			<p><span class="r-es-drop-cap">T</span>urkey is seeking to counter the Western and neo-colonial influence in the African continent by its increasing economic as well as political presence in the continent. The latest visit by President Erdoğan to strategic countries in Central and West Africa has cemented this vision set by Ankara. Erdogan’s commitment in strengthening the ties between <a href="https://politicstoday.org/?s=Turkey+" target="_blank" rel="noopener noreferrer">Turkey</a> and <a href="https://politicstoday.org/?s=Africa+" target="_blank" rel="noopener noreferrer">Africa</a> is demonstrated since 2004 in the 50 plus trips to the continent and the 30 visits he made to African states.</p>
<p>In his four-day visit to Central and West Africa, Turkish president Recep Tayyip Erdoğan aimed to boost economic as well as political relations with strategic African countries, following the roadmap designed in the Turkish relations with Africa for 2022 to 2026. Last October, Erdoğan’s four-day diplomatic tour included Angola, Nigeria, and Togo. Also, in October 2021, Istanbul hosted ministers from African countries and business leaders in a summit which aimed particularly at boosting trade between Turkey and African nations.</p>
<p>In his African tour, Erdoğan has visited the Democratic Republic of the Congo, Guinea-Bissau and Senegal. Erdoğan’s visit to Guinea-Bissau was the first-ever presidential visit from Turkey to Guinea-Bissau. In Congo, a cooperation deal on the defense industry, a military framework agreement and a protocol on financial aid were signed between both sides.</p>

			<p>In Senegal, Erdoğan and his Senegalese counterpart President Macky Sall attended Turkiye-Senegal Business Forum in Dakar, where Erdoğan said that his target to increase the bilateral trade volume between the two countries from $400 till $1 billion. Erdoğan highlighted that despite the coronavirus pandemic, the trade volume in 2021 jumped 42% year-on-year to $540 million.</p>

<p>Since 2007, The Turkish Cooperation and Coordination Agency (<a href="https://politicstoday.org/?s=TIKA">TIKA</a>), has completed around 190 projects in <a href="https://politicstoday.org/?s=Senegal">Senegal</a>. In terms to the cultural relations between the two countries, the Turkish Maarif Foundation has provided education to almost 800 students in Senegal.</p>
<p>Because of its geographical location, Senegal is an export gateway to West African countries.</p>
<p>In his visit to Kinshasa, the capital of the DRC, the two countries have signed agreements to enhance cooperation in various fields, including a military framework agreement, a protocol on financial aid and a cooperation deal on the defense industry. Erdoğan who was accompanied by a delegation of Turkish businessmen and government officials.</p>
<p>President of Democratic Republic of Congo Felix Tshisekedi described the cooperation agreements with Turkey as &#8220;win-win&#8221; deals, adding that Congo has sought Turkish support in the fight against militia groups active in the east of the DRC.</p>

			<p>The cooperation between Turkey and three countries has also include the agricultural sector, as agreements were signed such as cooperation agreement in the field of vegetables and fruit exports, as well as the export of peanut products and MoU on the supply of motor agricultural equipment. This is in addition to experience sharing on issues such as watershed management, wastewater treatment, desertification, drought, combating forest fires and pests.</p>
<p>During his visit, Erdoğan noted that: &#8220;On the basis of the win-win principle, cooperation channels set especially in the fields of production, agriculture, tourism, textile, industry, energy, food, and health will benefit the entire region.&#8221;</p>

			<p>In the last 20 years, the number of Turkish embassies in Africa has risen from 12 to 43, with the aim is to increase it to 50, according to the Turkish vision and the country&#8217;s policy of &#8220;Strategic Africa,&#8221; launched by Erdoğan in 2003. As the <a href="https://politicstoday.org/?s=European+Union+" target="_blank" rel="noopener noreferrer">European Union</a> is the first trading partner and the first investor in Africa according to Ursula von der Leyen, president of the European Commission, the trade between Turkey and the African continent has increased to $25.3 billion in the past decade, after it commissioned the Africa Opening in 2005, and compared to only $5.4 billion in 2003.</p>
<p>Ankara has a commitment to increase this bilateral trade to more than $50bn in next coming years. Additionally, Turkish Airlines has become a key player in African countries, providing services to more than 60 destinations, while putting Istanbul a central destination for intercontinental travel.</p>
<p>Turkey has highlighted that Western countries have exploited the Africa continent for decades for their own imperialist interests. In that respect, in contrast to the American and European approaches, and the former as well as new Western imperialism in Africa, Turkey&#8217;s business and political approaches to the African countries have focused on development and cultural projects.</p>

