The people of Turkey’s Kurdish region will have to make a choice between security, peace, and prosperity, on the one hand, and giving their sons and daughters to the mountains on the other.

hroughout its 21 years in power, the AK Party (Justice and Development Party) has spent a lot of time and taken the highest risks to find a peaceful and lasting solution to the “Kurdish question” in Turkey. In this period, almost all options for reaching a lasting solution have been investigated. The AK Party governments have reacted rapidly to the changes in Turkish politics and the region, renewing their tactical and strategic approaches.

Both Turkey’s Kurdish citizens and actors fighting against terrorism have made significant gains as a result. The losers of this process have been the PKK terrorist organization, whose operation capacity within Turkey’s borders has been significantly limited, and the capacity of foreign actors that support this organization and its counterparts under different names.

President Recep Tayyip Erdoğan acknowledged the problem and described his government’s approach with his Diyarbakır speech on August 12, 2005, when he was still prime minister. Erdoğan claimed responsibility for the problem and in the following years, took important steps to find a solution.

Within the boundaries of the rule of law and democracy, Erdoğan took a crucial initiative to resolve the Kurdish question which was renamed the “National Unity and Brotherhood Project” in early 2010. With the initiative, vital legal and political steps were taken to eliminate discrimination against Kurdish citizens arising from their fundamental rights.

The “resolution process” (March 2013-July 2015) was a peace initiative conducted with the representatives of the PKK terrorist organization, namely Abdullah Öcalan, the leader of the organization held in İmralı Prison). Many taboos that had been upheld and proliferated throughout Turkey’s Republican history were broken during this period. However, in the summer of 2015, the PKK ended its last ceasefire and declared a “revolutionary people’s war.”

Following the end of the resolution process, the Turkish state launched a multifaceted process of combating terrorism, and the security approach once again became the dominant perspective. However, this struggle did not reverse the democratic gains of the Kurdish citizens in the past 15 years. In the first place, the terrorist organization’s presence and power came to end. Subsequently, Turkey carried out extensive cross-border operations against the PKK in Syria and Iraq.

Operation Euphrates Shield (August 2016), Operation Olive Branch (January 2018), and Operation Peace Spring (October 2019) dealt significant blows to the PKK’s presence in Syria while the Claw operations significantly limited the presence of the PKK in Iraq. Turkey’s cross-border operations and the dismantling of the PKK’s top leadership with UCAVs have yielded effective results.

Yet, as long as regional powers and Western states continue to support and shield the terrorist organization and its branches in Iraq and Syria, this struggle cannot produce a lasting and decisive result. That said, today, the PKK has largely become an externally supported threat and the effective struggle of the Turkish security forces has blocked it from carrying out terrorist attacks.

How Kurdish politics have changed

In the last two decades, the Kurdish issue in Turkey has undergone a structural transformation. The basic humanitarian demands of Kurdish citizens, including their demands for recognition of their identity and their aspirations, have largely been met and the issue has largely been reduced to terrorism. Geographically, the “Kurdish question” is no longer a problem of eastern and southeastern Anatolia.

The challenges in the eastern provinces of Turkey have largely been resolved and the political extensions of the terrorist organization have shifted their propaganda efforts to large cities such as Istanbul, Ankara, Izmir, Adana, and Mersin. Under the guise of civil society and political party work, these civil extensions try to survive by exploiting institutions that on paper appear legitimate.

Another structural transformation related to the Kurdish issue is the new situation created by the U.S. invasion of Iraq and the civil war in Syria. The instability in Iraq and Syria has provided an avenue for terrorist organizations to organize geographically. Over the last two decades, terrorism has largely become a foreign issue and poses certain constraints on Turkey’s cross-border counterterrorism operations arising from international law and international power competition.

The political wing of the PKK terrorist organization, the HDP, its extensions in civil society, and the sympathy of local and international writers and intellectuals for the terrorist organization focus Kurdish citizens’ attention on the PKK/YPG gains in Syria and Iraq with the primary support of the United States. However, what appears to be an achievement is both extremely fragile and dependent on the power balance between external actors. In fact, the real story of change is the prosperity and reconciliation that emerged with the return of security and peace in Turkey’s eastern and southeastern provinces.

Ideological divergence became visible

A major transformation in the last two decades was the economic, cultural, and ideological diversification of the Kurdish social fabric. The climate of security and stability paved the way for economic development that brought about a process of class stratification and divergence of interest among Kurdish citizens. Kurdish entrepreneurs and investors no longer want to be threatened by or pay tribute to the terrorist organization. Support for public order, law, and the state among Kurdish citizens is growing.

The PKK terrorist organization, which had previously established illegal “courts” in the region, is now seen by the people of the region as a threat to public order. Now, Kurdish families care more about their children getting a better education and living a safer, more peaceful, and prosperous life. On the other hand, the PKK concentrates on deceiving and kidnapping children from poor, uneducated families. The struggle of the Diyarbakır Mothers, in this regard, narrows the terrorist group’s organizational capacity. Ideological divisions within Kurdish society have become increasingly visible.

