			<p><span class="r-es-drop-cap">W</span>hile the United States focused on its domestic problems – primarily the sociopolitical consequences of the storming of Capitol Hill and Joe Biden’s immediate signing of executive orders and actions – Russian authorities detained the Kremlin critic Alexey Navalny upon his return to Moscow from Germany.</p>
<p>Western reactions to his arrest were relatively moderate, although in the future the “curious” case of Alexey Navalny could have a serious impact not only on relations between Russia and the West, but also on Russian parliamentary elections that should take place no later than September 19.</p>
<p>Throughout history, Russia has been ruled by tsars, monarchs, and boyars members of the highest rank of feudal aristocracies. That was even the case during the Soviet time when the General Secretary of the Central Committee of the Communist Party of the Soviet Union was a de facto tsar, while members of the Central Committee played the role of boyars. In modern Russia, President Vladimir Putin is often seen as a <a href="https://www.youtube.com/watch?v=RWCXXlSo_20" target="_blank" rel="noopener noreferrer">tsar</a>.</p>
<p>However, Western journalists, analysts, and experts on Russia often neglect the significance of “boyars” – powerful oligarchs and members of the country’s security apparatus.</p>
<p>Alexey Navalny, who allegedly had been poisoned in August 2020 while on a flight from Tomsk to Moscow, hardly poses a serious threat to President Putin, especially given that his <a href="https://twitter.com/EuropeElects/status/1337166392265760770" target="_blank" rel="noopener noreferrer">approval ratings</a> are very low. However, his political activities may significantly jeopardize the positions of certain “boyars” who are centers of power within the Russian ruling elite.</p>

			<p>Although the Kremlin <a href="https://www.reuters.com/article/us-russia-politics-navalny/kremlin-says-navalny-works-with-cia-after-he-accuses-putin-of-poisoning-idUSKBN26M4JB" target="_blank" rel="noopener noreferrer">accused</a> Navalny of working with the CIA, Russian authorities detained the opposition figure over the alleged violations of his 2014 suspended prison sentence for embezzlement. In other words, the very fact that the Kremlin did not attempt to prove that Navalny is a “<a href="https://www.rferl.org/a/russian-lawmakers-foreign-agents-law/31015312.html" target="_blank" rel="noopener noreferrer">foreign agent</a>” clearly suggests that the ultimate goal of the Russian elite may not be to completely eliminate the 44-year-old anti-corruption campaigner from political life.</p>
<p>This is not the first time that Navalny is behind bars. He already served several stints in jail in recent years for organizing anti-Kremlin protests. For instance, in 2015, he served 15 days for unlawfully distributing leaflets on the Moscow metro, while in February 2014 he was placed under house arrest and prohibited from communicating with anyone other than his family, lawyers, and investigators.</p>
<p>Unlike him, former Russian intelligence officer and the Kremlin critic <a href="https://www.rferl.org/a/former-russian-intelligence-officer-released-from-prison/29778498.html" target="_blank" rel="noopener noreferrer">Vladimir Kvachkov</a> spent nine years in jail after he allegedly attempted to assassinate Russian politician and businessman Anatoly Chubais in 2005. However, given that Kvachkov has been very critical of the West, none of the world leaders have demanded his immediate release.</p>

			<p>On the other hand, when pro-Western opposition politician Boris Nemtsov was murdered in February 2015, certain Western media outlets called the <a href="https://www.dw.com/en/boris-nemtsov-the-man-who-dared-to-criticize-vladimir-putin/a-52561085" target="_blank" rel="noopener noreferrer">crime</a> “a political murder for which Putin was responsible.” As in the case of Navalny, Russia’s leader hardly had any motives to kill a relatively unpopular opposition figure.</p>

			<p>Vladimir Putin would unlikely benefit from Navalny’s murder, since in the eyes of the West and Russian opposition voters the Kremlin critic would become another “martyr,” or a &#8220;victim of the regime&#8221; such as whistleblower Sergei Magnitsky and the accomplished journalist Anna Politkovskaya. Still, for the West Putin will likely remain a political boogeyman, and Navalny’s arrest will be used as an additional instrument against Moscow.</p>