			<p><span class="r-es-drop-cap">E</span>lif Comoğlu Ulgen, the Turkish Ambassador to <a href="https://politicstoday.org/?s=South+Africa+" target="_blank" rel="noopener noreferrer">South Africa</a> said that Turkey is in the continent with a win-win strategy and Africans see Turkey as a country not coming to the continent with any colonial baggage. On the other hand, since the fifties, the terms of engagement of the EU with African states was determined without consultation with Africans.</p>
<p>Addressing Angola&#8217;s parliament last October, Erdoğan stated that &#8220;As Turkey, we reject western-centred orientalist approaches to the African continent”. In his criticism to the UN Security Council framework and hierarchy, Erdoğan highlighted that 1.3 billion people live on the African continent however they are not represented at the Security Council.</p>
<p>As Turkey, which is described by Erdoğan as an &#8220;Afro-Eurasian state,&#8221; positions itself as a fairer and strategic alternative ally for African nations, its policy in the continent has become under the spotlight especially by the former imperialist states which could view its new position as a threat to their economic and political influence in the continent.</p>

			<p><span class="r-es-drop-cap">A</span> new and strategic actor in Africa, <a href="https://politicstoday.org/?s=Turkey+" target="_blank" rel="noopener noreferrer">Turkey</a> has intensified its military cooperation as well as political, economic and cultural ties with most of the African countries. Since labelling 2005 the “Year of Africa”, Turkey has built strong relations across Africa, this vision even goes back to 1998, when Turkey’s African Initiative Policy process started, and when Turkey became an observing member of the African Union in 2005 and 2008. Turkey’s African Initiative Policy has then developed in 2013 to become Africa Partnership Policy.</p>
<p>Political relations has developed between Turkey and <a href="https://politicstoday.org/?s=Africa" target="_blank" rel="noopener noreferrer">Africa</a> in the last two decades, as during Turkish President Recep Tayyip Erdoğan Erdoğan era 31 new embassies have opened and the total number of Turkish embassies in Africa has increased from 12 in 2002 to 43 in 2021, which will soon reach 44 embassies, with the opening of the Turkish embassy in Guinea-Bissau.</p>
<p>In addressing the Angolan parliament this year, Erdogan described Turkey as an “Afro-Eurasian state”. Additionally, Turkey has established joint Business Councils with 45 African countries and 40 Sub-Saharan African countries.</p>

			<p>Ankara is now preparing for the third Turkey-Africa Partnership Summit, which will take place in Istanbul on 17<sup>th</sup> and 18<sup>th</sup> December 2021, a summit discussed by Turkish Foreign Minister Mevlüt Çavuşoğlu and Moussa Faki Mahamat, Chairperson of the Commission of the African Union, during his visit to Ankara in September, 2021.</p>
<p>When it comes to trade and investment, the Turkey-Africa Economic and Business Forum has facilitated to increase the economic ties between both parties. Turkey&#8217;s trade with African countries have reached $25.3 billion by 2020 from $5.4 billion in 2003 when Erdogan came to power.</p>

<p>According to the Turkish president, Ankara is determined to raise the bilateral trade figure with Africa to $50 billion. The Turkish Ministry of Foreign Affairs, stated that the volume of projects undertook by Turkish contracting companies in the African Continent has reached $71.1 billion and reached $19.5 billion in the Sub-Saharan African countries.</p>

			<p>Turkey&#8217;s investment as well as cultural activities in Africa have become diverse, and implemented by top governmental bodies including Turkish Cooperation and Coordination Agency (TIKA), Yunus Emre Institute, the Turkish Maarif Foundation, Anadolu Agency, Turkish Airlines (THY) and the Disaster and Emergency Management Presidency (​​AFAD) and the Turkish Religious Foundation.</p>
<p>In addition to trade, investment and cultural projects in Africa, security and military cooperation have cemented the relations between Turkey and many African influential countries.</p>
<p>In 2017 Hulusi Akar, who was then the Turkish military Chief of Staff, and currently the Turkish Minister of Defence attended the opening of Turkey’s biggest overseas military base in Somalia’s capital, a $50 million base in Mogadishu, in order to reinforce Turkey’s strategic ties and presence in East Africa. According to Reuters, a senior Turkish official said that more than 10,000 Somali soldiers have been trained by Turkish officers at a Turkish military base.</p>
<p>In Nigeria, Turkey aims to further its trade and cooperation in the defense industry with the most populous country in Africa. The two countries are strengthening their relations through new deals in Turkey’s defense industry sector and its high-tech products.</p>

<p>This strategic relationship between Turkey and West Africa dates back hundreds of years, during the Kanem-Bornu Empire and the Ottoman State, as emphasized by the Turkish envoy in Abuja Hidayet Bayraktar. This cooperation has existed in the West African region, which nowadays includes Nigeria, Niger, Chad, and Cameroon.</p>

