n a stark warning issued on March 27, Interpol, the global police coordination body, declared the escalation of human trafficking and cyber scams to be a mounting global crisis. Jurgen Stock, the Secretary-General of Interpol, revealed that organized crime rings, originally rooted in Southeast Asia, have expanded their operations into a vast global network, raking in an estimated $2 trillion to $3 trillion annually.

During a briefing held at Interpol’s Singapore office, Stock emphasized the unprecedented scale at which these criminal enterprises are now operating, attributing their exponential growth to online anonymity and the disruptive impact of the COVID-19 pandemic.

What began as a regional threat has evolved into a multifaceted global challenge, with millions of individuals falling victim to these criminal activities.

Cyber-scam centers

The proliferation of cyber-scam centers, often staffed by coerced or trafficked individuals promised legitimate employment, has facilitated the diversification of revenue streams for organized crime groups.

While drug trafficking remains a significant source of income, criminal enterprises have expanded their operations to include human trafficking, arms trafficking, intellectual property theft, and vehicle theft.

According to Stock, the interconnected nature of these illicit activities allows criminal groups to exploit existing trafficking routes, generating staggering profits estimated at up to $50 billion annually for a single organized crime group.

Cambodia

Recent instances of human trafficking for online scam centers have been reported across Southeast Asia, with over 100,000 individuals trafficked into such facilities in Cambodia alone. Additionally, in November of last year, Myanmar extradited thousands of Chinese telecom fraud suspects to China, highlighting the transnational nature of these criminal operations.

Stock commended Singapore for its successful efforts in combating money laundering, citing a recent case involving seized assets worth over S$3 billion ($2.23 billion). However, he underscored the need for enhanced international cooperation and coordinated law enforcement strategies to dismantle these criminal networks and protect vulnerable individuals from exploitation.

The warning from Interpol serves as a clarion call for governments, law enforcement agencies, and international organizations to redouble their efforts in combating human trafficking and cyber scams, safeguarding the rights and dignity of individuals worldwide.

ndonesia, under its ASEAN Chairmanship in 2023, has spearheaded a crucial initiative to accelerate the negotiations for a Code of Conduct (COC) in the South China Sea, gaining unanimous agreement from all ASEAN member countries and China. The groundbreaking move was announced by Rolliansyah Soemirat, the Director for ASEAN Political and Security Cooperation, during a press conference in Jakarta on January 9, 2024.

In a bid to expedite the COC negotiations, Indonesia’s initiative introduces a set of comprehensive guidelines, marking a historic moment as the first-ever practical guidelines for the COC. These guidelines aim not only to hasten the negotiation process but also to provide substantive material ensuring the effectiveness and practicality of the COC.

Addressing the complexity of the COC elements, Rolliansyah emphasized the need for a breakthrough to expedite the negotiations successfully. The guidelines put forth by Indonesia encapsulate the aspirations of ASEAN and China to conclude the COC within three years, fostering an environment of intensive discussions on pending issues and proposing working methods to streamline the negotiation process.

“The COC is anticipated to be a code of conduct reflecting international norms, principles, and rules aligned with international law, particularly UNCLOS. The ultimate goal is to establish a stable, safe, and peaceful South China Sea,” stated Rolliansyah.

During its ASEAN Chairmanship, Indonesia has achieved significant progress in the COC negotiations, reaching the second reading or discussions on the second round. This positive development is considered a crucial momentum towards the accelerated agreement on the code of ethics.

n a significant escalation of tensions in the South China Sea, China’s Foreign Minister, Wang Yi, has announced that the country will sustain its military pressure on the Philippines. This statement comes amidst a growing territorial dispute that sees China and the Philippines at odds over sovereignty in one of the world’s busiest maritime regions.

During a phone conversation with Philippine Foreign Secretary Enrique A. Manalo, Minister Wang delivered a stark warning. According to the state-run Xinhua News Agency, Wang cautioned that China would firmly defend its rights and respond resolutely to any misjudgments, unilateral actions, or collaborations with “ill-intentioned external forces” by the Philippines that may stir up regional troubles.

The tension in the South China Sea, a critical global trade waterway, has been simmering for years, with China’s sweeping sovereignty claims pitting it against several Southeast Asian nations, including the Philippines, Vietnam, Malaysia, Brunei, and Taiwan. These nations have rebuked China’s claims, citing their own territorial rights and undersea resource entitlements.

