			<p><span class="r-es-drop-cap">C</span>hina is setting up for a return as a superpower under Xi Jinping. By all definitions, Beijing cleverly demonstrates greater economic and political power in Asia to establish itself as a great global actor. The Chinese road to global supremacy runs through ambitious but articulate strategies like <a href="https://politicstoday.org/?s=Shanghai+Cooperation+Organization" target="_blank" rel="noopener noreferrer">the Shanghai Cooperation Organization</a> (SCO) and the <a href="https://politicstoday.org/?s=Belt+and+Road+Initiative" target="_blank" rel="noopener noreferrer">Belt and Road Initiative</a> (BRI). It is worth noting here that <a href="https://politicstoday.org/?s=China+" target="_blank" rel="noopener noreferrer">China</a> has successfully triumphed over colonial exploitation moving from a Soviet-style Communist state to an independent socialist regime with a mixed economic system.</p>
<p>The mammoth economic growth over the last 70 years has allowed China to achieve great economic and political success both at home and abroad; however, this hasn’t been sufficient to ensure China a place of global leadership. Today, China is truly a global player: it is a member of the World Trade Organization (WTO) and a permanent member of the United Nations Security Council (UNSC); a factory of world products; a center of the world supply chain; and a major part of the global political economy. Yet, China is not a comprehensive power of the <a href="https://politicstoday.org/?s=U.S.+" target="_blank" rel="noopener noreferrer">U.S.</a> or the Soviet style.</p>
<p>Although Beijing has achieved colossal economic weight to pursue its interests abroad, it seeks more than economic power and desires to restore its lost glories known as “Chinese Dreams” and to become a superpower. Beijing’s SCO and BRI framework should be studied within this perspective to understand its grand strategy in <a href="https://politicstoday.org/?s=Central+Asia+" target="_blank" rel="noopener noreferrer">Central Asia</a>, an important zone of world geopolitics.</p>

			<h3><strong>How China uses the SCO</strong></h3>
<p>Let’s discuss the SCO framework first. For China, the SCO has been conceptually used both as an institution and a region. Initiated as “Shanghai Five,” the necessity of the SCO became quite apparent for China by the end of the 20th century. China initiated the foundation of the first multilateral organization named the “Shanghai Cooperation Organization” in 2001.</p>
<p>The collapse of the Soviet Union, the emergence of newly independent states with porous borders of around 3,000 kilometers had largely worried China, which had virtually no connections with the region until 1992. This organization at times was defined by external observers such as Matthew Brummer and Richard Weitz as “the world’s least-known and least analyzed multilateral group, an OPEC [Organization of the Petroleum Exporting Countries] with [nuclear] bombs and a prospective anti-American Asian NATO.”</p>

<p>Others like Stephen Blank and Simon Tisdall have dubbed the organization as “either an ineffectual and shallow regional talk-fest or a transparent cloak for the maintenance and expansion of malignant Russian and Chinese influence in Central Asia.”</p>
<p>However, those who understand its significance and the process of its evolution trace its roots to Chinese initiatives taken in the 1990s. The advocators of this perception, such as Chung-Chian Teng and Niklas Swanstrom, were quick to unravel the Chinese design behind the SCO’s foundation. For them, China is the principal driver of the SCO, and the organization was created to cater to Chinese needs for creating “New Regionalism, establishing vassal relations between China and Central Asia or as geopolitical maneuverings.”</p>

			<p>The SCO’s operation and China’s Central Asia policy should be seen within the framework of China’s domestic security and developmental concerns in Xinjiang, its region-specific interests in Central Asia, and its global foreign policy strategy for prevarication against impending U.S. inhibition. In fact, Niva Yau, a researcher on global China affairs recently argued that China has effectively used the SCO as a vehicle to translate its broadly conceived goals into a future course of action by taking Russia into confidence initially, but gradually shrinking <a href="https://politicstoday.org/?s=Russia+" target="_blank" rel="noopener noreferrer">its space</a>.</p>
<h3><strong>China’s Belt and Road Initiative</strong></h3>
<p>China’s Belt and Road Initiative can similarly be attributed to the Chinese grand diplomatic strategy of “Two Fronts and One Circle.” It refers to cultivating good relations with countries like the U.S., Russia, <a href="https://politicstoday.org/?s=India+" target="_blank" rel="noopener noreferrer">India</a>, and members of the <a href="https://politicstoday.org/?s=European+Union+" target="_blank" rel="noopener noreferrer">European Union</a> while maintaining good relations with Asian neighbors through peripheral diplomacy. The former “One Belt One Road” should be seen within this perspective, as explained by Pang Zhongying, as the emergence of a “Renewed World Order.”</p>
<p>Many foreign observers have doubted the Chinese intention in the disguise of economic prosperity, progress, and promises, and dubbed it as inviting all countries to board the “express train” to wealth and prosperity without exposing its real intent. Speculation about this project is such that writers like Enda Curran have described the BRI as the “Chinese Marshal Plan designed to amass influence in Eurasia.” Viewed from a geopolitical perspective, it is seen as designed to use economic and infrastructural treats as mechanisms to address other issues of pre-eminence.</p>