The CHP-HDP collaboration

With Kemal Kılıçdaroğlu becoming the Republican People’s Party (CHP) chairman, the Peoples’ Democratic Party (HDP) and the CHP have been experiencing a rapprochement. Their collaboration, which first showed its impact in the 2018 local elections, has become more deeply rooted over time. HDP supporters have secured employment in metropolitan municipalities run by CHP mayors and have established spheres of influence in various administrative units. This collaboration resulted in the HDP’s decision not to field a presidential candidate in the May 14, 2023 presidential and parliamentary elections in support of the Nation’s Alliance.

The CHP-HDP relationship has transformed the social bases of both parties and brought them closer to each other. However, this collaboration has also brewed opponents in both parties’ grass roots. The shaping of Kurdish politics through the language of secular, leftist, and ethnic nationalism now brings new alternatives to the agenda. As the PKK’s leverage and capacity diminish, Islamist, liberal, and conservative approaches will seek to find more space in the Kurdish political sphere. The process of Kurdish politics becoming polyphonic and multi-ideological has already begun, and this reckoning will gain momentum in the coming period.

The system of alliances emerging with the presidential system in Turkey will further diversify Kurdish political actors in the near future. This process could help free Kurdish politics from the yoke of the HDP and the PKK. Cross-cutting and intersecting relationships and alliances between different political actors could soften the language of politics, but could also pave the way for polarization. All these transformations will breathe new life into Kurdish politics and the AK Party’s Kurdish politics.

The recent electoral consensus reached between the People’s Alliance and the HÜDA PAR (Free Cause Party), which is an Islamic Kurdish party, is an excellent indicator of this. This relationship is likely to expand to other Kurdish political and social actors. This expansion will constrict the PKK’s area of domination and its political wing in the region, the HDP.

Climate of peace and changing priorities in the region

The new climate of peace that emerged with the establishment of security in the Kurdish region of Turkey has also changed the priorities of the region’s people. A strong infrastructure and reconstruction effort is underway in the cities of the region, particularly in Diyarbakır. Education, health, and infrastructure in the region are developing rapidly. Almost every city has a modern airport. The resources previously transferred from Turkey’s central budget to the fight against terrorism and the resources transferred by HDP municipalities to the PKK are now being spent to improve the living conditions of the region’s people.

These efforts not only reduced outward migration, but also transformed these cities once again into centers of attraction. Cities such as Diyarbakır, Van, Urfa, and Mardin have become centers of attraction for local and foreign tourists. Cities such as Hakkari, Siirt, Şırnak, and Batman are also rapidly changing. The arrival of new, large investments will accelerate as the climate of stability is understood to be lasting. The private sector will take over the initiative from the Turkish state in this regard.

While this change is appreciated by the locals, the PKK and its political and civil society extensions are still spreading the narrative that this change is a result of their own struggle. Unfortunately, we have to recognize that this propaganda has found a partial response and is still very effective in the region.

However, members of the PKK are no longer able to extort shopkeepers, businessmen, and locals as they wish. Citizens walking in the streets do not feel unease under the shadow of dark forces. Terrorists who have remained in the countryside, now numbering in the tens, no longer dare to come out of hiding due to the effectiveness of UAVs and UCAVs.

Kurdish citizens themselves will end the “Kurdish question” which has been ongoing for more than forty years in Turkey. This time, however, the yoke they need to remove is no longer state pressure, but the pressure of the PKK terrorist organization and its extensions, which are backed by imperialist actors. This test will be very different from the previous ones: now the Turkish state has created a security climate in which they can wage this struggle and the environment is ripe for democratic mobilization.

Disrupting this climate and plunging it back into chaos would be to the detriment of the people of the Kurdish region. The terrorist barons, who are on their last leg, will, if they can survive, start holding Kurdish citizens to account for their lack of support. The people of Turkey’s Kurdish region will have to make a choice between security, peace, and prosperity, on the one hand, and giving their sons and daughters to the mountains, their wealth to the terrorist barons, and their votes to the extensions of the terrorist organization.

n Friday, December 23, 2022, three people were killed and three others were injured in an armed attack on the Ahmet Kaya Cultural Center on Rue d’Enghien in the 10th arrondissement of Paris. The 69-year-old suspect was first arrested and then rushed to hospital. He was detained a day later. The suspect, named William M., is a retired mechanic with a long criminal record.

According to the statements by the authorities to the French press, the suspect was previously found guilty of an armed attack in the Seine-Saint-Denis region, a suburb of Paris, where heavily populated by Muslims. Later, his conviction was overturned on appeal. William M. was also found guilty of acts such as slashing with a knife and destroying immigrants’ tents in a racist attack against immigrants last year. However, the prosecutor’s office determined that the perpetrator was not motivated by extremist ideology, which is probably why he was released on bail earlier in December 2022.