Contested waters

China’s recent mobilization of its coast guard to block Philippine supply missions aimed at supporting its military and fishermen in the contested waters has further inflamed the situation. Beijing’s assertiveness has been characterized by Wang’s sharp remarks, accusing Manila of abandoning previously agreed-upon policies and engaging in provocations that undermine China’s lawful rights.

Wang’s comments signify a crucial juncture for bilateral relations, urging the Philippines to exercise caution and correct its course immediately regarding the maritime issue, though specifics on the alleged broken agreements by Manila were not disclosed.

In contrast, the Philippine Foreign Secretary’s office described the conversation as a “frank and candid exchange,” leading to a “clearer understanding” of each nation’s stance on several issues. Pushing the Philippines into provocation

The disputes have reached a boiling point as China seeks to solidify its territorial claims, directly challenging the United States and its allies, including the Philippines. Notably, the head of the Philippine military was aboard a supply vessel targeted by Chinese coast guard ships with water cannons, lasers, and collision-inducing maneuvers earlier this month, showcasing the dangerous nature of the dispute.

Beijing has also accused Washington of pushing the Philippines into provocation for its own strategic objectives, an accusation made without presenting direct evidence. These allegations come at a time when the U.S. is legally bound to defend the Philippines, a commitment highlighted by the recent statements of President Ferdinand Marcos Jr. regarding the growing tension in the South China Sea.

President Marcos Jr., during a visit to Hawaii last month, expressed concern over China’s increasing interest in atolls and shoals perilously close to the Philippine coastline, with the nearest being only about 60 nautical miles away. This proximity has raised alarms in Manila and Washington, as China’s activities pose a direct challenge to the security and sovereignty of the Philippines.

In the past two decades, Russia has become the largest supplier of weapons to Southeast Asia in an attempt to balance China with Russian arms exports to Southeast Asia totaling more than $10.8 billion. What makes Russia a suitable supplier of arms to certain Southeast Asian countries is that it offers cheaper equipment, barter as a payment alternative, and does not consider human rights records unlike Europe and the United States. Nevertheless, there is a decline in the region’s arms imports from Russia, mainly due to the drop of imports by Vietnam, but also a regionwide decrease of arms imports overall.

Although applied selectively, a factor that caused the recent decline of the regional arms trade with Russia is the wariness of sanctions associated with the U.S. Countering America’s Adversaries Through Sanctions Act (CAATSA). However, for countries such as Myanmar which are already criticized by the U.S., or for countries with long-lasting historical ties to Russia, the benefits outweigh the costs.

Myanmar

Myanmar has long been riddled by conflict between armed militias and repressive regimes. The country underwent regime change in February 2021 with a military coup. Russia has since shown support to the junta regime as seen in the participation of Russian officials in the 2021 military ceremony for the Armed Forces Day on March 27; the supply of arms to the junta; and the June 2021 visit of Min Aung Hlaing, the junta leader who is now the prime minister of Myanmar, to Moscow, at the invitation of the Kremlin.

China is Myanmar’s top arms supplier, but it also provides support to armed militia groups along its border, and therefore Russia allows the Myanmar military to balance its reliance on China. According to the Stockholm International Peace Research Institute (SIPRI), over the past 20 years, Myanmar purchased $1.686 billion worth of arms. The arm purchases in the last decade include R-73 air-to-air missiles, BRDM-2 armored vehicles, Yak-130 and Su-30MK aircraft, 57E6 surface-to-air missiles, 96K9 Pantsir-S1 missile systems, and Orlan-10E drones.

Vietnam

Although Vietnam’s arms imports from Russia are on the decline, it still mainly relies on Russia, accounting for around 85% of its total arms imports. In the past 20 years, Russia has sold $6.542 billion worth of weapons to the Southeast Asian country. Apart from a tightening military budget causing the decline, past procurement issues caused by sanctions towards Russia during the annexation of Crimea have pushed Hanoi to attempt to diversify its suppliers.