In 2018, Yu wrote that the “BRI will serve as the transitory grand strategy between 2013 and around 2050 when China reaches its modernity according to Chinese President Xi Jinping’s ‘Two Centenaries Plans’, China would govern the world with its version of world order and will establish a Sino-centric world i.e., <em>Pax Sinica</em>.”</p>

<p>For that, China needs to develop strong regional leadership with the help of its political relations with Central Asian states and the economic infrastructure Belt and Road Initiative as a mechanism to assert its position abroad and influence on a global scale.</p>
<p>Therefore, it is obvious that the Chinese observers are busy providing a very rosy picture of the Chinese Belt and Road Initiative as announced by Xi Jinping at Nazarbayev University in Kazakhstan in 2013 depicting the “Belt” as the land trade route connecting China with Central Asia, Russia, and Europe, and the “Road” as the maritime route via the Indian Ocean and the western Pacific.</p>
<p>To be precise, unrest in China’s western province Xinjiang and its bordering with the Islamic republics of Central Asia, which are rich in oil and gas; the vacuum created in the region with the retreat of Moscow; and the military <a href="https://politicstoday.org/?s=Afghanistan">withdrawal of Washington from Afghanistan</a> prompted the Chinese to come up with a developmental strategy through which they can address the country’s core concerns of threat of terrorism, instability in the wider region, and effective exploitation of the regional hydrocarbon resources.</p>

			<p><span class="r-es-drop-cap">I</span>n a nutshell, the BRI can be viewed as China’s geopolitical power play under President Xi rather than an economic and infrastructural development project. By pumping massive money to attain geopolitical advantages for Beijing, this initiative is intended to influence the emerging world market, to secure energy resources, to promote the Chinese currency, to create a Sino-centric Asian order, to counter other great powers’ influence, and to strengthen ties with neighboring countries.</p>
<p>As far as Sino-<a href="https://politicstoday.org/are-china-and-russia-near-a-full-blown-alliance/" target="_blank" rel="noopener noreferrer">Russian cooperation</a> in Central Asia is concerned, it is merely symbolic and largely U.S.-centric. The cooperation is, in fact, governed by the spirit of “the rival of my rival is my partner.” Although Sino-Russian collaboration through two non-western cooperative initiatives like the <em>Eurasian Economic Union</em> (EAEU) and the BRI have overshadowed the American influence in the region, the unprecedented rise of China in the region has certainly unsettled Moscow in its hinterland. Central Asia was the backyard of Russia until the arrival of China, and Moscow enjoyed enormous strategic advantages from this arrangement.</p>

<p>But with massive Chinese economic investments and integrative infrastructure projects making inroads into Central Asian countries, Moscow slowly but steadily has started losing ground in its so-called near abroad. In fact, China’s Belt and Road Initiative has strengthened Beijing’s position in Central Asia and unprecedentedly improved its rule-making ability in the region.</p>
<p>China is moving forward under the leadership of Xi Jinping with the “Chinese Dream” as its thrust to establish an ever-stronger Chinese nation characterized by wealth and power in military terms. The Chinese agenda of a Sino-centric Asian order on the premise of “Two Fronts and One Circle” will definitely irk Russia if not now very soon.</p>

