’s anthems there is much praise for machine guns, Kalashnikov rifles, fortresses and armaments. This is the reason behind semi-military street demonstrations where red masked and armed militants march in certain areas like Okmeydanı or Gazi.</p>
<h2><strong>CHP Calls for Violence</strong></h2>
<p>Is the situation any different in the CHP, a mainstream political party? It is unfortunately not. No one can’t utter any negative opinions about leftist figures like Mahir Çayan, Deniz Gezmiş or Che Guevara at any local branch of the CHP; as they consider these figures part of their tradition and show them the utmost respect. Let’s remember Kemal Kılıçdaroğlu’s portrait right beside Deniz Gezmiş’s and his speech at the parliament, saying “I’m Kemal from Dersim! I’m Kemal the Revolutionary!”</p>
<p>We are acquainted with the violent demonstrations by community centers and student collectives affiliated with the CHP: their clashes with the police or other groups, and their assaults on kiosks opened by conservatives. Or, we know that it’s almost a tradition that CHP deputies try to protect the members of illegal leftist groups who are detained, to the extent of becoming their lawyers. The distance between the radical left and the CHP is shorter than assumed.</p>
<p>Let’s not forget that the clashes and deaths during Gezi Park started after the CHP canceled their Kadıköy meeting and directed its masses to Taksim. Unable to accept the results of the referendum, CHP has once again called people to the streets. They may be justified in venting anger over not being able to become the ruling party; however, actions go far from using legitimate political channels, and make them responsible for all the negative consequences that might follow. The cost of the constant call for chaos could be high. It should be remembered that one cannot achieve any political outcome with such methods in the newly accepted system of government.</p>