According to the statement by French Prosecutor Laure Beccuau, the 69-year-old suspect “had a pathological hatred of foreigners, suffered depression, and had suicidal tendencies.” The suspect spent nearly a day in a psychiatric hospital before being brought back into police custody on Sunday evening, AFP reported. His father explained, “My son is mad!” When talking about the attack on television, the emphasis was placed on the suspect’s “madness” in capital letters with titles such as “The Suspect Is at the Psychiatric Unit.”

Did this discourse surprise anyone? Whenever there is a terrorist attack, today, if the perpetrator is European, he is portrayed as “mad,” but if he is Muslim, he is depicted as a “terrorist” who is mentally sound and in full command of his actions. As for the representation of the criminal act, the first is called an “attack” while the second is “terrorism.”

In Norway, for example, Anders Behring Breivik, who was on trial for the murder of 77 people, was also labeled “mad.” In his defense, he said that his actions were “a defense” against Islam, which he claimed was taking over Europe. He explained that this was not a crime, and that he was defending Norway against multiculturalism. Today, the language of politics adopts cultural racism instead of ethnicity-based racism. This is not limited to the far right, but permeates the center-right and center-left parties in Europe.

With French President Emmanuel Macron’s early practices, hostility towards Muslims in France gained legitimacy like nowhere else in Europe. It is enough to take a look at the documents prepared by the Macron government, namely “Reinforcing Republican Principles” and the “Imam Charter.”

The French state stigmatized Muslims as a separate entity based on cultural nationalism and even racism, and defined Islam as a threat to French identity. According to a report published in the French newspaper Libération, there have been 20 attacks, both major and minor, with racist motives in France since September 2022. These, of course, are only the ones recorded. If the suspect had not been involved in this latest attack, despite his criminal record, he would not have made the news.

In his statement, the suspect explained that he originally wanted to carry out an attack in Seine-Saint-Denis, north of Paris, an area with a dense immigrant population, but gave up on the grounds that there were few people around and the way he dressed made it difficult for him to hide his gun. Instead, he went to the Seine Denis neighborhood of Strasbourg, in the heart of Paris, where Kurdish, Turkish, and Arab immigrants have their shops. When he saw the “Ahmet” of the “Ahmet Kaya Kurdish Cultural Center” in the 10th district, he attacked!

Muslims commonly name their children Ahmet or Mehmet, sometimes also Muhammad based on the Prophet of Islam. It is no secret that these names create a handicap in terms of finding a job in France, including in prestigious companies of world-renowned brands.

Ahmet Kaya was a well-liked musician and singer in Turkey who was given an award in the field of music at the Presidential Culture and Art Grand Awards on October 28, 2013. Whenever Turkey’s President Erdoğan mentions Ahmet Kaya, his eyes are filled with tears. Kaya had to leave Turkey and move to France on June 16, 1999 following an unfortunate incident.

On February 10, 1999, the Magazine Journalists Association gave Kaya the “Best Artist of the Year” award. At the ceremony, Kaya talked about his new album, saying, “I will sing a Kurdish song and shoot a music video for it. I know that there are TV broadcasters among us who have the courage to broadcast it. But I don’t know how they will settle accounts with the people of Turkey if they do not broadcast it.” Thereupon, the guests began to swear and throw spoons and forks at him, and started singing the “Tenth Anniversary March,” which has become a Kemalist anthem. After various lawsuits, Ahmet Kaya left for France where he died on November 16, 2000 in his home in Port de Versailles, Paris, as a result of a heart attack.

Kaya stood by Tayyip Erdoğan when he was banned from politics in Turkey. Kaya did not see Erdoğan become prime minister and later president. Erdoğan initiated the Resolution Process with the statement, “We will stop this bloodshed, put an end to tears, and raise Turkey with its 81 provinces. If it’s about drinking hemlock [a type of poison], I’ll drink it too” so that children do not go to the mountains and die. Unfortunately, the Resolution Process did not find a response due to the influence of Western states on the PKK. But, fortunately, today, Turkey is no longer a country of prohibitions for Kurds as it was when Ahmet Kaya had to leave it behind.

According to the news published in the French press, the Ahmet Kaya Kurdish Cultural Center is a place under the control of people close to the PKK today. French police conducted a search there in February 2007 and arrested 13 people for allegedly financing terrorism in an “organized gang” in the Paris area. In 2014, the center was ordered to be closed down by the Supreme Court due to financing terrorist activities. At the time, the center remained open as a result of large demonstrations in support of appealing this decision. Some may know that the PKK collects racket from Kurdish shopkeepers in Paris, and if they do not, their security is imperiled. Since the 1990s, this is such a commonplace occurrence that it often occurs in front of customers.