The name of that path is the New Silk Road.</p>

The United States should hold China to that pledge and encourage America’s friends to do the same. <p>If the United States wants to display a new willingness to collaborate with neighbors and adversaries alike, there is one enterprise with a potential impact—both symbolic and practical—that supersedes all others. Chinese engineers are drawing up plans for a high-speed rail corridor connecting the entire coastal rim of the north Pacific.</p>
<p>The proposed route starts in northeast China, passing along the shores of Siberia into Alaska and, then, down the west coast of Canada and the U.S. all the way to California. The most spectacular feature is a possible tunnel across the Bering Strait—a fifty-mile underwater link, nearly twice the length of the Channel Tunnel between England and France.</p>

			<p><span class="r-es-drop-cap">M</span>any Siberia-Alaska ventures have been floated since the nineteenth century, usually dismissed as fantasies worthy of Jules Verne or Ferdinand de Lesseps. Today, however, there is greater interest than ever. Trans-Arctic shipping is gradually emerging as a realistic shortcut between Pacific and Atlantic ports. Air travel is falling in favor because of rising cost and alarm over pollution. High speed trains are commonplace and an inter-hemispheric railway is just one of several megaprojects competing for attention and financing on every continent.</p>
<p>Many nations have concrete reasons to be cautious in joining the New Silk Road—particularly concerns over debt service, human rights, labor practices, and the environment.  However, for the United States, the chief hang-up is psychological and ideological. How can Americans feel they are still number one in the world if they have to rub shoulders with so many other chefs in the same kitchen? Wouldn’t it be admitting defeat to sign up for an enterprise they didn’t start and can never dominate?</p>
<p>Self-doubt should not stand in the way. Americans know perfectly well how to use their power to advance the greater good. They’ve demonstrated that many times before and they are more than equal to the task of showing it again in even more convincing ways. By combining their talents with those of others, they can multiply that force and aim it at higher goals and more inspiring ideals.</p>
<p>Westerners who have lived in Pacific Asian countries and absorbed their daily rhythms feel the pervasive electricity in every nerve. The sense of optimism and confidence in the future is something they internalize and learn to take for granted—until they return to the United States and Europe where they’re quickly jolted by the seemingly unnatural rust, gloom, and obesity that creeped ahead in their absence.</p>
<p>For Americans, participating in the New Silk Road should not be seen as a defeat or loss of standing in the international order but rather as a chance to lead in bettering the world. The task of managing the New Silk Road should not be left to a single society. By encouraging partnerships instead of hierarchies, the developed and developing countries can share both benefits and burdens more equitably and, we hope, more peacefully.</p>

			<p><span class="r-es-drop-cap">O</span>n Monday, SETA in collaboration with one of its key publications, Insight Turkey, has organized a panel titled “EU and its fault lines”. The panel discussed the main dynamics shaping EU policies, the emerging regional actors and the influence of new World powers steering the currents in &amp; around the EU. After each issue, Insight Turkey organizes a panel in accord with the themes of its latest issue, this panel followed its latest EU special edition focusing on the EU and featured three panelists authoring the journal as well as a guest keynote speaker.</p>
<p>The panel was moderated by Muhitttin Ataman, Editor-in-Chief of Insight Turkey, and keynote speakers who gave insight were Simon Bulmer from University of Sheffield, Çiğdem Yas from Yıldız Technical Univeristy and Ali Resul Usul from Medipol University.</p>
<p>Simon Bulmer discussed the rising position &amp; role of Germany in a post Brexit EU. He covered the various challenges posed by a number of EU crises, the politicization and the breakdown of domestic crises and the outlook for Germany. He underlined that German power was always focal for European integration. From a historical perspective, European integration was partly important for managing and handling German power following the Nazi regime. Germany has had a pivotal role in handling various crises over the last decade including the Eurozone crisis, the Ukraine crisis, the Refugee crisis and the shifting dynamics in the wake of Trumpian politics amid an existing leadership crisis within the EU, EU’s struggle for democratic legitimacy and the rise of populism and anti-elitist sentiments that harbor Eurosceptic reactions.</p>
<p>Discussing the biggest foreseeable effects of Brexit, Bulmer noted that Germany will be much more exposed and be forced to take on a bigger responsibility with the loss of Britain, a major liberal trade ally, a leading EU budget contributor, and an important global player from the EU. “I have two main projections, two possible scenarios: Franco-German relations can gain momentum and revive. Or perhaps Germany can emerge stronger as a potential hegemon in the EU. It has the structural power but lacks the diplomatic leadership due to its domestic politics. And perhaps another option is the slow disintegration of the EU.” Bulmer noted.</p>
<p>Çiğdem Nas discussed the latest developments and crises in the EU, the effects of these crises on the EU-Turkey relations and whether a phase of normalization in bilateral relations was foreseeable. Since the 90s EU has been facing crises which are ongoing and still unresolved. In the beginning of 2000s where there was a peak in relations with Turkey, there was an optimistic outlook from an EU perspective since the EU at the time felt more optimistic of its own future. Çiğdem Nas underscored that the candidacy offer to Turkey may perhaps even have been based on the fact that EU at the time had less internal problems and the power to cope with and manage its existing problems. But later, especially after the 2005 veto of France and Holland on establishing a Constitution for Europe following local referendums, the public opinion was particularly telling in terms of the rise of Euroscepticism and there were doubting questions raised on the prospect of a more integrated and plausibly a Federal Europe.</p>
<p>Prof. Nas added that the 2008 global financial crisis that took a toll on Greece, the Ukraine-Russia tensions, Russia’s expansionist policies and refugee crises have all respectively triggered concentric pressures on Europe. EU’s internal problems and the weakening of mainstream parties who played a pivotal role in determining EU policies have had a direct impact on the enlargement process including the prospects for Turkey. &#8220;Turkey plays a crucial role in the refugee crisis and considering its failure to resolve this crisis, EU should comprehend the value of Turkey for its own interests&#8221; said Çiğdem Nas. Although many reports have argued that Turkey is allegedly distancing itself from EU principles, it is starkly evident that EU isn’t taking the necessary steps to keep Turkey close.</p>