			<p>The military cooperation also has extended to Chad &#8211; during the visit of the transitional President Mahamat Idriss Deby to Ankara, last month, Erdogan stated that Turkey will develop cooperation with Chad in the military and security fields, beside the bilateral trade which has reached $112 million and expected to double in the near future. Chad is currently undertaking the periodical presidency of the G5 Sahel and the Community of Sahel–Saharan States.</p>
<p>Ethiopian Prime Minister Abiy Ahmed signed a military and financial cooperation deal with Ankara, during his visit in August this year to Turkey. Ambassador Dina Mufti, the Ethiopia ministry of foreign affairs spokesman, told Anadolu Agency that Ethiopia, Africa’s second-most populous country, would accept if Turkey played a role in mediating in the border dispute between <a href="https://politicstoday.org/all-out-war-between-ethiopia-and-sudan-on-the-doorstep/" target="_blank" rel="noopener noreferrer">Sudan and Ethiopia</a>. Turkey is also a commercial player in Ethiopia, as $2.5bn has been invested in Ethiopia out of a total of $6bn already invested by Turkish companies in sub-Saharan Africa.</p>

			<p><span class="r-es-drop-cap">F</span>rom Sudan to Niger, a cooperation agreement has been signed between Ankara and Niamey which allowed Ankara a military presence in the country in July 2020. Turkey has signed agreements on military cooperation, sports, and youth during Cavusoglu’s visit to Niger, and during his visit to Togo, agreements were signed concerning cooperation in defense.</p>
<p>In North Africa, Turkey has been involved in trade and defense in the region, providing support for the UN-backed administration in <a href="https://politicstoday.org/?s=Libya" target="_blank" rel="noopener noreferrer">Libya</a>. In its neighbor, <a href="https://politicstoday.org/?s=Algeria+" target="_blank" rel="noopener noreferrer">Algeria</a> has become Turkey’s second largest trading partner in Africa after <a href="https://politicstoday.org/?s=Egypt" target="_blank" rel="noopener noreferrer">Egypt</a>, with exchanges that reached $4.2 billion in 2020, and with expectations that the two countries will expand trade to $5 billion in 2021, exceeding Egypt, thanks to the agreement Turkey has signed with Algeria, the “Friendship and Cooperation Agreement with Algeria”.</p>
<p>In a military deal between <a href="https://politicstoday.org/?s=Morocco+" target="_blank" rel="noopener noreferrer">Morocco</a> and the Turkish manufacturer Baykar, Ribat has received the first units of Turkey’s <a href="https://politicstoday.org/baykar-akinci-and-turkey-as-a-drone-power/" target="_blank" rel="noopener noreferrer">Bayraktar TB2</a> unmanned combat aerial vehicles (UCAVs). Additionally, the Royal Moroccan Armed Forces (FAR) attended a training program in Turkey in July according to media reports. The Turkish military technology and products will now compete with the French market in the North African, as Morocco has been long been using the French Heron drones.</p>

			<p>The potential capabilities in many African countries in the sector of defense is likely to challenge the Western influence in the continent, especially with their interference in these countries, and as Turkey’s relations with Africa constitutes one of Turkey&#8217;s significant foreign policy objectives, this strategic partnership have recently made some Western and post-colonial states including <a href="https://politicstoday.org/?s=France+" target="_blank" rel="noopener noreferrer">France</a> anxious and fear that Turkey’s presence might threaten their economic, military and geopolitical interests.</p>
<p>As Turkey seeks to be a new political player and economic partner in Africa and engage diplomatically and militarily, in the continent, France has started to feel that this might cause a threat to its interests in the region, according to experts. This tension has become obvious especially when Ankara has presented itself as an alternative actor in many African regions. <a href="https://politicstoday.org/france-under-macron-all-citizens-can-criticize-the-republic-except-muslims/" target="_blank" rel="noopener noreferrer">Emmanuel Macron</a> the French President has accused Turkey in November 2020 of weakening France’s West African ties by playing on what Macron’s called the “post-colonial resentment.”</p>
<p>Turkey’s entrance in the African arena which has been influenced by the old colonial powers might cause a political backlash from these powers, especially that Africa, for centuries, has been experiencing competition between Western European countries, and recently <a href="https://politicstoday.org/is-this-the-geopolitical-moment-africa-has-long-anticipated/" target="_blank" rel="noopener noreferrer">a rivalry between China and the U.S</a>. The potential of Turkey in providing an alternative and third way to these powers can be a new challenge for Ankara as well as the African countries which are challenging their old alliances and seeking to decolonize their political and economic structures and coalitions.</p>