William M. attacked with apparent anti-Muslim and anti-immigrant motivations, but in this post-truth age, which has been strengthened by social media since the 2000s, the PKK and its media organs as well as French politicians turned the narrative into an “anti-Kurdish” attack. The PKK, which is defined as a terrorist organization by Europe but protected by many European countries including France, was once again presented by French politicians and media as the representative of all Kurds. Sadly, no one emphasized the real anti-Muslim and anti-immigrant motive of the attack.

In his message, Macron said, “The Kurds of France were the target of a heinous attack in the heart of Paris. Our thoughts are with the victims, the people struggling for their lives, their families, and loved ones.” Antony Blinken, U.S. Secretary of State, tweeted “My thoughts are with the Kurdish community and the French on this sad day.” French politician Jean-Luc Mélenchon, who was a member of the National Assembly for the 4th constituency of Bouches-du-Rhône from 2017 to 2022 and who narrowly missed continuing on to the second round in French Presidential Election in 2022, said he “does not believe in coincidence when it comes to the assassination of Kurds in Paris.”

PKK media organs and organizations in Europe called on their sympathizers to protest in Place de la République immediately after the incident. Politicians participating in the protests marched and gave speeches, accompanied by PKK flags and Abdullah Öcalan’s posters. Some of the protesters, who had gathered from all over Europe, engaged in violence, forcing the police to intervene.

The statement by the police unions reacted to the violence by saying, “In the heart of Paris and Marseille, protesters burned cars, smashed stones and threw them here and there, and 53 police officers were injured on Christmas Day.” Indeed, the situation was summarized in Kurdish and French from the social media account of Sezai Temelli, a HDP MP in Turkey and former HDP Co-Chair, as follows: “Paris is on fire, let it burn!” Temelli wrote this comment, which he later deleted, as a reply to a social media post by journalist Clement Lanot, who wrote under a photo of a burning car, “There are very violent events taking place during the assembly of the Kurds. Burnt cars, bullets and tear gas.” It wasn’t just Paris – reality itself was turned upside down!

The anti-Muslim and xenophobic perpetrator openly attacked the “Ahmet” component of the Ahmet Kaya Kurdish Cultural Center. But even this attack, which caused the death of three people and the injury of three others and was apparently motivated by racist and anti-Muslim motives, was exploited and dismissed on the premise of the conflict between Turkey and the YPG, the Syrian branch of the PKK and France’s ally. Reality is turned upside down and hostility towards Muslims is turned into “enemy of Kurds.” Yet, for William M. and his like, it doesn’t matter whether the target is Kurdish, Turkish, or Arab, providing the target is Muslim.

As Ince continues his appeal to HDP voters, Aksener’s constituency and the secular nationalist CHP constituency will also distance themselves from Ince. Under such circumstances, the odds for Ince are still too low to expect a victory against Erdogan.

As the June elections are getting closer, the picture is becoming fuller with each passing week. First, we saw the nominations of Recep Tayyip Erdogan, Muharrem Ince, and Selahattin Demirtas, respectively, by the AK Party, CHP, and HDP. Then, the candidates of the parties that do not have a group in the parliament started to collect signatures in order to be eligible for the presidential elections. Finally, over the past few days, Meral Aksener (from Iyi Party), Temel Karamollaoglu (from the SP), and Dogu Perincek (from the VP) received over 100 thousand signatures and can now run for the elections. While the picture is complete for the presidential elections, the list of candidates for the parliamentary elections is yet to be completed.

Last week, this column argued that Erdogan and Demirtas are likely to split the votes of Turkey’s Kurds in the first round of the presidential elections. If Erdogan cannot win the race in the first round, his probable rival in the run-off stage will probably be the CHP’s Ince. In such a scenario, Erdogan seems to be much closer than Ince to victory in Turkey’s eastern and southeastern cities where Kurds live en masse. While this reality is present to everybody, Ince also seems to be aware of this plain fact. Very likely for this reason, Ince has spent the last week by sending numerous positive messages to the Kurdish electorate of Turkey. Amongst them, two came forward: Ince’s visit to HDP’s presidential candidate and ex-leader Demirtas in Edirne prison and his speech at a rally in Hakkari the next day.

Nevertheless, Ince’s “Kurdish opening” is a double-edged sword. He is running for a party, which is split between pro-Western progressive leftists and secular nationalists. The more he approaches the former group, the less he is attractive to the latter, which favors the rightist opposition candidate Aksener. The more he approaches to the latter group, the less he is attractive to the former, which favors the leftist opposition candidate Demirtas.

