The fight against the so called "Muslim Separatism" in France reveals a lot about France's own history and view of Islam.

At the beginning of his speech at Mureaux titled “Fight against Separatism” on October 2, 2020, French President Emmanuel Macron said that it is necessary to understand the current problems of France with a taboo-free approach.

During his speech, which lasted about 70 minutes, he identified the problem and this taboo-free approach: “There is an Islamic separatism that endangers our society, our capacity to live together, our Republic; it is first trying to establish a hostile society parallel to the Republic, and then take it over!”

The president did not mention terror, terrorists, or a terrorist organization, and even said he distinguished these Islamic separatists from the rest of Muslims in France. So, who are the perpetrators of this “separatism?” More importantly, what is the difference between an ordinary Muslim and a separatist Muslim in the eyes of the state? How can one tell a Muslim is not a perpetrator of “separatism”?

According to the French president, the separatist Muslims “propose ideas that turn the republic’s values upside-down, disregard gender equality, and even contradict human dignity.” In France, for almost 30 years, there have been many instances of explanations by high-level officials as to what Macron means by this and who this rhetoric affects.

François Hollande, compared to his successor Sarkozy, gave the impression of a politician with a more respectful and earnest approach towards Muslims. Sarkozy stated, “If a woman with the headscarf is given the opportunity to improve herself, she will be liberated from captivity, eventually throw away the headscarf, and become ‘French’.”

Somewhere in his speech, while explaining the difference between Muslims and the separatist Muslims, Macron stressed that the separatists talk a lot about France’s colonialist era. Clearly these separatists talk about the parallel society created by the first-class French citizens who gave a status of half citizenship to the Muslims who survived the torture and massacres in the former colonies of France.

Simple things like the beaches closed to Algerians in Algeria, or 25 Muslims staying in a barrack room whereas five French people staying in similar rooms, or not being able to get a passport! As written on the walls of the barracks, French people needed more oxygen – just like today.

Though French President Macron accepts that France has its “faults” and “responsibility” for the colonial past, he personally thinks the separatists have evil intentions, “otherwise why would they talk about this?” he wonders. “If,” he begins and explains, “their grandparents have been living in our land for many years now, children and their parents who never saw the colonialist era, these separatists entrap them.”

The formula of the French president is simple, and he expresses it whenever possible. He explained his formula last year in January in the old capital of the Republic of Cote d’Ivoire, Abidjan, by saying, “Colonialism was a big and serious mistake of the French Republic!” Implying that it is all in the past now, he made a call to all of Africa, “Let’s turn this page now. Besides, the population of the African continent is young. For example, three-fourths of the population of Cote d’Ivoire never lived in the colonial era. Likewise, I also am not from the generation of the colonial era.”

If the issue of halal food, which could be handled very simply in the school canteens, was considered an issue at the state level, then, the problem is directly the belief and religious practices of Muslims.

Therefore, it could be expected that France would confront Muslims with the strict laicism principle. And then, we could say France’s traumatic past with Catholicism does not legitimize the attack on the Muslim minority today, but that’s not the case.

Unfortunately, it seems that little has changed for the 6 million Muslims living in France. The racist vein of the Old World is seemingly pulsating on both banks of the Rhine!

At the dawn of the next year’s presidential elections of 2017, two journalists wrote a book on the actions and opinions of the socialist president of France. The book is named, A President Shouldn’t Say That. Beneath the reviews, the president’s controversial statement resides: “Today’s headscarved woman will become tomorrow’s Marianne.”

How exciting, isn’t it? It sounds as though the president said, “the Muslim French women you constantly criticize today will become one of France’s symbols in the future.” If this was the case, this message could have had a beautiful impact not only on France but on the whole world. Some French understood the president’s statement the way it sounded and, for that, they clamored. Whereas, in reality, the statement could only be backed up by Jacobins and extreme rightists. The president spills the beans just a couple sentences later: “If the headscarved women are allowed to cultivate themselves, they will be freed from captivity; ultimately, they will remove their headscarves and will become French.” In his view, the headscarved woman is an uncultivated captive who lacks what it takes to be French.