<p>In other words, new sanctions against Russia from the U.S. and the E.U. are inevitable. In the case of the United States, restrictions will be connected not only with Navalny but will likely be constantly expended, since sanctions are part of a permanent process generated by the ongoing new Cold War.</p>
<p>The Kremlin has already said that it will not take notice of calls from a number of Western leaders for the release of Alexey Navalny. Policy-makers in Russia are quite aware that Navalny’s release would mean his de facto victory over the system.</p>
<p>At the same time, it would mean that the Kremlin has succumbed to Western pressure. Thus, if the anti-corruption activist remains in prison, Moscow is expected to face a growing list of demands from the U.S. and the E.U., and it is not improbable that Russia will have to suspend or even cancel the construction of the Nord Stream 2 pipeline due to U.S. sabotage.</p>

			<p><span class="r-es-drop-cap">S</span>uch actions will undoubtedly have an impact on Russian domestic affairs, although they will unlikely seriously affect Putin’s popularity. However, the ruling United Russia party is already <a href="https://www.themoscowtimes.com/2021/01/05/russia-in-2021-looming-elections-dominate-the-domestic-scene-a72391" target="_blank" rel="noopener noreferrer">widely unpopular</a>, which creates possibilities and additional room for maneuver for Navalny’s Russia of the Future party and other so-called non-systemic opposition groups.</p>
<p>The two major systemic opposition parties – the Liberal Democratic Party of Russia (LDPR) and the Communist Party of the Russian Federation (CP) – are expected to pass the five per cent election threshold easily and keep playing a role of the formal opposition that occasionally criticizes certain Russian officials, but never President Putin. In other words, the regime of &#8220;controlled democracy,&#8221; whose ultimate goal is elections without a change of power, will almost certainly remain intact.</p>
<p>On the other hand, if Navalny’s Russia of the Future party wins some seats in the Russian Duma (Parliament), Putin will have to make compromises and concessions to Vladimir Zhirinovsky and Gennady Zyuganov, the leaders of the LDPR and CP respectively, in order to neutralize Navalny’s influence in the Duma. However, there is still a long way for the Kremlin’s critic to become part of the Russian mainstream political life.</p>
<p>Since Russia is witnessing <a href="https://news.cgtn.com/news/2020-01-16/Putin-s-perestroika-NieuzVBqyk/index.html" target="_blank" rel="noopener noreferrer">another Perestroika</a>, Navalny, even imprisoned, can pose a serious threat not to Vladimir Putin whose approval ratings are still high, but to certain structures within the Russian elite – be they from the security apparatus or from powerful oligarchy – who may aim to redistribute power and wealth.</p>

			<p><span class="r-es-drop-cap">E</span>gypt has been witnessing a new wave of political oppression against civil opposition figures. The pressure has intensified following the election of Abdel Fattah al-Sisi to presidency in the last election in March. What’s different with the current wave of arrests in Egypt is the fact that the Egyptian regime has been mainly targeting the Muslim Brotherhood so far. However, this time the regime is focusing on secular or socialist activists. This is mainly because of the fact that these activists have been criticizing the Sisi regime and its domestic and external policies. Their successful use of social media and the Internet allowed these activists to spread their criticism to a large audience. The wave of arrests, therefore, could be interpreted as the regime’s new strategy of dealing with the opposition. As the Sisi regime has completed its destruction of the Muslim Brotherhood, it now directs its iron-fist on the secular and socialist opposition.</p>
<p>In early May, the secular activist Shadi al-Ghazali Harb and the revolutionary socialist Haitham Mohamedeen were arrested in the raids on their homes with the accusations of insulting the president and spreading false news with the intent of destabilizing social peace and national security. In another incident a housewife, Amal Fathy, was arrested along with her family for joining a terrorist organization, promoting terrorist acts over the internet, and spreading false news that harms national security and public order. Fathy became popular after she posted a YouTube video in which she detailed how Egyptian men sexually harassed her. Another person arrested with similar charges was the comedian Shadi Ebu Zeyd. He was taken into custody following a raid on his home with around 20 policemen.</p>

<p>Finally, the most prominent activist who was taken into custody during the latest wave of arrests was Wael Abbas, a prominent figure during the 2011 revolution. As a secular activist Abbas was known with his critical stance against corruption, torture and human rights abuses. He severely criticized the government both before and after the revolution of 2011. His criticism towards the Sisi regime was on the basis of human rights issues and mistakes in foreign policy. It is announced that Abbas, who was arrested during the police raid on his house in Cairo, will be tried on charges of spreading false news and forming an illegal organization. In December 2017, Twitter shut the account of Wael Abbas, arguing that the account was violating Twitter’s rules. It is suspected that Twitter may have taken the decision on the request of the Egyptian regime.</p>
<p>Another indication of oppression against regime opponents is the 10-year prison sentence for Ismail Alexandarani, a researcher at the Wilson Center in the United States, known for his work on the North Sinai region. Alexandarani, who was detained at the airport when he was entering Egypt in 2015 and remained in pre-trial detention for 2.5 years, was sentenced by a military court to 10 years in prison for joining a terrorist organization and reporting false information.</p>