Vietnam’s ongoing dispute with China on the South China Sea impacts its arm purchases. Since China is superior in military power, Vietnam mainly opts for an anti-access/area denial strategy that aims to block its adversary’s entry or movement. Its purchases from Russia have included Gepard-3 frigates, various anti-ship missiles, Project-636E Kilo-class submarines, the K-300P Bastion-P coastal defense system and coastal defense artillery, Su-30MK2 aircraft, T-90S/SK tanks, and Yak-130 aircraft.

Malaysia

Russian arms imports made up 33% of Malaysia’s total arms imports in the past two decades. However, recently, the country does not seem to be interested in buying arms from Russia. Between 2007 and 2013, Russia exported approximately $1.2 billion worth of arms to Malaysia. However, after 2013, there is no reported purchase of Russian arms by Malaysia; the country has been looking to reduce its reliance on Russian arms and seems to be moving further away from Russia even with existing contracts.

Malaysia has a contract with Russia for the supply of spare parts for its 18 Sukhoi Su-30MKM aircraft purchased in 2003, but is considering procurement of spare parts from other countries such as India. Its contract for the supply of Metis-M anti-tank missiles still appears to be intact.

The newcomers and infrequent buyers

Cambodia and the Philippines are newcomers to the Russian arms market. Cambodia only recently, in 2021, bought two secondhand Mi-8MT/Mi-17 transport helicopters. The Philippines has sought to modernize its military throughout the years, but has struggled with financial strains. The Philippines is traditionally a U.S. ally and did not buy major weapons from Russia until 2021, despite the fluctuating relations with the U.S. over human rights concerns during President Rodrigo Duterte’s war on drugs. However, it turned to Russia in an effort to diversify its market.

In 2016. the U.S. Senate blocked a sale of 20,000 assault rifles to the Philippines. Russia later donated 5,000 Kalashnikov rifles, 5,000 steel helmets, about a million rounds of rifle ammunition, and 20 army trucks to the country. Russia even offered a “no political condition” weapon production deal in 2019 and started negotiations for selling helicopters and submarines.

The Philippines signed a $249 million contract in November 2021 with Russia to buy 17 Mi-17 transport helicopters projected to be delivered in a little over two years. As for the submarines, the countries have yet to make a decision.

Another potential market for Russia to increase its arms supplies is Thailand. The Royal Thai Armed Forces acquired 10 Mi-8MT/Mi-17 transport helicopters intermittently over the years 2008, 2015, 2018, and 2021. In 2008, they also bought 36 Igla-S portable surface-to-air missiles. Since 2017, Thailand and Russia have seen an increased cooperation with the military-technology collaboration agreement that has been reached between the two countries.

Myanmar, Laos, and Vietnam remain Russia’s most outstanding arms customers in Southeast Asia. Regarding Laos and Myanmar, Russian verbal support of their authoritarian regimes is also observable. While markets such as Indonesia, Cambodia, and the Philippines may pose potential opportunities, the Russian invasion of Ukraine could have detrimental implications on these openings considering the possibility of international backlash on the aforementioned countries.

Wary of China’s demographic preponderance, powerful economy and rapidly advancing modernizing air and naval power projection capabilities, the U.S. has concluded that the emerging Cold War-like confrontation with Beijing presents different challenges from its confrontation with the Soviet Union during the second half of the 20^th century, hence requiring differing policy prescriptions.

This backdrop has seen the U.S. increasing its diplomatic and security cooperation arrangements with its existing partners in the Indo-Pacific – in particular, Japan, the Republic of Korea, Singapore and Australia – along with rapid expansion of security cooperation arrangements with India. Notably, Japan, Australia and India are linked to the U.S. under the Quadrilateral Security Dialogue, or Quad, for short.

The U.S. has begun to seek more diplomatic and security partners in the western Pacific. Washington’s new partners include Indonesia. In October 2020, Secretary of State Mike Pompeo arrived in Jakarta to pledge U.S. cooperation with Indonesia to ensure regional maritime security. Growing U.S.-Indonesian cooperation has been carried over with the transition to the Biden Administration, with U.S. funding for the construction of a maritime training centre in Batam Island.

A two-fold perspective underscores the mutual interests and logic behind U.S.-Indonesia rapprochement. The first of these concerns the geostrategic setting of Sino-U.S. rivalry. The Indonesian islands are located close to the Sea Lines of Communication (SLOCs) that connect the Indian Ocean to the South China Sea; this is further underscored by the location of three key maritime chokepoints: the Malacca Straits; the Sunda Strait; and the Lombok Strait.