It seems that François Hollande, who had a rather cautious discourse while talking about Muslims, at least up until said statement, eventually conjoined with his talkative partner, Prime Minister Manuel Valls, who never misses a chance to bash Muslims. They have conjoined both in rhetoric and style. If you remember, Manuel Valls made a scandalous statement, one among a myriad of scandalous statements on Muslims, in the past summer when some municipalities banned the burkini and the image of five policemen surrounding a woman clad in this item of clothing at the beach was widely disseminated. “The Republic’s symbol Marianne’s breasts are visible, because she breastfeeds the people. She also doesn’t have a headscarf, because she is free. This is what being a republic means.” Thus spoke the socialist prime minister. There are historians who argue that Marianne has nothing to do with breastfeeding. However, it seems that the prime minister already knew this; he probably just couldn’t say, “Well, a true woman would be topless at the beach.”It seems that Muslim women can become French more easily if they abide by Hollande’s criteria, rather than Valls’. If Muslim women are provided with the suitable conditions (conditions we are not privy to, as the president did not specify any), they will only have to remove their headscarves to become truly French. Considering that Valls demands that they should both remove their headscarves and their cloths, this seems to be the better option. Meanwhile, Luc Chatel, who is a member of Sarkozy’s party, had a different approach. During the burkini dispute, he said that France was “a country of freedom and miniskirts.” Well, if you want to be truly French, just pick one and voilà!

There are more quotes from the French president and they are not only about headscarves; he also said that there were certain issues with Islam. “No one has a doubt about it. I don’t want to say that Islam as a religion is dangerous. The issue is Islam is trying to establish itself as a part of the republic. If they don’t condemn radicalism and radical actions, and imams have an anti-republican discourse, it will be an issue.”

The French president seems to want Muslims to simply bury their beliefs deep within their selves as the principle of “leaving differences in the cloakroom and uniting under the republic” requires. Meanwhile, he also expects Muslims to vocally condemn every DAESH attack on the face of the Earth. They are already condemning these attacks, but it seems that this is not enough. It is obvious that those in power in France link Muslims with DAESH. However, they don’t expect the Jewish minority within France to condemn Israel’s every attack on Palestine (which would be the correct behavior). Moreover, many of the NGOs established by the Jewish community will condemn those who condemn Israel. Interestingly, this does not make them any less French.

On the other hand, how will the Muslims fight against radicalism? What is radicalism? If we are to consider what is being argued, the scope of radicalism is so wide that it even includes wearing a headscarf! Looking at the statements of leftists, intellectuals and politicians, including the prime minister, along with some ministers, Islamophobia is already normalized in France.

This year, Laurence Rossignol, the Minister for Families, Children and Women’s Rights, said the following about the headscarved women: “Once, there were blacks in the US advocating slavery, headscarved women are just like them.” After being criticized severely, she said that the statement went beyond the intended purpose and it was only a slip of tongue (perhaps a Freudian one); however, the blacks and headscarved women did truly understand what she meant.

A French philosopher and feminist by the name of Elizabeth Badinter followed Rossignol’s trend. Hearing that Marks & Spencer was selling the burkini, she called for people to boycott all fashion stores that provided Muslim women with an option for clothing. In her interview in Le Monde, she said that she was comfortable with being called an Islamophobe after calling the boycott and added that no one should shy away from being called such. Well, it is clear already that no one is shying away from it and it is not even considered a hypocrisy. Moreover, Plantu, a known leftist cartoonist of Le Monde, likened headscarved women to suicide bombers. In the cartoon, a headscarved woman, who was standing beside a shocked woman, was showing the dynamite belt on her waist, while asking fashioners, “when will you be making such a model.” Former Minister of Justice Robert Badinter, the spouse of Elizabeth Badinter, who is known for abolishing the death penalty, is currently working on draft labor acts that are expected to come into effect in 2017, which will limit religious freedoms in workplaces, directly targeting Muslims.

http://thenewturkey.org/undemocratic-europe-can-examples-germany-netherlands/

The socialist government is trying to invent a “French Islam.” A foundation was established and Jean Pierre Chevenement, former chairman of the Citizen and Republican Movement and former Minister of the Interior, was appointed as the head of the foundation. Chevenement seemed to be giving hope at first: “France is no longer a country in which Muslims are forced to pray in wine cellars and parking lots. There are around 2,500 mosques and religious facilities in France. Muslims have the right to practice their faith in complete freedom.” Then, he spoiled it: “However, these are hard times. They shouldn’t accentuate themselves in the public.”