With his visit to Demirtas in Edirne prison and his speech at the Hakkari rally, Ince bothered his secular nationalist constituency. Many social media users and numerous secular nationalist media outlets targeted Ince for this last move. Why then has Ince made this move? What does he expect to gain from such a move? It seems like Ince’s strategy rests on the assumption that no candidate, including Erdogan, will receive 50% plus one votes. Hence, he expects, or hopes, the elections to be carried to the second round, which will be a run-off stage. As the candidate of the main opposition party, he is quite sure that he will be the one to challenge Erdogan in the second round. In such a scenario, Ince’s plan seems to rest on a second assumption: with his “Kurdish opening,” he will gain new Kurdish votes in the run-off stage and he will also receive back the votes of the secular nationalist constituency, which he might, in part, lose to Aksener in the first round. In other words, he thinks that Aksener’s votes in the first round will turn to him in the second round. He further expects to receive the support of HDP voters in the second round.

While this is a rational move, the assumptions are quite weak. Against the first assumption, one can also expect Erdogan to receive over 50% of the votes in the first stage. Against the second assumption, one can also expect HDP’s constituency to be divided in the second round. Some of HDP’s constituency might vote for Erdogan in the second round, some others might boycott the second round, and only a third chunk might go for Ince. The assumption that Aksener’s votes in the first round are granted for Ince in the second round is also problematic. As Ince continues his appeal to HDP voters, Aksener’s constituency and the secular nationalist CHP constituency will also distance themselves from Ince. Under such circumstances, the odds for Ince are still too low to expect a victory against Erdogan.

The electoral behavior of Turkey’s Kurds with regard to the AK Party and Erdogan vis a vis the HDP shows that President Erdogan has become a much tougher challenge for the HDP in comparison to the AK Party as a whole.

The election clock is ticking. Turkey will elect its next president, along with the next parliament, in less than two months on June 24th. Over the past ten days, Turkey has spent quite an effort to figure out whether the opposition will run with a unity candidate to counter the incumbent Erdogan. The answer has finally come out. After their unsuccessful attempts to back a unity candidate, the opposition parties one by one stated that they will run with their own candidates. While the former president Abdullah Gul has kept silent until today, the signs indicate him as the would-be unity candidate if the negotiations could have been concluded, which did not.

While the option of forming an opposition bloc is not exhausted if the elections proceed to the run-off election of the second round, the option is no longer on the table for the first round. What does it mean for Turkey’s Kurdish electorate? Would a unity candidate such as Gul receive Kurdish votes? I doubt.

The Kurdish electorate, like other ethnic groups in Turkey, have secular and religious members. The more conservative Kurds tend to vote for the incumbent AK Party while the more secular Kurds tend to vote for the HDP. Such a dichotomy is of course subject to ecological fallacy, but holds intact on the macro scale. Based on this assumption, some might think that conservative Kurds would desert Erdogan and support another conservative politician such as Gul, especially as a response to the rising nationalist discourse of the country over the past couple of years. I doubt.

The plain fact is that Erdogan is more popular than his own party amongst Turkey’s conservative Kurds. A comparison of the last two votes, November 2015 general elections and the April 2017 referendum, confirms this conclusion. During the November general elections, the HDP asked the electorate, naturally, to vote for itself. During the April 2017 constitutional referendum, the HDP asked its electorate to vote “No”. While the two votes were different in kind, one a general election and one a constitutional referendum, they both witnessed a direct confrontation between the AK Party and the HDP in the region. The parties had intense campaign processes for both votes. The difference was, multiple candidates to win seats in the former, while Erdogan and the anti-Erdogan blocs competed in the latter.

Let’s just take a look at the differences in the electoral behavior in a number of predominantly Kurdish populated cities in these two votes. While the HDP votes reached 83.7% in Hakkari in November 2015, the No votes (HDP plus all the other opposition parties) reached only 67.6% with a drop of 16.1 points. To be fair, we can simply equate the “No” votes with the HDP votes in the case of Hakkari where there is literally no support for opposition parties other than the HDP. The same story is valid also for Sirnak where the HDP received 85.5% in 2015, but 71.7% a year and a half later – with a drop of 13.8 points. The HDP also lost over 10 points in Mus and Agri. Below you can see the list of the cities where the HDP received +20% of the votes in the November 2015 elections. The table shows the comparison of November 2015 and April 2017 votes in these cities. It appears like Erdogan is a tougher challenger than AK Party for the HDP.

*“Yes” votes won in blue cities and “No” won in red cities in April, 2017.

*Only the cities where the HDP received +20% in the 2015 elections are included. The cities where Kurds live en masse but do not vote for the HDP are excluded (e.g., Malatya, Elazig, Adiyaman).

* The CHP also has a significant mass base in Ardahan, Tunceli, and Kars, which is why the “No” votes are much higher than the HDP votes.

This table does not explain the entire story. Neither does it give us the results for the next election on June 24th. However, it gives us some insights on the electoral behavior of Turkey’s Kurds with regard to the AK Party and Erdogan vis a vis the HDP. It also tells us that Turkey’s conservative Kurds praise Erdogan highly. What it does not cover though are new developments that have occurred in the region over the past year and their expected impact on the elections in June, which is the subject for next Saturday.