			<p>Ali Resul Usul discussed the Chinese influence since the 2000s and underscored that there is a crucial China factor that must be taken into consideration and that the new Belt and Road Initiative will have multifold effects on EU and that EU’s reaction to  these forces is unforeseeable as of yet. “I claim that China as a global power has direct impacts in the EU, especially in southeastern Europe and western Balkan countries which is manifesting itself more evidently over the recent years and can spread further thus forming a new fault line within the EU” said Prof. Ali Resul Usul.</p>
<p>Prof. Usul emphasized that the EU project is a homogenizing project and that currently there is a certain level of homogeneity in itself. EU’s general motto is “United in diversity”. &#8220;There is an emphasis of plurality but there are also frictions and evident tensions between the homogenizing and disintegrating or centrifugal forces and centripetal forces. These tensions have been inherent ones and have existed since the onset of the EU&#8221; Prof. Usul noted.</p>
<p>The recent developments have had benefits especially for the centrifugal forces, Prof. Usul argued. The centrifugal forces in the EU are increasing and among the integration and enlargement dynamics of the EU, whether it be North-South, East-West, Mediterranean-North, Widening-Deepening, German-Franco axes, the geopolitical fault lines were always present. In 2004, the new fault lines and the existing fault lines became more complex with the significant enlargement. Many decision-making processes became difficult. &#8220;France didn’t want the integration of the eastern Balkan states, since France feared the natural and gradual shift in the centripetal force of the EU towards the East and despite its strong and continued resistance it had to eventually face what it feared&#8221;, said Prof. Usul.</p>
<p>Today, since the 2004 enlargement of the EU, the largest enlargement to date, there have been significant tensions with regards to integration between central and eastern EU states due to several factors: the financial crisis, the questions posed by the post Brexit phase, rising xenophobia and anti-refugee sentiments and EU enlargements which have all fueled Euroscepticism and strengthened centrifugal forces.</p>
<p>Following and amid these tensions, a global power, namely China enters the stage, Prof. Usul highlighted: “China has increased its influence in southeastern Europe, central and eastern Europe, the Mediterranean and a large part of the Balkan states and even candidate states and in turn these states have been bolstered to leverage on this Chinese influence and activities in the region utilizing this new gained strength against the centripetal European forces.”</p>
<p>The Belt and Road Initiative is a new and very significant issue with global ramifications but it is still too early to make clear-cut predictions since the Chinese authorities have not published any specific and definitive details of the project. While the EU currently has its hands full with local problems, it still hasn’t formulated a tangible policy to handle this Chinese influence. While on the one hand it welcomes foreign investments including Chinese investments, on the other hand it is still warily suspicious of China&#8217;s deeper intentions.</p>