			<p><span class="r-es-drop-cap">T</span>he year 2021 is seeing regional repositioning of power, competition, and strategic alignment. A series of normalization moves have taken place between Saudi Arabia and Iran, Egypt and Turkey, Saudi Arabia and Qatar, Turkey and the UAE, and Turkey and Sudan, which would have been impossible a few months back. Since 2011, whoever is in the White House has been focusing more on U.S. primacy than the concerns of Washington’s traditional allies. This U.S. policy has directly affected the Middle East and Africa.</p>
<p>Sudan, which has been affected by these transformations since 2019, is not an exception. Even though Sudan suffers from economic challenges, primary among which is inflation, the administration in Khartoum is decisive in diversifying foreign policy alternatives and intensifying cooperation with regional actors. In this manner, the chairman of Sudan’s Sovereign Council Abdel Fattah al-Burhan visited Turkey on August 12-13 to expand the cooperation between the two countries. Official Sudanese <a href="https://www.aa.com.tr/en/politics/turkey-to-continue-standing-by-brotherly-sudanese-people-administration/2332861" target="_blank" rel="noopener noreferrer">statements</a> show that Khartoum is eager to cooperate with Ankara. It is the first-ever visit of Sudan to Turkey at the head of the state level since the country witnessed popular protests against the ousted president Omar al-Bashir in 2019.</p>
<h3><strong>Gradual Coherence</strong></h3>
<p>Turkey-Sudan relations had reached advanced stages during the term of ousted president Omar al-Bashir. However, after the dismissal of al-Bashir, there was a decline in this relationship, especially politically. What is more, Ankara-Khartoum relations were adversely affected by developments in Sudan. As for regional issues, the two countries had adopted opposite approaches. For example, whereas Turkey supported the Government of National Accord (GNA) in Libya, mercenaries from Sudan fought for Khalifa Haftar. Later, a gradual coherence was observed between the two parties.</p>

			<p>Turkish President Erdoğan paid three visits to Sudan in 2006 and 2017. Whether during his prime ministership or presidency, Sudan remained in Erdoğan’s geopolitical vision of Africa. During these visits, the bilateral relations were strengthened by the signing of several agreements. In 2020, Mohamed Hamdan Dagalo, the vice president of Sudan’s Transition Council, visited Turkey. In April 2021, Vice President of Turkey Fuat Oktay visited Niger where he met with Dagalo.</p>
<p>The photos of the meeting indicate that the Oktay-Dagalo meeting took place in a very warm atmosphere. In his statement, Vice President Oktay <a href="https://www.aa.com.tr/tr/turkiye/cumhurbaskani-yardimcisi-oktay-sudani-kendi-ayaklari-uzerinde-sapasaglam-dururken-gormek-istiyoruz/2256488" target="_blank" rel="noopener noreferrer">reiterated</a> that Turkey wishes to deepen and broaden the two countries’ bilateral relations. Moreover, Turkey’s President Erdoğan talked over the phone with Burhan many times to discuss potential cooperation, and successive visits followed.</p>
<h3><strong>Possible Cooperation Areas</strong></h3>
<p>During the latest visit of Sudanese officials to Turkey, six memoranda of understanding and agreements from energy to media were signed. As a result, we can expect intense bilateral cooperation between the two countries in the near future. During my field research in Khartoum from March to June of this year, I encountered many Sudanese who are closely following Turkish foreign policy vis-à-vis Africa. Turkey <a href="https://politicstoday.org/turkey-and-africa-set-to-improve-trade-ties-following-joint-forum-declaration-in-istanbul/" target="_blank" rel="noopener noreferrer">has embraced</a> almost every African country even though there is a strong anti-Turkey propaganda in the Middle East.</p>

Many Africans believe that Erdoğan is the architect of democratization in some African countries. <a href="https://www.aa.com.tr/tr/analiz/gorus-10-yilinda-erdoganin-somali-ziyareti-bir-halka-umut-olmak/2339797" target="_blank" rel="noopener noreferrer">In an op-ed</a>, Justice Minister of Somalia Abdulkadir Mohammad Nur stated that Turkey is the hope for African countries to stabilize their democratic political structures.</p>