			<p>A recent arrest of a PhD researcher from Washington University also caused concern. Walid al-Shobaky was conducting field research on the judicial system of Egypt when he suddenly disappeared. On the forth day of his disappearance, the state prosecutor informed his family that he was taken into custody. Following initial investigation the prosecutor decided to arrest al-Shobaky for a 15-day detention. Despite the fact that there was hardly any clear information on the case, he was reportedly arrested with the charges similar to other opposition figures that were previously arrested.</p>

<p>This event reminded another brutal incident that took place three years ago. Giulio Regeni, an Italian citizen and doctoral student at Cambridge University, disappeared in January 2016, while he was conducting field research on trade unions and workers&#8217; associations in Egypt. About a week later, Regeni&#8217;s body was found on the roadside outside Cairo. It turned out that Regeni was subjected to torture and was killed. During the investigations, it was alleged that intelligence services had killed Regeni. Egyptian authorities deny allegations.</p>
<p>The wave of recent arrests in Egypt is a clear indication of the regime’s intention for continuing oppression against dissidents. Unlike previous initiatives that were mainly focused on Islamic movements, the Sisi regime will be targeting secular and socialist opposition, hoping to permanently eliminate all kinds of opposition towards the regime. However, such a policy would lead to unification of opposition groups, increasing human rights violations and deepening instability caused by the distrust between state and society.</p>

<p><span class="r-es-drop-cap">H</span>umor magazines are beyond an entertaining fantasy or stereotypical thought. Instead, they are essential instruments of cultural and political production and distribution. Especially caricatures, not only as intellectual reflections of everyday life, are also ideological and manipulative fiction toward shaping public opinion. On the other, the point of whether humor is totally against the power is considerably paradoxical. This article, in this sense, focuses on the cliché-like discourse in the context of the modern Turkey and by dealing with some popular magazines such as <em>Leman</em>, <em>Gırgır</em>, <em>Penguen </em>and <em>Uykusuz</em>. Moreover, the notion of the opposition is examined through some crucial breaking points experienced particularly after 2002 when AK Party came to power for the first time.</p>

			<article class="col-xs-12 col-md-11">As a historic background, it should be stated that humor magazines in Turkey have positioned within power relations since the late Ottoman Empire and have manipulated political and artistic ground through sarcastic caricatures. Accordingly, Sultan Abdulhamid II was drawn as a sneaky, hidebound and cruel killer. As for the periods of the Party of Union and Progress (CUP) and early years of the foundation of the Turkish Republic, the magazines that were dominated by secular-nationalist caricaturists lapsed into silence and somehow canonized the reforms without interrogating and criticizing even totalitarian trends. For instance, Atatürk was and still is the uncriticizable holy figure of humor magazines. Even Markopaşa, one of the most opposite and punished magazines of the history of the Republic of Turkey criticized Ismet İnönü, known also as the national chief, by reason of the fact that he deviated from Kemalist principles. This magazine, controlled by the ‘Westist’ thinkers, consolidated the position of the secular republicanism while it marginalized the religion and tradition not only in political system also in everyday life.</p>