The referendum and possible independence process gets even more complicated when the non-Kurdish actors –both within and out of Iraq- are taken into account but Masoud Barzani is not naive enough to start a game that he has no chance of winning. Either way, the referendum is a fair game that Barzani dares to play.

The densely Kurdish populated areas of Iraq obtained political recognition and autonomy from the central government of Iraq with the 2005 Iraqi constitution. This is how the Kurdistan Regional Government (KRG), originally established in 1992, and Kurdistan Region Presidency, formed in 2005, came to this day. Since then, Masoud Barzani, the president of the KRG, along with many other local political actors, has occasionally stressed the need for the region’s independence. Hence, independence calls are not new for the KRG. They have been made before, but never this loud, never this close. On June 7 Masoud Barzani, after a meeting with the major political parties of the region –with the exception of Gorran (Change Movement) – set the date for the referendum as September 25.

The referendum is planned to be held not only in KRG provinces such as Erbil (Hawler), Duhok, Suleimani, and Halabja but also in areas still claimed by the central government such as the oil-rich province of Kirkuk. The planned referendum will be a cornerstone not only for the KRG but also for the broader region. Nevertheless, there are pressing concerns and conflicts of interests on the referendum, its aftermath and political consequences at the local (KRG), national, and international levels. Here, concerns of the local actors in the KRG-ruled areas are of vital importance.

The upcoming independence referendum seems far from uniting the local actors in the KRG controlled areas. The Kurdistan Democratic Party (KDP) has come first in all the parliamentary elections up to now and is the party of both the regional president Masoud Barzani (since 2005) and the regional prime minister Nechirvan Barzani (since 2012 and previously from 2006 to 2009). While the party is the leading Kurdish political actor of Iraq, it is not uncontested. The Patriotic Union of Kurdistan (PUK) and Gorran, disappointed with the KDP’s governance in the KRG and Masoud Barzani’s ruling beyond his legally constrained presidential term, made an agreement in May 2016 to join forces for a number of causes, but most importantly for the reactivation of the regional parliament and counterbalancing the KDP. The two parties have more or less stuck to this deal so far despite occasional dissent from within the parties.

The PUK and Gorran, combined, make up 42 seats in the deactivated regional parliament, outnumbering the 38 seats held by the KDP. While the PUK and Gorran seem to embrace the idea of Kurdish independence from Iraq, the two also declared that “complete preparations” for a referendum on independence should be made after the normalization of the parliament, which has not sat since October 2015. Although the PUK and Gorran are concerned about the KDP’s hijacking of an independent Kurdistan, they are also not without problems given that Gorran split from the PUK as a result of internal rifts and has long charged both the KDP and PUK with corruption, on top of its tough rivalry with the PUK, particularly in Suleimani, which both see as their stronghold.

The PUK and Gorran’s deal to act as a bloc is not without problems. Moreover, both of the parties are going through a succession crisis to replace former Iraq president and PUK leader Jalal Talebani, who is in the midst of severe health problems, and the recent death of Gorran leader Nawshirwan Mustafa. Suffering from the absence of such charismatic and experienced leaders, the two parties seem to be far behind Masoud Barzani’s influence over the people of Iraq Kurdistan, the official name of the region according to the 2005 constitution. That’s also the primary reason why the tougher of the two, Gorran prefers a parliamentary system over the KDP’s presidential system proposal. And that is just part of a long list of disputes between the major political parties in the region.

While the three major parties in the Kurdistan Region have serious trust issues and problems on the table, the politics of the region is further troubled with the longstanding existence of the PKK in the region. The PKK has long struggled against the KDP’s authority across the Turkish border and could maintain its own areas up to this day. Yet now it is on the move again to expand at the cost of the KRG’s, particularly, the KDP’s interests.

Since breaking an over two-year long ceasefire with Turkey in July 2015, the PKK has also become more aggressive in Northern Iraq. The PKK could exploit DAESH’s presence to the best of its interests both in Syria and Iraq and now will likely destabilize the region further as the deadly clashes between the PKK affiliated forces and KRG Peshmerga in Sinjar in March 2017 showed. While the KDP and Turkey have had ups and downs in the course of their relationship since the Gulf War of 1991, the KDP, compared to other local actors, has remained the closest entity to an ally for Turkey. Once again Turkey and the KRG under the rule of the KDP are in a win-win game, deepening their commercial ties to an unprecedented degree while cooperating against the PKK. The two governments on the two sides of the border have allied against the PKK’s terror activities against Turkey and ambitions of expansion in the Iraq side of the border.

With its terror camps in Northern Iraq scattered from Metina to Qandil and its relentless use of violence against any adversary, the PKK is a real threat for the KRG’s move towards independence and what comes after. Any definition of statehood makes reference to Max Weber’s classical definition with its emphasis on the monopoly on the legitimate use of violence and the PKK has repeatedly shown that it has no intention to stop challenging the KRG or any other government’s claim on this.