<p>Turkish aid organizations like TIKA and Kızılay have extended their helping hand to the people of Sudan especially during natural calamities. Turkey provides medical supplies to support Sudan’s fight against COVID-19. East of Khartoum, Kızılay has renovated a medical center where children with Down syndrome are educated while TIKA has been involved in constructing Nyala Hospital since 2014. Turkey has been also providing around 700 scholarships to Sudanese students since 1992 under the umbrella of the Türkiye Scholarship Program. These indicators are representative of Turkey’s sizable financial assistance to the people of Sudan.</p>
<p>Moreover, there is a bilateral trade volume between Turkey and Sudan. According to Turkish Statistical Institute, Turkey’s exports to Sudan increased by 22.25% in 2020 compared to 2019, and Sudan became the sixth largest export partner in Africa worth over $300 million. The Sudanese minister of energy and oil announced that they have agreed with Turkey to increase electricity production by 67% by using Turkish floating ships. Revealing the will of both sides to boost trade, the two countries promised to increase their bilateral trade volume to <a href="https://www.aa.com.tr/en/turkey/turkey-sudan-set-2b-trade-target/2333709" target="_blank" rel="noopener noreferrer">$2 billion</a>.</p>

			<h3><strong>Strategic Calculations</strong></h3>
<p>The deepening of bilateral ties will provide several strategic benefits to both Turkey and Sudan. Right now, Turkey has been standing by the Sudanese transition government. Turkey refrains from addressing sensitive topics with Sudan like the overthrowing of Omar al-Bashir by non-democratic means. This policy paves the way for Sudan to reach out and reapproach Turkey. The recent visit by al-Burhan, the highest-ranking Sudanese official, to Turkey where he met with President Erdoğan shows that the Sudanese transitional government, which distanced itself from Turkey for a long time after the coup, has realized that it must diversify its foreign policy.</p>
<p>The visit of Sudanese officials to Turkey is linked to the recent Ethiopian official visit to Turkey. There is strategic strangulation in the Egypt-Ethiopia-Sudan triangle. Serhat Orakçı, an analyst of African politics, told Politics Today that there are three reasons for the increasing tensions between Egypt and Sudan on the one hand, and <a href="https://politicstoday.org/all-out-war-between-ethiopia-and-sudan-on-the-doorstep/" target="_blank" rel="noopener noreferrer">Ethiopia</a> on the other hand. These are border disputes, the unsettled issue of water resources, and Ethiopia’s Tigray crisis.</p>
<p>None of the efforts by international or regional organizations to reconcile the parties of the conflicts and resolve these issues could lead towards a lasting peace and settlement. Therefore, each party is trying to maximize its material and diplomatic cooperation with relevant regional actors. With this view, Sudan views having good relations with Turkey as part of reinforcing its strategic capabilities.</p>
<p>It is well known that during Omar al-Bashir’s rule, Turkey-Sudan relations were strong. With the new government in Khartoum, though, bilateral relations suffered a setback. Now, it appears that Sudan is more interested in cooperation with Turkey. The latest visit by Sudanese officials to Turkey is an important indicator of this interest. It is most likely the heavy diplomatic efforts made by Ethiopia to approach Turkey might be behind Sudan’s increasing interest in Ankara.</p>

			<h3><strong>Sudan Needs Turkey’s Support</strong></h3>
<p>The recent months have shown that Ethiopia, which is under pressure from the West, is eager to upgrade its bilateral relations with Turkey from an ordinary level to a strategic one. By deepening its ties with Turkey in terms of military cooperation, Ethiopia wants to strengthen its military power. Sudan hasn’t remained silent either. This atmosphere has forced Sudan to move closer towards Turkey. When we compare Sudan’s will to reach out to Turkey, it is Sudan that is more interested in increasing its bilateral cooperation. Sudan could also ask Ankara to play a mediator role in the deadlock between conflicting parties.</p>
<p>The political trajectory of Sudan shows that it wants to escape from the hold of the UAE. The UAE has been trying to build a new regional order in which there is no room for any democratic transition unless the political elite in the region obeys Abu Dhabi. Therefore, by upgrading its relations with Turkey, Sudan wants to balance its relationship with the UAE and Egypt without abandoning them. This policy could be described as a hedging game: Sudan is hedging itself against the UAE and Egypt by getting closer to Turkey. Therefore, Sudan wants to become more independent and exit its isolation by approaching Turkey. The recent visit by Sudanese officials to Turkey can be seen as a clear message from policymakers in Khartoum indicating Sudan’s will to maneuver its foreign policy.</p>