<p>As a result of the rigid perspective, all these magazines provided an intellectual basis for the execution of Menderes, the legitimate president. Humor magazines, as a representation of cultural hegemony, have moved in concert with the junta in modern Turkish history that is full of military coups and conspiracies, so much so that they produced fun and erotism-oriented publications in spite of socio-political conflicts between 1960s and 1990s. Although many scholars and politicians were murdered by unknown assailants especially in 1993, the magazines generally ignored the essential question. What is more, the 1997 military memorandum was approved by caricaturists. The hegemony war between conservatives and seculars, between nationalists and socialists, between traditionalists and reformists turned into a tense cultural segregation after AK Party was founded and Erdogan became prime minister.</p>
<h2><strong>Before and After 2002</strong></h2>
<p>Humor can understandably be an ideological and subjective providing that it makes opposition in a principle sense. The basis of the principle should be conscience, justice and courage. However, humor publications in Turkey are biased, unfair and tutelary; so much so that they have supported the military coups experienced since the late Ottoman era, also that they felt free to describe the ousted leaders as animals on account of supporting the official authority based on nationalist Kemalism. Not only Abdulhamid II, also Adnan Menderes, the elected president, who was executed by hanging was harshly criticized by humorists. They did not utter a word about militarism. Further, same attitude was continued in March 12 (1971), September 12 (1980), February 28 (1997), April 27 (2007) and even in July 15 (2016). In fact, the figure of Erdogan in the periodicals accompanies previous ousted or, at least, ‘chastened’ leaders. He was drawn as monkey, camel, cow, frog and snake and depicted as bigoted and vulgar character. He was ‘orientalistically’ associated with Hitler. Also, the AK Party supporters were stereotyped as ignorant and amorphous mass. Electoral system and even democracy was questioned whenever AK Party won the elections.</p>

<p>As for the political opposition in Turkey, they were instead sympathized. Terrorist groups such as PKK, DHKP-C and TAK were never criticized by leftist humorists dominating this field. The term &#8220;terror&#8221; was linked only to Erdogan, the State and the government. The unprincipled view can be conceptualized as &#8220;Tayyip-phobic humor&#8221;. Today, humor without Erdogan is almost impossible. The opposition made by humorists concentrated merely on his &#8220;evil&#8221; existence. He is known as the crux of every problem in Turkey, in Middle East and even in the world. The humorists, who define humor as cliché-breaker, produce rude and rigid clichés ironically themselves. What is more, some of these are indisputably Islamophobic. The magazine covers that are intolerant about religion, tradition and pedagogy are full of ‘ugly’, ‘repellent’ and ‘terrorist-like’ Muslim types. The language of the publications is mainly slang, swearing and humiliation rather than irony and lambency.</p>
<p>One of the deadlocks of humor publishing, not only in Turkey also in all over the world, is the ambivalence between censorship and freedom of expression. Humorists generally tend to reduce the freedom into unlimited liberty and to define the censorship as restriction of freedom. However, just as freedom does not refer to a free hand, censor is not antithesis of freedom. The concept freedom that becomes vague and gets more complicated each passing day in the contemporary culture is paradoxically is positioned in an absolute positiveness, therefore its destructive mission in the context of consumption-based worldview is ignored in some way. According to the overall impression gaining from the statements made by humorists, AK Party has dominated humor magazines and sued for damages, so much so that Turgut Çeviker, a humor historian, describes AK Party era as the most radical period in which caricaturists are suppressed and humorists are marginalized. However, considering the cases, it is easily seen that almost all of them were dismissed in favor of caricaturists. Moreover, these cases were somehow seen as a resistance mark against the political power.</p>

<p>Humor magazines that have taken a stand against the AK Party government in every crisis and that have seen Erdogan as responsible in all local or global trouble categorize and discriminate the society. On the one hand they underline the importance of peace and solidarity in interviews, but on the other hand, with their works, they provoke the differentiations and cultural tectonic faults of contemporary Turkey as Turks and Kurds, Alevis and Sunnis and, seculars and conservatives. In this respect, we can conceptualize this non-principle approach as a “humor dictatorship”. As an indication of this approach, although they highlighted Berkin Elvin and Ali Ismail Korkmaz who lost their life during the Gezi Park protests, they said nothing about Yasin Börü and Serap Eser who killed by the PKK and its extensions. <p>Without doubt, most humorists in Turkey are not elite but elitist and they are away from the real problems of the society in which they live. Throughout the history of the republic, they have satirized civilians rather than elites, so much so that they have taken active roles in legitimizing the military tutelage against democratic regime. They have been more rigid and bigoted than even religious dogmatism despite the fact that they define themselves as creative, cliché-breaker and reformist. Hence, in the magazines, while facts give their places emotion-based ideologies, opposition turn into vulgar aggression. Since Tanzimat era, political power and cultural power are separate and even vis-a-vis. Therefore even if governments are determined by elections, the Power is mostly at the settled elitists’ hands, and more interestingly, although humor magazines that describe themselves as ‘unofficial weekly’ reproduce the discourse of those who see themselves more equal than others. In other words, just as humor magazines in Turkey stand in the heart of official history and ideology, they are <em>not </em>dependent upon, for and together with the society.</p>