Given the parameters, President Barzani’s call for independence will not be a smooth path. The upcoming referendum on September 25 is likely to exacerbate the existing tensions amongst the Kurdish actors settled in Northern Iraq. Of course, no local actor could directly object to Masoud Barzani’s referendum call, which would threaten the mass support they have. Nevertheless, all the relevant actors in the region, with the natural exception of the KDP, question the timing and aftermath of the expected referendum and express their concern that the referendum is not genuine but a political card being used by the KDP to extend and expand its rule of the KRG.

On the other hand, Masoud Barzani seems to be aware of the risks and opportunities that the post-DAESH Iraq will pose and he is eager not to leave the ground to the endless claims of the PKK while the PUK and Gorran are also trying to counterbalance his de facto supremacy. The referendum and possible independence process gets even more complicated when the non-Kurdish actors –both within and out of Iraq- are taken into account but Masoud Barzani is not naive enough to start a game that he has no chance of winning. Either way, the referendum is a fair game that Barzani dares to play.

Perhaps many of the Kurds have not yet spoken aloud, but the clear majority has deeply buried the PKK in the very trenches that the terrorist organization had dug in their inner worlds. Even in the regions where the HDP has received close to 100 percent of the vote, the Kurds have not abided by the PKK’s calls for street rallies or boycotts.

The optimistic climate which the reconciliation process created, came to naught, and the region’s economy suffered greatly as a result. The PKK, meanwhile, accelerated its propaganda campaign and searched for ways to create legitimacy for its attacks by controlling the social sphere, particularly in east and southeast Anatolia.

A New Concept for Counter Terrorism

Turkey has taken conclusive steps to overcome the security concerns created by the PKK. One of these steps, following the words of President Erdogan, was to initiate a constant fight against the terrorist organization. Hundreds of PKK militants have been neutralized with this strategy. The government took control of the transit routes used by the PKK in the mountainous areas. It also largely eliminated the social pressure and the oppression of the PKK’s urban structures in the cities. The second strategic step taken in the struggle against the PKK was to limit its social and political activities. Several media organs and associations that the PKK used as its propaganda machine were closed to reduce its public visibility and to limit its provocations. It was within the same strategic framework that some of the deputies and mayors of the People’s Democratic Party (HDP) were taken into custody. As in the case of Selahattin Demirtaş, the co-leader of the HDP, many of these deputies and mayors were charged with crimes of “establishing an organization to commit crime,” “being a member of a terrorist organization,” and “being a member of an armed terrorist organization.”

Social Anger towards the HDP

In two elections held in 2015, the HDP gained momentum in the east and southeast. The party had significant success at the end of the Turkish general elections on June 7, 2015 and entered the Grand National Assembly with 80 deputies. Although its power partially shrunk, the HDP became the third largest party in the National Assembly with 59 deputies when the results of the compulsory early elections held on November 1, 2015 were announced.

It is appropriate to use the term “power poisoning” to explain what happened after the election. The HDP had become radicalized, hardened, and began to have a similar discourse and policy with the PKK. The statement of Figen Yüksekdağ, the co-leader of the party, was a clear challenge: “We lie our back on the PYD [the Democratic Union Party] and the YPG [the People’s Protection Units].” With the call of Bese Hozat, the co-chair of the Kurdistan Communities Union (KCK), the PKK had initiated the so-called “Revolutionary People’s War” in the months to follow. The PKK militants and its sympathizers paralyzed the daily life of the Kurds when they brought guns to the cities and dug trenches in the streets.

Dozens of people, including children, elderly, and women were killed after the PKK’s DEASH-style car bomb attacks, which aimed to hit the main cities of the country such as the capital Ankara and Istanbul. The HDP, however, has never shown the expected attitude towards the PKK-initiated violence. The Kurds’ expectation from the HDP was to have a high-level political discourse, which would counterbalance the PKK’s terrorist activities. They were greatly disappointed. Selahattin Demirtaş and other deputies chose to remain silent against the PKK domination that began on the evening of the 7 June, 2015 elections. The HDP thus suffered a great loss of prestige in society.

Voices from the streets

It is important to note that the streets in Turkey’s southeast remained calm in the wake of the steps taken by the Turkish authorities to counter terrorism. I had the opportunity to witness the strong roots of this discreet approach during my recent visit to Siirt and Batman. My interactions with the local population of these cities helped me to understand the discreet attitude of the street at the following four junctures:

When the HDP reached its peak

One should carefully read the reaction of the Kurdish population living in the region to the imprisonment of the HDP co-chairs, some deputies, and mayors, as well as the appointment of custodians to the local municipalities. Regardless of whether it really happened or not, an anecdote that I heard in Siirt demonstrates that the majority of the local population was alienated from the HDP’s politics and politicians. The anecdote tells us that an HDP mayor who was going to be taken into custody in a few minutes looks at the entrance gate from the window of his office and states that “if we had won the hearts of people, there would be tens and thousands at our door, but now there are not even a handful men in front of the door to stop the police officers from entering the building.” He then regretfully said to those around him: “there is nothing to do.”