They are actually saying “the same thing.” Muslims who came into France in the 1970s from the former French colonies and are expected to return to their homelands at some point are being discussed on TV and in the newspapers, while the country is constantly being shaken by consecutive scandalous statements. There is no need to talk about the Finkielkrauts, Zemmours and Houellebecqs. If they were commenting on Jews in the way that they do now on Islam and Muslims, they would have already been accused of anti-Semitism. Think that President Hollande expressing his opinions not about a Muslim women but a Jewish Orthodox one, ‘… captives, to be freed from …’

People who do not believe that burkinis and headscarves are a part of radical Islam are the minority. Moreover, Muslims not eating pork, demanding halal food to be served in school cafeterias and praying are all problematic. You can see and listen to the advocates of this notion on TV, or you can read their views in the newspapers. However, no one is concerned about the Jewish kosher, the long skirts and kerchiefs of their women, men’s gowns, long beards or the kippas. No one; not kindergartens, which are ruled according to religious principles, not the French, and not even the non-believing Jewish intellectuals.

No one is saying that Jewish women, who are to walk behind their husbands and can only greet their husbands’ friends from a distance, are “under captivity.” These are all rituals. This is because all pious Jews are categorized as Orthodox Jews in the Western literature, not only in France. However, when it comes to Muslims, everything that defines their religion (except for fasting, probably because this also exists in Christianity) is regarded as radical, rather than orthodox. Radical implies that they are potential terrorists. In this way, the discourse of politicians and intellectuals becomes the people’s discourse. Hearing all these discourses on radicalism, the French people are becoming afraid of Muslims by the day. Turkish writer Adalet Ağaoğlu says, “Fascism starts only with a glance,” and this seems to be valid. There are people glancing at schools, in the workplace, on the streets, everywhere in France. Islamophobia spreads in a top-down fashion, not bottom-up. If it was specified that Muslim women wear headscarves as this is what Islam dictates, similar to the Jewish women, so much could change. But, who really cares?

Seventy years ago, Jews were the “enemy” in France; now it is Muslims. At that time, Muslims were living on their own lands, but under French rule, not in France. In Algeria, for instance, Muslims were considered “semi-citizens”, and to become full citizens and acquire passports, they had to renounce their religion. Unfortunately, it seems that little has changed for the 6 million Muslims living in France. The racist vein of the Old World is seemingly pulsating on both banks of the Rhine!

Donald Trump’s recent call to block all Muslim Foreigners from entering the United States is a disturbing sign that Islamophobia remains an effective tool to gain support during an election campaign.

Following the coordinated terrorist attacks in which 130 people were killed in Paris on November 13th, many observers (including politicians) declared that France was going through its own “9/11”. At first glance, there are indeed many striking similarities between the two terrorist attacks and the way they both traumatized the United States of America in 2001 and France in 2015. Far more than localized attacks that could be socially and / or geopolitically explained, these tragedies has been unanimously described as a global “act of terror” against either “the American Way of Life” or the “French lifestyle”. In both cases, these “barbaric” and “foreign” attacks targeted peaceful civilians and the only possible response would be the declaration of a “global war on Terror” (Georges Bush) or a “merciless war” against the Islamic State (François Hollande).

As a direct consequence of these terrorist attacks on domestic soil, both George W. Bush and François Hollande benefited from the “rally-round-the-flag effect”: they openly became “War Presidents” and intensified their military intervention in the Middle East while reducing civil liberties at home.

On the international front, The United States of America heavily bombed Afghanistan that was harboring Al-Qaeda and invaded Irak in 2003 (without the authorization of the United Nations) whereas France immediately intensified its bombing of the so-called and self-proclaimed “Islamic State” (I.S.) in Syria. One should not forget that the ensuing chaos in Irak led to the creation of I.S…

On the domestic front, the U.S. government drafted the “Patriot Act”, which drastically limited American civil liberties and opened the door to the infamous Guantanamo prison. With the same parliamentary support, the French Government declared a new “state of Emergency” by extending a law created in 1955 during the bloody postcolonial war of independence in French Algeria. It also proposed to write the State of Emergency into the French constitution.

However, beyond these apparent similarities between the American and the French immediate reactions to these international acts of terror (intensified military intervention in the Middle East and strict restriction of civil liberties), it is possible to highlight a few factors proving that history will not repeat itself and that “November 13th” can not become a French version of “9/11”.