Ensuring continued access to these chokepoints is a critical concern for China, given the extent to which Beijing is dependent on these SLOCs for its oil imports from the Middle East and East Africa, as well as its exports of consumer goods to Europe.

In particular, the Chinese Communist Party (CCP) is aware that its domestic legitimacy is dependent on ensuring employment for its populace; by extension, any development that undermines China’s economy bodes the prospect of civil unrest and discontent that would be aimed at the CCP.

The CCP’s sense of vulnerability over these SLOCs is further accentuated by its limited air-naval power projection capabilities. Although China has joined the club of great powers with aircraft carriers and stealth fighter aircraft, its ability to seriously challenge the U.S. and its Quad partners beyond the South China Sea remains limited. Apart from China’s artificial islands in the South China Sea – whose lack of strategic depth renders them vulnerable to a U.S.-led amphibious assault – the only air and naval bases that China has been able to acquire in the Indian Ocean region are in Djibouti, and in Great Coco Island, Myanmar.

Set against this, the prospect of an increased U.S. air-naval presence at the heart of Southeast Asia underscores to Beijing the vulnerability of its SLOCSs. The U.S. already enjoys access to Singapore’s air and naval bases, which are capable of hosting up to two U.S. aircraft carrier battle groups. Nonetheless, U.S. options for expanding its military footprint in Singapore are limited by the scarcity of land in the city-state.

In contrast, sparsely-populated, under-developed Batam offers significant tracts of land that offer potential expansion of military infrastructure to host a scaled-up U.S. air-naval presence in Southeast Asia that would be capable of interdicting the SLOCs that China is dependent on, even as the PRC’s air-naval power projection capabilities remain well behind the U.S.

A second, further rationale to the Indonesia-U.S. rapprochement concerns the technical aspects of the efforts of the Indonesian National Armed Forces – the Tentara Nasional Indonesia (TNI) – to modernize in the face of growing Chinese assertiveness in claiming the waters and islets within the ‘Nine-Dash Line’, which abut Indonesia’s Natuna Island. China’s modernization of its air and naval power projection capabilities underscore Beijing’s increased capacity to present the Southeast Asian with the fait accompli of Chinese control of the South China Sea.

Set against this, the TNI’s readiness to respond is limited. The Indonesian Army has traditionally held pride of place in Jakarta’s procurement programs, thence leaving the country’s Air Force and Navy equipped with obsolete, poorly-maintained platforms, a weakness underscored by the loss of the submarine Nanggala during a training exercise in April 2021. In response to China’s air and naval modernization, the TNI has switched its procurement priorities accordingly, with contracts for the acquisition of Korea-built Boramae stealth fighters, Japanese-built Mogami-class and Italian-built FREMM-class stealth frigates.

Jakarta has also announced plans to acquire upgraded variants of the U.S.-built F-15-EX fighter. Such acquisitions come as a timely response to China’s increased assertiveness in the South China Sea that signals Jakarta’s resolve not to be intimidated by China. However, their belated procurement, coming after decades of the Indonesian Government’s neglect of its air and naval capabilities, underscores the prospect of a steep learning curve for Indonesia’s pilots and sailors.

These new platforms are among the latest designs of their type in the world, and whose effectiveness is bound by the information-based Revolution in Military Affairs (RMA). Mastery of these platforms as part of a ‘system of systems’ will not be merely a case of retraining personnel to operate more advanced aircraft and warships; rather, it will place more emphasis on the ability of personnel to rapidly process combat information from a wide array of sensors for accurate targeting under wartime conditions requires a fundamental shift in training, doctrine and manpower organization. Such a level of military modernization would effectively require a paradigm shift in Indonesia’s war-fighting doctrine, requiring the TNI to make the transition from a 1980s-styled military to a 21^st-century one at very short notice.

Within such a setting, the establishment of a U.S.-Indonesian maritime training centre offers both sides a win-win arrangement for their respective military interests vis-à-vis China. For Washington, the training centre provides the U.S. military with the foundation to establish an alliance with a demographically large, but technically backward, regional power in Southeast Asia.