Since 2016, Turkey has conducted several successful <a href="https://politicstoday.org/?s=Turkey+operations" target="_blank" rel="noopener noreferrer">military operations in Syria and Iraq</a>. Ankara has contributed to changing the balance of power in the Middle East. The American political scientist Francis Fukuyama <a href="https://www.americanpurpose.com/blog/fukuyama/droning-on/" target="_blank" rel="noopener noreferrer">argued</a> that <a href="https://politicstoday.org/turkeys-uav-breakthrough-creates-another-path-to-mena/" target="_blank" rel="noopener noreferrer">Turkey’s drones</a> are a game-changer and are transforming unconventional warfare into more complex ideas in the world. Sudan looks up to Turkey’s highly successful military industry. Furthermore, Turkey is not just powerful militarily, but also in terms of its democratic legacy and institutions. Therefore, if Sudan’s new political elites decide to transform the country, Turkey is the best example to look up to.</p>
<p>The latest visit of Sudanese officials to Ankara will leave a positive impact on bilateral relations, which could be upgraded to strategic cooperation. It seems that Sudan wants to turn a new page in its relations with Turkey; however, Turkey-Sudan relations should not be expected to reach the strength of the relations during the Omar al-Bashir era in a short time as a significant role will be played by actors, such as the UAE, who are uncomfortable with this rapprochement. Nevertheless, such a development can create a win-win situation for both countries. In the meantime, Ankara’s doors are always open for strengthening bilateral relations with Sudan.</p>

			<p><span class="r-es-drop-cap">T</span>he Turkey-Africa Economic and Business Forum held in Istanbul this week has yielded fruitful prospects for reviving and strengthening the relations between Turkey and the multifaceted and rich continent of Africa.</p>
<p>The two-day forum which was held between 10<sup>th</sup> and 11<sup>th</sup> of October and organized by the Trade Ministry of Turkey and the African Union in collaboration with DEIK (Turkish Foreign Economic Relations Board) drew over 3,000 African and Turkish business-people from various sectors. The next forum is set to take place in 2020 according to a joint declaration that was signed at the end of the forum.</p>
<p>Speaking at the Forum during a ministerial and general secretarial meeting, Trade Minister Ruhsar Pekcan said that Turkey will be adopting a holistic approach to duly address the multicultural and multifaceted realities of Africa. &#8220;It is important to understand the realities of the continent’s countries by adopting a holistic approach to address the multiculturalism of Africa, rather than looking at a single window.&#8221;</p>
<p>Providing an overview of the topics that were discussed at the various panels during the forum, Pekcan underscored that numerous financial and investment opportunities, the entrance of Turkish business prospects to the African market, and collaboration with local counterparts in the substructure and energy fields were among the key topics that were discussed.</p>
<p>Noting that her first visits after being appointed as the trade minister were made to countries in the African continent, namely South Africa and Zambia, Pekcan remarked that during these visits she had the opportunity to observe and comprehend firsthand “Africa’s great potential”. Underlining the need for strengthened relations, the minister noted that her wishes of &#8220;gathering with African representatives more frequently and holding consultations for developing trade and economic relations between the countries.&#8221;</p>

			<p>On a similar note, the commissioner for economic affairs of the African Union Commission (AUC), Victor Harrison stressed the importance of collaboration in the pursuit of sustainable development. Underscoring the need for partnerships between the respective private sectors, Harrison noted that this was key to the development of the continent at large. Hopeful of the prospects that the forum would provide for the countries involved, Harrison noted &#8220;I believe that we will contribute to Africa&#8217;s development and will carry out beneficial discussions.”</p>
<p>On the last day of the forum, Turkey and African countries signed a joint declaration “to enhance lasting partnership between parties for development and economic integration.” The declaration pointed out that the Forum emphasized a diversified and multilayered Turkey-Africa partnership. The willingness to improve and boost economic and commercial ties was emphasized in the declaration which called for a joint action plan to assess the potential of lifting tariffs and other obstructions to trade.</p>
<p>The parties reached a consensus to form various partnerships in design, inspection, financing and the management of projects with the objective of cutting down on costs of energy and improving the access to electricity in the continent. It was also emphasized that reducing transportation costs, enhancing intra-African trade, facilitating food and water safety and advancing global connectivity were of significant importance.</p>
<p>The declaration called the involved parties such as the Turkish and African enterprises and financial institutions to action, encouraging them to expand investments and participate in infrastructure projects through Public-Private Partnership and Build-Operate-Transfer means in addition to other expanded forms of cooperation. Geared to build diversified economies both in Turkey and in Africa, the declaration prioritized sectors such as agriculture, electricity, aviation, maritime, education and healthcare.</p>