People tell each other, in the form of urban legends, what some of the custodians who are appointed to the municipalities achieved in just 2-3 months compared with what the DBP municipalities have done in 4-5 years.

Although dozens of mayors have been taken into custody from the Democratic Regions Party (DBP), the HDP’s fraternal party in the region, the locals did not show any reaction. The reason behind the lack of local support for the DBP is the fact that the DBP municipalities have spent their time and energy on PKK propaganda, instead of serving the public. People tell each other, in the form of urban legends, what some of the custodians who are appointed to the municipalities achieved in just 2-3 months compared with what the DBP municipalities have done in 4-5 years.

They also talk about certain groups, which the municipalities have enriched by transferring resources and awarding them the contracts. It seems that there were three interrelated factors at work when it comes to the alienation of the Kurdish population from the HDP and its associates: the HDP had a discriminating attitude in its relations with the society. It transferred the economic resources to certain interest groups, and moved closer to the PKK at the height of its political power. The prevailing public opinion among the Kurds is that if the HDP had moved in an opposite direction and had not received this many seats in the parliament, the situation would be different. They, on the other hand, still consider their votes for the HDP as a positive development since it helped them understand the real intentions of the party and witness how it suffered from “power poisoning.”

The “I voted for peace” discourse

“I voted for peace” is one of the prevailing discourses among the locals in the region. The discourse, often expressed by HDP voters, is pronounced as a sign of regret. “I would never vote if I knew the HDP would follow such a way,” one local told me on condition of anonymity. “We voted since we believed that the PKK would withdraw and the civilian politicians would stand against the armed terrorists. The HDP, however, treated us as an apparatus to contribute to the PKK’s war and used our votes as a demonstration of power to increase its political violence. We expected the HDP leaders to strengthen civilian politics and to contribute to an everlasting peace when the party gained 80 deputies in the June 2015 elections.” On the streets of Batman and Siirt, it is almost common to hear “did you also vote for peace?” statement, which the local Kurds use in an ironic way to make fun of how they were deceived before the elections.

“We won’t make you president”

One of the common arguments people used to criticize the HDP politics is the “we won’t make you president” campaign slogan by Demirtaş, targeting President Erdogan. Demirtaş used this slogan for the first time at a party group meeting in the Assembly amid loud applause. This sharp political move increased the reputation of Demirtaş and opened space for him in the Dogan Media group’s coverage of the elections. It is no doubt that the “White Turks” were very much pleased by this statement. The Kurds, who voted for the HDP, however, had a hard time understanding the basis and the aims of this political move at that time. Now, they realize that this political discourse was detrimental to their interests. Most of the Kurds believe that Demirtaş lost great prestige among the locals with this sharp political move since the expression “we won’t make you president” was wrong and had no rational basis for the Kurds. This statement is now one of the main arguments that the Kurds used to direct their criticism towards Demirtaş.

The PKK terrorist attacks damaged the regional economy

The Turkish economy remains robust in the face of global fluctuations, manipulations, and impositions. The economic conditions, however, have put pressure on people. The implications of the economic struggle are more visible in the Kurdish-populated regions of eastern and southeastern Anatolia. The threatening atmosphere that the PKK terrorism created, the efforts of the terrorist organization to prevent state investments, and the tribute that the PKK had asked from private investors, made the conditions harder for the region’s economy.

In Hasankeyf, a shopkeeper who welcomed us in his carpet shop said that the last time he sold a carpet was one and a half years ago. It was an appalling moment.

The security threat posed by the PKK has squeezed the daily life of the Kurds in two ways: dozens of Kurds, including children, lost their lives during the terrorist attacks. The PKK militants looted their houses, burned their businesses and vehicles. The flow of tourists to the region came to a halt. In Hasankeyf, a shopkeeper who welcomed us in his carpet shop said that the last time he sold a carpet was one and a half years ago. It was an appalling moment. Directing his anger to the PKK and HDP, the shopkeeper told us that one and a half years ago, Hasankeyf was filled with both local and foreign tourists.

There are also other factors that played a role in the collapse of the HDP’s politics: The PKK’s killings on June 6-8, 2014 and the devastation of the trench and barricade warfare that the PKK had launched in southeast Turkey after the June 7, 2015 elections. The terrifying memories of these events are still alive. People tell each other the stories of how the PKK terrorists forced old men to dig trenches in the streets and desperate women to leave their houses when they learned that a tunnel would go through their bedrooms.

The reason behind this is the fact that the Kurds condemned “trench politics” and denounced it as tyrannical.