On the international front, it is obvious that France, a newly (re)integrated NATO member, does not have the United States of America’s diplomatic and military capabilities. As a truly Hobbesian State, America had the military power to invade Irak on its own even if they tried, mostly for diplomatic reasons, to build the largest “coalition of the willing”: At the end, out of the 48 Nations officially supporting the Bush administration in its “war against terror”, only three nations (The United Kingdom, Australia and Poland) offered limited military support on the Iraqi front. It is true that France is still one of the five permanent members of the United Nation Security Council and remains the largest army in continental Europe with a nuclear arsenal. But as a more Kantian European State focused on peace building since the end of the Cold War, France has neither the diplomatic power nor the military might to follow the United States’ steps in the Middle East. As confirmed by President Hollande’s mixed results in his attempt to build a larger coalition with the support of key regional players such as the United States, Russia or even its closest European ally Germany, it is clear that France will not be able to unilaterally wage the “merciless war” against ISIS on Syrian soil as President Hollande and Prime Minister Valls promised to French citizens. In addition, the current humanitarian tragedy in Syria where millions of civilians are brutally killed and forced into exile by both ISIS and the terror producing/exporting Assad Regime will force the French government to follow a more diplomatic path. The recent diplomatic agreement reached between the European Union and the Turkish government on the Syrian refugee crisis is a promising step in this more peaceful direction.

The future of civil peace and collective harmony in France depends on it.

If there is no doubt that “November 13th” cannot have on the international scene the same impact as “9/11”, there are serious reasons to worry about the consequences that a radicalized war against ISIS terror could have on the French domestic front. Situated thousands miles away from the Middle East with a very small Muslim community, the United States of America can still afford to dangerously instrumentalize Islam(ism) for political gain without having to greatly suffer on the domestic front from such an anti-Muslim rhetoric. Donald Trump’s recent call to block all Muslim Foreigners from entering the United States is a disturbing sign that Islamophobia remains an effective tool to gain support during an election campaign.

However, the situation of France, the country hosting the largest Muslim community in Europe, is radically different. As opposed to what happened in 2001, the French situation is a lot more complex since – despite apparent links to Syria – it was clearly a matter of homegrown terrorism with European connections. Moreover, as proven by the 2005 suburban youth riots and by the 2015 attacks against the satirical magazine Charlie Hebdo and the kosher hypermarket, France is still struggling to harmoniously balance its multicultural and pluri-confessional identity inherited from its troubled colonial past with its deeply rooted Republican principals inscribed in the first two articles of the Constitution: “liberty”, “equality”, “fraternity” and “secularity” (“Laïcité”). In a country where Marine Le Pen’s anti-immigrant and anti-Muslim National Front is becoming the main party shaping the whole political landscape, it is urgent that the French Republic rightfully preserves its integrity without however abandoning its core democratic values. It is also important that, in the name of national unity, France protects its Muslim community, which unanimously condemned the barbaric killings on November 13th. But there are reasons to worry: In the wake of the Paris attacks, islamophobic hate crimes have skyrocketed not just in France but in the whole Western world. In recent days, many French associations and non-governmental organizations have denounced the drastic reduction of civil liberties made possible by the new State of Emergency. For example, many climate activists have been abusively placed under house arrest during the COP 21 conference in Paris even if they did not represent a terrorist threat. Many search warrants and house arrests have also targeted innocent Muslim French citizens who, thankfully, have been finally released. There are thus serious reasons to fear that the security measures taken by the French government could put at risk the civil Rights at the heart of French society and more particularly the freedom of its Muslim community. As clearly summarized by former conservative Prime Minister Dominique de Villepin (who gained international fame by opposing the U.S. invasion of Iraq in his 2003 UN speech), it is the moral and political duty of France to resist “the temptation to slide towards authoritarianism”.

The Paris attacks will certainly go down as one of the most tragic and infamous day in recent French History. The difficulty to develop a more (self)critical and complex understanding of “November 13th” is a normal reaction that can be partially explained by the profoundly traumatic nature of these killings. And yes, this is still the time to mourn and salute the memories of these 130 innocent victims. But if we want to make sure that History does not repeat itself and that “November 13th” does not have the same tragic consequences for world peace than “September 11th” and if France does not want to fall into the “civil war trap” designed by the so-called “Islamic State”, the time will come soon to move beyond grief in order to truly understand the complex social, cultural and (geo)political roots of what happened on November 13th. The future of civil peace and collective harmony in France depends on it.