			<p><span class="r-es-drop-cap">T</span>he 5<sup>th</sup> African Union-EU summit which took place on 29-30 November, 2017, in Abidjan, Cote d’Ivoire, was seen as a landmark to strengthen political and economic ties between the two continents. With the title ‘Investing in Youth for a Sustainable Development,’ European President Donald Tusk stated that the aim of the conference was to ‘take decisions that will make the future safer and more prosperous for all our youth, both African and European.’ As a central point, both parties discussed ways to curb the migration uptick that has caused thousands of deaths as well as inhumane treatments in transit hubs such as Libya. The summit was also an opportunity to discuss the future of the EU-Africa partnership in several areas including trade, investment, and energy.</p>
<h2>Changing the future of migration</h2>
<p>Following the implementation of the <a href="http://thenewturkey.org/eu-turkey-deal-a-dead-duck/">EU-Turkey migration deal</a>, which diminished a major part of the illegal sea arrivals in the so-called Eastern Mediterranean Route, Libya appeared to become the transit hub for clandestine migration. The country has a very delicate political system that is fragmented into different sections. While on paper the UN-backed Fayez al-Sarraj presides over the Government of National Accord, he is unable to govern the whole country as his authority resides in Tripoli alone. The reason for this is because there are numerous local militia groups that not only govern different areas of the country, but also govern industries such as oil. In such a chaotic political structure, the most disputed European policy was strengthening the Libyan Coastguard, which was alleged of various <a href="http://bmigration.com/well-groomed-pirates-libyan-coastguard/">human rights violations.</a> Nevertheless, while EU Member States insisted upon providing financial and technical support to Europe’s new “gatekeepers,” they began to “intercept” irregular migrants who attempted to arrive to the Maltese and Italian shores.</p>
<p>Despite all efforts, the Central Mediterranean route starting from Libya continues to remain a popular route for human trafficking. As President of the European Commission, Jean-Claude Juncker <a href="http://www.dw.com/en/jean-claude-juncker-migrants-need-legal-ways-to-come-to-europe/a-41556151?utm_source=ECRE+Newsletters&amp;utm_campaign=ecd613de3f-EMAIL_CAMPAIGN_2017_11_29&amp;utm_medium=email&amp;utm_term=0_3ec9497afd-ecd613de3f-422316977">pointed out</a> ahead of the summit – “[They] are no longer able to enter the house through the front door, they’ll keep making their way in through the back windows.” The “back windows” brought to the sphere striking scenes, including one that shows how African migrants are <a href="http://www.aljazeera.com/programmes/countingthecost/2017/11/migrants-sale-slave-trade-libya-171126063748575.html">“sold”</a> in the Libyan slave market.</p>
<p>For the first time in July, French President Emmanuel Macron proposed <em>off-shore processing centers </em>in Chad and Niger in order to help Libya deal with the excessive number of migrants and asylum seekers. This approach was simply based on the idea of establishing centers in which asylum applications would be made without entering European soil. Such a proposal <a href="http://www.independent.co.uk/news/world/europe/macron-refugee-crisis-libya-chad-niger-paris-processing-centres-a7920956.html">fails to ensure</a> the prevention of human right violations during the asylum processes. When taking into account the Libya slave trade scandal, Macron’s proposal had little chance to be approved by both parties of the summit. Therefore, the French President came with a proposal of military operations against human smugglers.</p>
<p>Apart from these disputed views, the summit recorded an agreement between both parties on taking <em>preventative measures </em>such as boosting investments, creating new employment opportunities and enhancing legal migration channels.</p>
<h2>A focus on youth empowerment</h2>
<p>While Europe’s dependency ratio is increasing due to the lack of people in working age, there are an estimated 800 million new labor force participants in sub-Saharan African countries. In this perspective therefore, opening channels for legal migration would be a preferred option for Europe so as to compensate the growing lack of labor power. One could ask how African leaders would be convinced to allow the migration of the skilled labor force – here, the EU’s financial investments would be decisive. For example, the new External Investment Plan, which was unlocked at the EU-Africa summit, intends to help attract private investments worth up to €44 billion. While the European Investment Bank has allocated over €20 billion for ongoing projects, the EU Trust Fund also exceeded €3.2 billion. Overall, post-2015 EU contribution to Africa is recorded as €88 billion. Almost 36% of Africa’s trade, including exports and imports, takes place with EU Member States. In addition, the EU is one of the top aid donors in Africa, with over €21 billion allocated in 2016. More, the investment of European companies constitute a third of the overall foreign direct investment to the continent.</p>
<h2>Two different actors, different desires</h2>
<p>One major factor that has contributed to the rise of European investments in Africa is China’s growing influence in the continent. In recent years, Chinese corporations have made great amounts of investments in sub-Saharan Africa, especially in the energy sector. What’s more, in July 2017, the first Chinese military base was <a href="http://www.aljazeera.com/news/2017/08/china-opens-overseas-base-djibouti-170801104040586.html">established</a> in Dijbouti. With its 300 personnel, the base will be used for supporting China’s military missions in the Gulf of Aden. Although the base aims to contribute to humanitarian aid and peacekeeping efforts, it is nevertheless a symbol of China’s growing desire to influence promising African economies. It can therefore be stated that the growing presence of China is one of the most challenging issues the EU faces when attempting to strengthen its ties with Africa. This is due to the fact that while the EU approach to the continent rests on its normative power, including human rights and democracy advocacy rhetoric, China’s efforts in Africa are simply based on economic motives – and this, undoubtedly, is more attractive for many African countries.</p>

			<p>Unlike Europe and China, Turkey has emerged as a prominent actor in Africa by promoting peace and stability accompanied by effective humanitarian aid programs. Africa has become one of the key orientations of Turkish foreign policy and Turkey-Africa relations, based on strong historical ties, promise wider potentials in the following years. An event that illustrates the capability and importance of this bilateral relationship was when Turkey was declared a strategic partner of the continent by the African Union in 2008. With former Prime Minister Erdogan’s efforts, Africa-Turkey relations became more sustainable. In November 2016, the first Turkey-Africa Economic and Business Forum was organized in Istanbul. Over 3,000 people attended this forum and more than 2,000 of the attendees were visitors from African countries who came with the desire to create new trade channels. This was also an opportunity for Turkey to share its experiences as a developing country with successful economic reforms based on striking trade deals with its hinterland. The outcome of Erdogan’s efforts to build bridges with the continent reflected itself in the remarkable increase in the volume of bilateral trade – after Erdogan came into office in 2003, trade with Africa <a href="http://newafricanmagazine.com/turkey-africa-pledge-co-operation/">rose</a> sevenfold, from $3.6 to $20 billion.</p>
<p>In the trade between Africa and Europe, oil, natural gas and mines have great weight. The gains of this trade however, are not beneficial to the “ordinary” African people. In comparison, Turkey’s investments also include small and medium-sized enterprises. For this reason, by leading to an increase in employment, it also provides economic benefits for “ordinary” citizens. More, Turkey, the world’s third largest humanitarian donor, has a development-based aid model with its foundations laid in empowerment, education and employment opportunities. This is reflected by the activities Turkish state agencies and non-governmental organizations engage in across the continent &#8211; building water wells, settlements and schools being among such activities.</p>
<p>In 14 years, President Erdogan visited 23 African countries, which is a record in Turkish politics. More, collaborating with international missions, Turkish military forces have been successful in operations aiming to combat piracy and illegal activities in the Gulf of Aden. In addition, only two months ago Turkey opened its largest overseas military base in Somalia, in order to embolden missions to assist local forces combatting terrorist groups.</p>
<p>Turkey’s multilateral policy comprises a basis for effective humanitarian aid and stability, and summarized in President Erdogan’s <a href="http://newafricanmagazine.com/turkey-africa-pledge-co-operation/">words,</a> – “Many people in the world associate the African continent with extreme poverty, violent conflict and a general state of hopelessness. The people of Turkey have a different view. We believe Africa deserves better.”</p>
<h2>Fortress Europe?</h2>
<p>The African Union-EU Summit was an opportunity for both sides to develop long-term policies between the two continents. Other actors such as China and Turkey will become increasingly active and apparent in Africa in the following years and therefore, in order to reach effective solutions, both parties of the summit ought to take the other into consideration. When observed within this context, Turkey, with its peace and stability mission, holds a unique role that draws a model for all other foreign actors pursuing their own interests in Africa. On one hand, President Erdogan has placed a strong emphasis upon the peace-building processes in areas that have experienced severe violence and civil war, and on the other, agencies such as TIKA, the Maarif Foundation and other Turkish NGOs, have taken part in the cultural, economic and political revitalization projects of many African countries. Hence, unlike Europe, which dictates its own development model in the region, Turkey is emerging as a friendly-partner for Africa.</p>
<p>Moreover, European leaders need to decide on what they really want. Considering Europe’s aging population, which drives a serious need for a new labor population, some leaders may interpret migration flows as a chance for eliminating this gap.</p>
<p>The question is whether Europe will provide shelter for the masses that flee unbearable conditions, or whether European leaders are just looking for new workers to compensate their labor population shortage. This question is also central for the EU’s so-called global moral leadership based on advocating democracy. Considering the endorsement of closed-borders and the rise of the “Fortress Europe” approach, it seems like the EU will merely fail this test.</p>
<p>On the same token, contrary to European efforts that seek to establish off-shore asylum processing centers and in contrary to “selective migration management,” Turkey has emerged as a new model on peace-making and fair partnership due to its humanitarian missions and military operations against terrorism and piracy, especially in the Horn of Africa.</p>
<p>Africa does not need to choose between two fully interest-driven parties – Europe or China. Rather, a model in friendly-partnership would emerge as a “third option.” As Turkish President Erdogan stated, “Africa deserves better.”</p>
